ROLL CALL: Supervisors: Gerald Peterson, Charlie Grant; Councilmembers: Judy Harrison, Al Schrank, Inge Bleier, Jeanette O'Connell, Olive Terpstra, Vince Tubman, and Sue Nelson. Also present were: Community Outreach Coordinator Tracy Davis; Administrative Assistant Renea Aeschliman; Benefit Specialist Liza Gibson; Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director Fred Johnson; Student Intern Michelle Brown; Lorraine Jacobs; Brad Beckman ADRC Manager; Nutrition Program Managers: Janice Thompson, Donna Zacharias, Donna Lamson, Di Johnson, Vivian Kemling, Faye Simone, Sheila DeRosier, and Lyn Larson; Absent was Supervisor John Mortensen. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes by Councilmember Schrank and seconded by Supervisor Grant; motion carried; motion carried. DATE OF NEXT MEETING: This is the final meeting for the Council on Aging. 1. Introductions: Community Services Coordinator Davis introduced the Student Intern Michelle Brown to the Council. Michelle will be spending the summer with the Department on Aging. Michelle is a student at St. Mary's in Winona and is majoring in Psychology. She lives in Maplewood and after school would like to do something in the field of gerontology. Davis also introduced the new Hudson Nutrition Program Manager, Di Johnson. Davis stated that Johnson is a nice addition to the Hudson Senior Center. 2. Old Business: Volunteer Banquet — April 24 — Administrative Assistant Aeschliman reported that around 150 volunteers attended the banquet. Despite the technical difficulties, everyone seemed to enjoy themselves. The Nutrition Program Managers were given the certificates of those volunteers that were unable to make the banquet. Hiring Committee for ADRC Section Manager: Chairperson Nelson introduced Brad Beckman as the new ADRC Section Manager. Beckman stated that he was the previous Director for the Aging Resource Center for Douglas County, WI. He was responsible for the Aging programs in Douglas County and is excited to be working with the team and adding the disability component. He stated that his experience is with aging which is a big part of his passion. He also stated that he is looking forward to working with everyone and getting to know the site managers. His first day will be Monday, June 9 th . Council on Aging and Disability Board Appointments: Chairperson Nelson announced the new members that were appointed to the Council on Aging and Disability Board along with handout. Health and Human Services Director Johnson pointed out that during the conference call with the state regarding the ADRC application, a question of the board make up was brought up. He stated Council on Aging Page 1 06/04/08 that the concern that the state had will be addressed in the follow up letter to the state. 3. New Business: Interfaith Volunteer Report: Caregiver Support Coordinator Nancy Abrahamson handed out the current volunteer needs for St. Croix County. The upcoming Sunday is Faith in Action Sunday and she will be speaking at both worship services at a church in Woodville. She informed Council that volunteering through Faith in Action is a great way to keep the community strong and get to know other individuals in their community. Abrahamson asked that the Council members and Nutrition Program Managers help pass on the needs of how to become a volunteer in their communities and local Senior Centers. Older American's Month: Community Services Coordinator Davis reminded the Council that May is Older American's Month. Outstanding Older Adult nomination forms are now available either at the Department on Aging or local Senior Center. Nominees need to be over the age of 60 and live in St. Croix County. Nominations are due by May 30 and will be honored at the 2008 St. Croix County Fair. The Baldwin Senior Center held an intergenerational activity — the 1 ' graders from Baldwin presented plays on Little Pigs and Billy Goat Gruff. Glenwood City Senior Center held it 3 rd annual Intergeneration Essay Contest. There were 37 6 th graders that submitted essays on the most influential older adult in their life. Portions of the top 6 essays will be in June SCAN and the full essays can be found in a binder at the Department on Aging. Update on River Falls Area Senior Center Relocation: Councilmember Norman reported that a petition has been signed by around 100 people. The petition is requesting an advisory referendum regarding the building construction of a new City Hall in River Falls. Norman stated that she has activities planned for June and will continue as normal. Letters were not sent directly to the agencies in the building, but to representatives of the agencies. Al Stewart, President of the River Falls Board, received a letter stating that the Senior Center needs vacate the building by July 1'. WelLHaven Senior Apartments has offered the use of their dinirig/community room for the nutrition program. Norman stated that when they move they would like to take their sign for the River Falls Senior Center with them, they want to be known as the River Falls Senior Center not the WelLHaven Senior Center. Community Services Coordinator Davis has attended the meetings with the administrative staff of WelLHaven along with Kathy Haas, Pierce County Department on Aging, in anticipation of the move. Currently the River Falls Senior Center is located in Pierce County and will be changing to St. Croix when the move takes places. Norman stated that not a lot of people are in favor of the move to WelLHaven even the residents of WelLHaven. It is unfortunate that the current building needs to be demolished. Results of ADRC Phone Conference: Health and Human Services Director Johnson reminded the Council that the conference call with the state was on May 5 Liza. Gibson, Benefit Specialist; Fred Johnson, HHS Director; Brad Beckman, ADRC Manager; Sue Nelson, Council Chairperson; and Esther Wentz, HHS Chairperson were present for the conference call. Johnson informed the Council that the state pointed out some minor issues with the application that will need to be addressed. 1) Representation of the Council on Aging and Disability Board — to ensure that all the target groups are represented. 2) Budget for the ADRC — there is a 22% difference in what the Council on Aging Page 2 06/04/08 actual fringe benefits are for the ADRC staff. Johnson shared that the cost model from the state would under fund St. Croix County and would limit the number of staff for the ADRC. 3) Advocacy — there was not enough information in the application. 4) Staff training — there needs to be more information provided. A letter from the state is projected to arrive 2 weeks after the phone conference stating the issues discussed during the conference call. A follow up letter by St. Croix County will then be done regarding the issues raised. Johnson mentioned that he spoke with Vince Morrow, Eau Claire ADRC contact, on Tuesday, May 13 to see if Vince had heard anything from the state. As of Tuesday, there was nothing new. A couple of things that will need to be addressed above and beyond the recommended changes from the conference call will be the enrollment plan information 2 months prior to implementation. The document needs to be completed by July 1' for the transition of the current waiver clients to take place by September 1 ". The next component will be the policies and procedures. Johnson mentioned that since other counties have policies and procedures in place already, why reinvent the wheel. There have been discussions with the state already regarding policies and procedures from other counties that are good. If at all possible, to remove the other counties names and insert St. Croix and make sure they fit with the concerns of our citizens and with the processes set here in St. Croix. It will be a very busy June and July for Brad and the ADRC staff. County Board Strategic Priorities: Health and Human Services Director Johnson stated that the Health and Human Services and the ADRC strategic initiatives will be in line with the initiatives that the County Board has set forth for 2009. Anticipated Needs for 2009 Budget: HHS Director Johnson mentioned the 2009 budget is looming and he asked the Department on Aging staff to look at capital outlay needs that are over $5,000. One of the strategic initiatives, if it becomes a reality, of the County Board is a 5 -10% reduction in operation cost. Regardless, of what the budget priorities /goals are set by Finance and approved by the County Board, we still need to put together what is a reasonable way to proceed with the Aging and the ADRC at the onset of the budget process. He stated that he will be working with Brad on capital needs, staffing, operational needs and contracts over the next couple of months. HHS Director Johnson informed the Council that if they have any needs /concerns about the budget, they should provide that information to the Department on Aging staff. Possible Office Expansion: HHS Director Johnson introduced Brad to Art Tobin, Building Services Director, before the Council on Aging meeting this morning. There has been some discussion over the past couple of months regarding the storage space behind the Department on Aging conference room that is currently being utilized by the IT Department. HHS Director Johnson stated that during the call with Vince Marrow, Johnson asked if the ADRC would be able to fund some of the remodeling instead of being added to the levy. Johnson is still waiting for a response. Even though the meeting with Tobin was brief, Johnson and Brad were informed that another department was looking at using the space behind the Department on Aging conference room as an additional conference room for the Government Center. HHS Director Johnson hopes that the ADRC needs will overcome the need for an additional conference room. Council on Aging Page 3 06/04/08 4. Staff Reports: Tracy's Report: Tracy informed Council that this week is National Nursing Home week. Tracy informed the winners for the 2008 Card Tournament. Don Munkwitz, Glenwood City, had the high score in 500; Pearl Hilmanoski, Baldwin, had the high score in Euchre; Chuck Bjorklund, Somerset, had the high score in cribbage. The team standings were as follows — Hudson 8 Glenwood City 7 New Richmond 6 Baldwin 5 Hammond/Roberts 4 th , Deer Park 3 Somerset 2" d , and Woodville 1 Deer Park will need to turn over the traveling trophy. She informed the Council that the Baldwin Nutrition Program Manager will be Susan Simbro. She will begin on Tuesday, May 27 Liza's Report: Liza informed the Council that individuals can still file for the Stimulus Credit. Forms can be found at local libraries and individuals need assistance, they can call the Department on Aging and we will get them in touch with AARP volunteers. Liza informed the Council that the Department on Aging staff will be meeting with Mike Amundson, Community Health Partnerships (CHP), regarding the benefit packages available to those individuals that will be served through CHP. The staff will also get a chance to meet with Brad. 6. Nutrition Program /Senior Center Updates BALDWIN No Nutrition Program Manager was available to provide a report, so Olive Terpstra informed the Council that June Bug days will be coming up soon. Plans for Father's Day are being worked on. Exercise, blood pressure checks, and crafts take place monthly. DEER PARK Nutrition Program Manager Jan Thompson stated that all things are going well. A trip was taken to the Mall of America last month. On Thursday, June 5 the Deer Park Senior Center will be celebrating 22 years of being in operation. Members of the area town boards will be invited to partake in the celebration. Thompson mentioned that she enjoyed the most recent food distribution. This was the first distribution that she was involved with and looks forward to future distributions. GLENWOOD CITY: Nutrition Program Manager Donna Zacharias informed the Council that there have been lots of changes at the Senior Center — two new van drivers and a new Experience Works employee in the kitchen. The card tournament went well. There were 37 6 th graders were honored this year for the intergenerational essay contest. One boy and one girl were selected to have their essays entered in a contest sponsored by WASC in Wisconsin. 16 participants enjoyed the Amish trip that was organized by the HCE group from Baldwin. Bingo is being played three times a week. HAMMOND: Nutrition Program Manager Donna Lamson stated that all regular activities continue and blood pressure will be back for the summer. The card tournament that was held in Roberts went well. Cards are being played twice a month, a trip to the New Richmond theatre is planned for the 16 and the monthly birthday celebration will be held on the 20 of May. Summer plans are being discussed. HUDSON Nutrition Program Manager Di Johnson reported that the senior center received a fresh coat of paint and is being tidy up. A couple of new activities have been added the monthly line up — Council on Aging Page 4 06/04/08 chair massage and manicures. Bingo is being played twice a week — Mondays & Fridays. The planting party yesterday went really well. Van driver Jerry Adams helped pick up the plants that were donated and with the planting. NEW RICHMOND Nutrition Program Manager Vivian Kemling informed the Council that the Mother's Day/birthday party celebration featured the Little Falls Musicians. The participants enjoyed the entertainment for the day a lot. Upcoming summer events are the annual pontoon ride on June 1 l Father's Day celebration at Mary's Park in New Richmond, and picnic in Star Prairie on July 18 RIVER FALLS: Bette Norman announced that all activities will continue as usually — foot care, cards, pool, and meals. A chiropractor from Hudson spoke at last month's general meeting. A potluck is planned for the 20. ROBERTS Nutrition Program Manager Randi Hanson was not present. SOMERSET Nutrition Program Manager Sheila DeRosier told the Council that blood pressure continues on the Mondays. Students from St. Anne's finished up their visits on Monday until the fall. The monthly lunch out will be held at the Somerset Public School as part of the intergenerational activity with the school district. Since the school year is ending, the activity will continue in the fall. An appreciation luncheon for area business people and local board members will be held on May 20 The Senior Center will receive a mini makeover starting May 21 until May 29 The Senior Center will be relocated to Countryside Apartments for the 5 days. WOODVILLE Nutrition Program Manager Lyn Larson stated that she survived her first card tournament experience. It was a good tournament. Woodville will be celebrating Syntte Mai over the weekend and to follow in the tradition, Julie from Ole & Lena's will be demonstrating how to make Norwegian cookies. The Woodville participants are asking about what activities will be happening and so Lyn has scheduled a entertainment by John Terkelsen in June and then a garden viewing outing in July. VAN TRIPS: Deer Park — (MOA possible) Out of state — April/May 2008 A motion was made to accept the van trips by Councilmember Schrank and seconded by Supervisor Mortensen; motion carried. ANNOUNCEMENTS AND CORRESPONDENCE Alfie Schrank stated that he was approached by an area resident regarding labeling everything Senior Center. The individual wanted to add a little up to the title by calling it the Area Senior Country Club, food and beverage served, cover charge, shuttle service provided. It can be something that is discussed at a later time. All future transportation request will need to be given to the Community Services Coordinator Tracy Davis during the monthly Senior Center Board meetings at each of the sites. Dianne Rheinn, AgeAdvantAge, thanked the Council on Aging board and mentioned to them to stay involved and informed.
