COUNCIL ON AGING MEETING
April 10, 2008
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Nelson called the meeting to order at 8:30 a.m. Pledge
of Allegiance was said.
ROLL CALL: Supervisors: Gerald Peterson, John Mortensen, Charlie Grant; Councilmembers:
Judy Harrison, Al Schrank, Inge Bleier, Jeanette O'Connell, Olive Terpstra Vince Tubman, and Sue
Nelson. Also present were: Community Services Coordinator Tracy Davis; Administrative Assistant
Renea Aeschliman; Benefit Specialist Liza Gibson; Health and Human Services Director Fred
Johnson; St. Croix County Administrative Coordinator Chuck Whiting; Lorraine Jacobs; Donna
Zacharias; Nutrition Program Managers: Sallie Dull, Janice Thompson, Donna Lamson, Vivian
Kemling, Randi Hanson, Sheila DeRosier, and Lyn Larson; Excused was Councilmember Bette
Norman.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes with noted corrections
from was made by Councilmember Schrank, seconded by Supervisor Mortensen; motion carried. A
motion was made to approve the minutes of March 20 by Councilmember Schrank, seconded by
Councilmember Harrison; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, May 15, 2008.
1. Introductions: Community Services Coordinator Davis congratulated Councilmember
Schrank for being elected to the County Board and also Supervisors Peterson, Mortensen, and
Grant for being re- elected.
2. Old Business:
Long -Term Care Reform /ADRC Development Update: Health and Human Services
Director Johnson informed the Council members that he has spoken with the State Regional
office in Eau Claire and was told that a desk review was done by the state regarding the ADRC
application. A tentative phone conference with the State to discuss the ADRC application is set
for May 5 The phone conference will be the first round of questions and answers regarding
the development of the ADRC in St. Croix County. During the phone conference, those present
will listen to the State's response to the application and clarify whatever questions that may
arise. After the conference, the State will make a written summary regarding the meeting with
corrections or adjustments as necessary. There will be a transition team that will be part of the
conference call and involved during the formation of the ADRC. The transition team will
consist of Peg Gagnon and Norma Vrieze, who were two of the three individuals involved in
writing the application, Liza Gibson, Benefit Specialist, Ron Lockwood, Long Term Support
Supervisor, and Health and Human Services Director Johnson. Implementation of the ADRC
will be done after that phone call. Health and Human Service Director Johnson stated that he
inquired about asking the individual offered the ADRC Section Manager position to attend the
phone conference meeting. He also stated that it would be nice to have the new ADRC Section

Manager do the bulk of the work. By doing so, that individual would have a chance to review
the ADRC application or review processes that they see important rather than setting up the
ADRC for them. September 1 St is the roll out date to transition consumers. There is a lot of
work that needs to be done 6 -8 weeks prior to this date. The State would like to know who will
be transitioning and do trainings with staff as to how consumers are educated on their options.
Health and Human Services Director Johnson stated that the State is aware of the situation, that
St. Croix County currently does not have an ADRC Section Manager and would prefer to wait
until the ADRC Section Manager position is filled for the majority of the work to be done.
Community Services Coordinator Davis asked Johnson if the current Council on Aging Chair
Sue Nelson would be part of the transitioning team. Health and Human Services Director
Johnson stated that Nelson is more than welcome to attend the conference call and the same
invitation would be open to the Health and Human Services Chair Esther Wentz. Supervisor
Peterson asked for clarification as to what Chairperson Nelson is being asked to participate in.
Health and Human Services Director Johnson stated that it means she can be present for the
phone conference call with the State on May Stn in New Richmond at the Health and Human
Services Board Room. Health and Human Services Director Johnson also informed Dianne
Rhein, AgeAdvantAge, regarding the phone conference. Supervisor Peterson asked
Administrative Coordinator Whiting if Chairperson Nelson would receive per diem and mileage
for the meetings that she will be attending regarding the formation of the ADRC.
Administrative Coordinator Whiting stated that it would be a question that would need to be
addressed to the Board Chair. Supervisor Peterson made a motion that to recommend that
Chairperson Nelson receive per diem and mileage for any and all upcoming meetings regarding
the ADRC and seconded by Supervisor Grant; motion carried.
Recommendations for Council on Aging and Disability Board: Chairperson Nelson reminded
the Council that Jeannette O'Connell, Pat Shilts, Judy Harrison, Al Schrank, Sue Nelson, and John
Mortensen were recommended to the Council on Aging and Disabilities Board. Community
Services Coordinator Davis stated she had the applications that have been submitted already
available if Council members wished to review them during break. Chairperson Nelson asked for a
motion to approve those that were recommended. Supervisor Grant made a motion to refer the
names to the County Board Chair for the Council on Aging and Disability Board, seconded by
Supervisor Peterson; motion carried. HHS Director Johnson stated that former County Board
Supervisor Lois Burri has also applied for the Board. Benefit Specialist Liza Gibson pointed out
that, at this time, there are no applications for individuals with experience with youth, AODA, and
mental health.
3. New Business:
Volunteer Appreciation Banquet: Administrative Assistant Renea Aeschliman stated that
reservations for the Volunteer Banquet need to be called into the Department on Aging by Monday,
April 21S She reminded Nutrition Program Managers that if individuals have RSVP at the Senior
Center, they should remind them to call the Department. She stated the plans for the event are
moving along.
Department on Aging Participant Satisfaction Survey 2007 Results: Community Services

Coordinator Davis handed out results from the 2007 Satisfaction Survey. Approximately 400
surveys were mailed out to individuals that have called, emailed, or walked into the Department on
Aging seeking information for themselves, family or friends. Of the 400 mailed out 120 were
returned. Less than half individuals received assistance with Medicare Part D. Administrative
Assistant Aeschliman pointed out that there are more than 400 phone calls /walk -ins during the year,
the respondents that were mailed information or received information one -on -one during a home or
office visit. Supervisor Mortensen made a motion that the survey results be put in the County Board
members mail boxes, seconded by Councilmember Shrank; motion passed.
Volunteer Report: Volunteer needs were handed out for the Council members to review and take
back to their communities.
Hiring Committee for ADRC Section Manager: Chairperson Nelson clarified that there will two
committees will be formed — one to review the application and another to take part in the interview
process. Health and Human Services Director Johnson pointed out that applications will be
accepted until Friday, April 11 tn. Health and Human Services Director Johnson stated that he has
cleared his schedule for Monday and Tuesday afternoon to begin the screening process. Human
Resources Director Tammy Funk and Health and Human Services Board Chair Esther Wentz will
also be part of the process. The recommended application screening committee from the Council on
Aging will be Councilmember O'Connell, Harrison, and Schrank. Screening will take place on
Tuesday, April 15 at 2:00 p.m. at the Government Center. The interviews will take place on
Tuesday, April 22 possibly beginning at 9:00 a.m. at the Government Center. Chairperson Nelson
stated committee members for the interview process will be Supervisor Peterson and Council
members Nelson and Shilts. A motion was made by Supervisor Mortensen to accept the two
committees and seconded by Councilmember Harrison; motion carried. Community Services
Coordinator Davis stated a concern that was mentioned at last month's meeting regarding the
ADRC Section Manager's job description. At March's meeting, former Director Duncan pointed
out that there was no mention of Older Americans Act funding under the Required Skills,
Knowledge and Ability section. Administrative Coordinator Whiting stated that those changes were
made, however, Davis pointed out that the descriptions that were available for pick up by
prospective applicants were not corrected.
Community Services Coordinator Davis mentioned that during a staffing with the
Department on Aging that HHS Director Johnson stated that the three Information
Assistance/Benefits Options Counselors and the Disability Benefit Specialist would be opened up
internally to all county employees first and then opened up to the public. She asked when those
positions would be posted. HHS Director Johnson stated that there is no specific time frame on
those positions and more will be known after an ADRC Section Manager is hired and the
application is reviewed. He then mentioned that the State will understand if the September 1S roll
out date was not feasible if positions were not filled.
4. Staff Reports:
Tracy's Report: Tracy thanked everyone that was able to attend Kjersti's farewell party. She
also thanked the Council members for their hard work and dedication over the years.
She informed the Council that Di Johnson was hired as the new Hudson Nutrition

Program Manager. Shirley Marlette has retired as Nutrition Program Manager for Glenwood
City and a retirement party is yet to be planned. The position has been advertised and
interviews will take place shortly.
The Senior Farmers Market Voucher Program for 2008 will have fewer vouchers with
less money available per household. There is a waiting list started within the office. Residents
in Glenwood City are to call the Department on Aging instead of calling West CAP. Those that
are new to the program will have first priority.
Card tournaments are going well, just finished up with New Richmond yesterday. Deer
Park is in the lead after last week.
Tracy thanked Oscar Johansen, Glenwood City Site Van Driver and Rich Young,
Woodville, for their assistance in distribution through the Food Resource Collaborative located
on the Trinity Lutheran Campus. She mentioned that they were able to pick up items for the
cooking kitchens, door prizes for DayAway, items for Secret Santa, and bingo prizes for the
Senior Centers. Once again the United Way and Food Resource Center has come through for
our programs.
Tracy mentioned that there has been a lot of interest expressed for the trip to Augusta.
The trip is being offered through the Homemakers group in Baldwin and registrants can call the
Department on Aging or Mary Ellen Brue.
CWAG District 6 meeting will be April 18 at the Rice Lake Senior Center.
Reservations need to be made by the 14 to arrange transportation for those that need it.
Councilmember Terpstra stated that she will be attending the meeting along with two other
individuals.
6. Nutrition Program/Senior Center Updates
BALDWIN Nutrition Program Manager Sallie Dull stated that bingo is played twice a week,
exercise is on Mondays, and Bridge is on Fridays. Eunice Hop will be presenting information on
Morocco from her recent trip. Bud Homburg will be performing on April 29 not the 22 The
Men's Group has increased numbers. In honor of Older Americans Month, children from
Greenfield Elementary will perform musical skits at two different times. There will also be a
demonstration on wood carving.
DEER PARK Nutrition Program Manager Jan Thompson stated that Red Hat ladies from Deer
Park area visited. The Deer Park Librarian comes on Thursdays with videos, DVDs, and books
available for participants to check out. There was no Center Board in April due to card tournament.
GLENWOOD CITY: Currently the Nutrition Program Manager position is vacant. Donna
Zacharias has been filling in and informed the Council that a retirement party is planned for
sometime next week for Shirley. The number of participants has increased and bingo is being
played three times a week. There is a real interest in the Amish trip. Councilmember Schrank
shared that there was a large response this year for the 6 th grade essay contest. There will be an
award ceremony on May 8 th for the winners and those that participated.
HAMMOND: Nutrition Program Manager Donna Lamson stated that they are still working on
getting the new location organized. Regular activities still continue. Last month Marge Wolske
visited and shared photos from Alaska. Plans are being made for a trip to the theater.

HUDSON Nutrition Program Manager Di Johnson was not present for the council meeting. Inge
Bleier informed that the Council that Carol Schmidt is still working on a beading class at the Senior
Center. The April birthday party will be tomorrow.
NEW RICHMOND Nutrition Program Manager Vivian Kemling informed the Council that there
were 76 players at their card tournament yesterday. In March the Mayor of New Richmond assisted
in delivering meals to the homebound. Lots of fun was had by those that went to watch the Shrine
Circus last Friday. The annual pontoon ride will be scheduled sometime in June.
RIVER FALLS: Bette Norman was not present.
ROBERTS Nutrition Program Manager Randi Hanson shared that everything is going well. Plans
are being set for the upcoming card tournament. Randi stated that she is looking forward to it since
it is her first year and also looking forward to when it is over. Blood pressure screening is planned
for the upcoming month also.
SOMERSET Nutrition Program Manager Sheila DeRosier told the Council that the card
tournament went well. On May 20 the Senior Center Board will host an Appreciation Luncheon
for the town and village board members. All activities are going well. Exercise attendance has
decreased, but is still available on Mondays and Wednesdays. The Somerset School Superintendent
attended last month's Senior Center Board meeting. He spoke on an intergenerational activity
between the Somerset Senior Center and the Elementary School (K — 3). Participants can go to the
school and have lunch once a month or more frequently.
WOODVILLE Nutrition Program Manager Lyn Larson stated that things are starting to get in
motion. In May Syttende Mai will be celebrated in Woodville. In honor of the celebration, Julie
from Ole and Lena's will be demonstrating how to make Norwegian treats. Members of the Master
Gardener's Club will be showing how to use container planters.
VAN TRIPS:
Deer Park — (MOA possible) Out of state — April/May 2008
A motion was made to accept the van trips by Councilmember Schrank and seconded by Supervisor
Mortensen; motion carried.
