Community Development staff have reviewed the materials for the expansion of the self storage
facility loafed at the project address above. ASelf -Storage Facility is a permitted use in the
Commercial Zoning District pursuant to Section 17.18(3)g. Self -Storage, as dell in Chapter 17.09
d10. as 'Indoor storage of customer's items within partitioned buildings with individual acmes to each
partitioned area. This letters confirms approval for this as a permitted use with the following
amendments:
1. The site was rezoned to Commercial In 2018 and will expand an existing self storage facility
operation.
2. All proposed structures will meet the applicable setbacks to the property lines and maximum
height requirements.
3. The proposed pavement will meet the ordinance: oil roods, walks, driveways, parking lots and
loading areas will be paved
4. A Construction Site Storm Water Runoff Permit from the Wisconsin DNR was approved on
November 6, 2019. Coverage is under WPDES General Permit No. WI-So67831-05.
5. A wetland delineation was completed in 2018 and the report was confirmed by WI DNR on
October$ 2016- The wetland onsite Is not considered a Shoreland-Wetland.
6 Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards. Best management practices will be incorporated
Based on these findings, the site Is subject to the following conditions
1. Prior to Construction, erosion and sediment control measures as Identified shall be installed prior
to all land disturbance activity. The perimeter structural setback( Spheres yard) shall be flagged
near the closest point of proposed structures.
2. The enclosed 4ormwater maintenance agreement shall be recorded with the Register of Deeds
Office.

4. Apre-construction inspection is required to validate setbacks and verity erosion and sediment
control has been installed. Please call meat (715) 381 to schedule this inspection.
5. St Croix County reserves the right to require additional sediment and erosion control measures to
be Installed if found necessary due to site -specific concerns and will be documented in an as -built
site plan.
6- During construction phase, every effort shall be made to protect and retain existing trees,shrubbery
and grasses not located in rights -of ways, drainage ways, vision triangles and the like. The existing
landscaping shall be maintained.
]. Commercial lots abutting a residential area shall have perimeter landscape screening that
substantially screen parking areas and headlights from vehicles.
8. The field access along the western property line will be abandoned and restored.
9. All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least ]0%permanent vegetation. Permanent vegetation shall be established
once final grade is reached or as soon as applicable per Plan.
10, A posxonetmctlon inspection Is required prior to removing the temporary sediment and erasion

11. It is the app sent's responsibility to secure any other required local, state or federal permigsl and
approval(s) prior to land disturbance activity.
12. Failure to comply with the terms or conditions above may result In the revocation of this permit by
the Zoning Administrator pursuant to Chapter 17.71 and chapter 17.30 P. (13).
This approval is sub'ect to the conditions listed above, it does not allow for any additional
construction, structures or cuisines beyond the limits of this request Your information will remain
on file at the St. Croix County Community Development Department suite It is your responsibility to
ensure compliance with any other local, state, or federal permitting or regulations, Including
contacting the Town of Richmond and the Department of Natural Resources to Inquire it additional
permissions are required. This permit valid for one year, with the possibility of up to two (2) six

month extensions If the applicant submits the appropriate permit extension fee and documentation
to the Zoning Administrator. A copy of the Land Use placard should be submitted to the town's local
Building Inspector upon applying for town building permits). The orange placard must be posted
on thejobsite and visible from public view.

INSPECTION AND MAESCFENANCE
To ensure the proper function ofthe stem water management practices and drainage casements, serving their intended
functions in ordinary, the following inspection process applies_
Annually the (responsible party) shall perform an inspection of the erosion control and scholastics facilities. The
inspection shall evaluate the construct. erosion control and infiltration practices effectiveness and required
