I performed an inspection at the above referenced property on October 23, 2019 at 4:00pm. St.
Cron Comfy records indicate the system was installed May 27, 1983 order permit #383936 and
indicate it was installed per codes at the time of the installation.
An inspection of the observation pipes shows signs of effluent Nesting within the system
dispersal cells. TMre was no evidence of eftlumt discharge to the surface of the system nor to
the surrounding area. This indicates the system is Sanctioning and is marginally able to absorb
and dispose of the wastewater.
It cannot be predicted how long the dri nfield will continue fo dispose of sewage effluent,
Income the failure of a septic system is a progressive process. My inspection was basil on a
surface evaluation; there may be defects within the system that were not discovered.

I have reviewed the plans that you submitted to this Department on September 20,
Ua ,4
2010 regarding the removal of the existing modular unit used for once space and
the addition of a new, larger modular unit for additional office space. The proposal
indicates that the new modular will be placed at a setback from the properly lines of
n
at least 15 feet on the east property line and more than 15 feet from the north
W
property line. This placement will satisfy the County's setback requirements. The
modular will also be placed more than 10 feet from all other buildings on the site as

required by the Ordinance.
The project will not increase the number of staff or residents. As you recall, there is
a limit of the number of staff and residents due to the size of the existing septic
system. You have also contracted with licensed plumber (MPRS) Jim Thompson,
A.C.E. Soil & Site Evaluations, to connect the new modular unit to the septic
system. A Sanitary Permit will be required for connecting to the existing septic
system. Any increase in wastewater generation may require the system to be
redesigned, enlarged or modified to adequately treat an increase in wastewater
load.
The St. Croix County Planning and Zoning Department has determined that the
project as presented will meet the requirements of the County Sanitary and General
Zoning Ordinances.
Please contact the Town of St. Joseph to obtain any required Town permits.

FINDINGS OF FACT AND CONCLUSIONS OF LAW
Having heard all the testimony, rmsidaM the grau record herein, and remewed the and the Board makes the following
Fillings Of Fact and Consonance of Law'.
1. The applicants are Harbert and Fistula Blaisdell, property owners and Owners/opemlors ofBurkwood, lno.
2 The1,72-acre site is located at 651 Old Rill Road just east of County Highway A in the Bwkfiardt area in the SWk
of the SE A of Section 3, T29N, R19W, Town of St Joseph, St. Croix County, Wisconsin,
3. The applicant filed with the Board of Adjustment an application for a special exception permit to earned an
cdrting chemical dependency treatment facility, Equipment, Inc, by adding a day treatment uniform in be
Commercial Distinct pursuant to Section 1718(l)(a) of me St Croix County console Ordinance. The existing
chemical dependency treatment facility operates unden two stale licenws. a "Community Based Residential
Facility(CBRF) license for up to 29 patients and a "logistically Monitored Treatment" license. According to the
applicants, me common[ programs administered under these loperson will continue to Operate on the site as they
have for the past fl yesses, without coady. The facility has also been tentatively approved for a spite Dag
Treatment, license. The proposed day treatrnrnt program will consist primarily of an outpatient program
providing "a[famare" fin previousratimh. It will alsopotenfially be available to treat local residents in Me
community. The program poll treat a maximum of six patients per day.
4. Los request would not violate the spirit or intent of the St Q'olx county Zoning Ordinance since a CBRF with
day treatment program is a reasonable and appropriate use in that location. The lot is currently caned Commercial
and has been used as a CBRF forme treatrnmt of chemical dependency forthe past I) years. Prior to that, the lot
was the site of a nursing home According to the ream h On file at the St. Croix County Planning and Zoning
Department, the facilities are compatible with the surrounding neighborhood as Mdioexd by the fact that that are
no violations on file for the property, cancer fin one inquiry on the cooing blstory of Me site from Town Of St
Joseph in 2001,
5. This request would not negatively impact the health, subtly, on welfare of the public. The proposed day treatment
program will treat a maxlmmn of six patients per day who will be comported to the site via a facility van. Traffic
is not expected to increase by more than four dueodonal vehicle trips per day on averageperim6 will nor leave
Me pounds of the facility during their treatment day. All patients at the facility are pre- mod and those with
htrtory of sexual offenses Or waterercrimeare not accepted into my of me Programs The 9t Croix County
Sheriffs Department responded to 33 incident at the site from 2000 - present. According to the applicants, most
of most incidents were reported by facility staff, not by neighbors. For security, trained convertors are meallto
respond to problems 24 hours per dayfl days per week. Most patients are voluntary, but some are coumrmdered
(or stayed) Gam Wisconsin and Minnesota, so staff will report my problems. At the hearing on July 24, 2009, the
applicants testified that facility staff will be required to go flamnh training and certification from Me Criss
Prevention gasoline to intervene and de castrate events. With conditions requiring that training and certification
for crisis prevention be continued and that at least one staff member with this training and curiftcation be on the
site at all fires, requiring Mat all implications administered to patients are safely and properly disposed Of, and
continuing t0 provide sufficient patient pre-wmening and staff oversight of all patients among their treatment at
the d iliry, any potential negative impactsthe health, safety, Or welfare of the public would be irrigated_
6. The applicants submitted evaluation reports fix the existing sanitary system conducted by a masseur plumber on
April23, 2008 and July2, 2008.These evaluation reports conclude that, if managed in accordance with the
recommendations in boN re ssed, the sanitary system is sufficient for Do existing and proposed treatment
programs. With conditions requiring amrual inspections to ensure than the system is fumtionimg properly, this
request would not negatively impact groundwater in the area.

the site features a large single-family home met, according to the applieants, was historically the residence of Mr.
Burkhardt after whom the area is named. Although It is zoned Commercial, the lot is surrounded on all sides by
existing single-family residential development The facilities our the lot appear consistent with the surrounding
neighborhood. The principal structure is residential or appearance and is where patients undergo counseling and
treatment The she also features an accessory building with six offices fur staff counselors, an accessory [railer
used for storing files and other office fractions, a paved parking lot in the rear yard, and a recently updated
private on -site sanitary system No new buildings, additions, or signage are planned on tic site The facilities are
aptly screened from adjoining properties by existing cities and vegerat on, but not all vegemnon is on the
applicants' ]if The applicants are willing 0 provide additional captured screening on their property as deemed
necessary.
9, With conditions for limiting noise and hours of activity on the site, this request would not constitute a nuisance.
9. The site cun'mtly has a total of 19 Pointed, off -poet customer parking stalls w the exlebng asphalt parking lot
plus me smaller stall for a motorcycle or compact car. The Board finds the number of stalls to be mffiMmtto
accommodate all staff, work vehicles, and visitors expected to be at the site at any given time pursuant to Section
17 57(15) of the Ordimies. Patients do not generally have thdr rum vehicles on the she, but ma concerned 0
the site. The parking stalls do notnummuly meet the minimum 200-square footage requirement in the Ordinance.

Development Management Plan including promoting the growth of existing businesses and divertrying the

13. The Town of St. Joseph Town Board recommends approval of the special exception application for Herbert
Blaisdell to continue to operate the residential chemical dependency treatment program and to add a day treatment
program, and that approval not be transferable.
