November 18, 11:30 am — 12:30 pm
St. Croix County Government Center, Room #1281
Bring your lunch and join this web training. This session will describe how to measure
current energy use and to create an energy plan with the technologies, practices, programs,
and policies that maximize energy efficiency and cost savings.
Energy Committee Meeting
November 18, 2008
Convened: 1:05 pm
Present: Daryl Standafer, Bill Rubin, Fred Horne, Pete Kling, Jerry VanSomeren,
Jennifer Havens, Dennis Horner
The meeting was called to order by Convener Daryl Standafer
Date of next meeting — Wednesday afternoons as needed
Discussion of filling the vacant position. Two County Board Supervisors, three public
representatives:
• Fred Horne, Daryl Standafer — County Board Supervisors
• Jerry VanSomeren, Dennis Horner — public representatives
• Dean Hoffman (UW -River Falls) is unable to attend, need one more public
representative.
Member Introductions:
Dennis Horner:
• 1984 City Manager and Utility Manager
• WIPI Member
• Executive Committee member for WPP (15 years)
• New Richmond is a 25 x 25 group through WPPI and making changes like
purchasing a hybrid car.
Fred Horne:
• County Board of Supervisors member — wanted to be more involved in energy
conservation.
Jerry VanSomeren:
• Eighteen years at St. Croix Electric /Dairyland Power — seeing resistance to wind,
some issues with wind generation.
Daryl Standafer:
• County Board of Supervisors (8 term)
• Retired Banker
• Financial considerations /economic development.
• Currently St. Croix County will add new cooler strategy, making ice at night — off
peak. Also while fixing the roof to be able to add other strategies.
Bill Rubin:
• Director St. Croix EDC
• What is happening in the state? Are their existing state or federal programs,
processes, etc.?
Pete Kling:
• Works for UWEX and will provide technical assistance coordination services for the
energy committee

Election of Officers:
• Chair — Daryl Standafer was nominated for Chair. Fred Horne moved to close
nominations. Horner seconded the nomination. Motion carried.
• Vice -Chair — Fred Horne was nominated for Vice Chair. Standafer moved to close
the nominations. Horner seconded the motion. Motion carried.
• Secretary — Nominations were Jerry VanSomeren and Dennis Horner. Horner refused
the nomination. Horne moved to close the nominations. Horner seconded the
motion. Motion carried.
Date of meetings - Wednesday afternoons at 1 pm. as needed. Group should archive Webinars
and make available.
MEGA - trends:
Pete Kling:
• Earth, Wind & Fire — Bio- energy options in the region handout.
• Focus on conservation and efficiency
Daryl Standafer — Community needs to determine what we can do locally
Pete Kling:
• Look at the scale of these issues, look internally and then externally
• Review County Board strategy initiatives
Daryl Standafer — To achieve 10% reduction in energy use quickly, we will do what?
Other County Energy Committees:
• Dunn County, Amery, Polk County, Chippewa County
Other topics of Interest:
• Methane gas collection and anerobic digesters
• Centralized heating districts
• Look at local resources (i.e. Paragon Lighting)
Energy Committee Planning:
• Mission, goals, deliverables, stakeholders
• 2008 Strategic Initiatives ( #13 & #14)
• Horne — set obtainable goals
Next meeting — after January 1, 2009
• Get replacement appointed, Ideas - Bill Lawson, Trudy Popenhagen
• Kling will communicate these names with Rebholz
