Jensen seconded the motion. Motion carried. Raymond moved that the previous meeting's minutes be approved. Jensen seconded the motion. Motion carried. Raymond moved that the vouchers be approved. Bethke seconded the motion. Motion carried. Bethke moved to appoint Milligan Office Chair for 1996. Jensen seconded the motion. Motion carried. Don McGee, Baldwin Village Board Member met with the Committee to discuss the status of the future use of the Ag Center building. If the Federal government agencies leave the Ag Center building, the Village will not terminate the remaining agencies' lease. The county government agencies' rent will be adjusted based on the space use. The per square foot rental rate will not change substantially unless remodeling of space occurs. The Village would like all ag agencies to stay in Baldwin. They will give consideration to building an office for some or all ag agencies in Baldwin. Milligan and Christenson were directed to determine the costs associated with being in a different location than the Federal agencies and/or moving with them to a new building. 1995 Budget Line Item Transfers Dorsey moved to transfer $20.55 from line item 111 to line item 156. Bethke seconded the motion. Motion carried. Jensen moved to transfer $147.94 from line item 111 to line item 151. Raymond seconded the motion. Motion carried. Raymond moved to transfer`$124.68 from line item Ill to line item 313. Dorsey seconded the motion. Motion carried. Bethke moved to transfer $25.00 from line item 111 to line item 324. Dorsey seconded the motion. Motion carried. Bethke moved to transfer $42.50 from line item 111 to line item 330. Jensen seconded the motion. Motion carried. Bethke seconded the motion. Motion carried. Ag Agent's Report Milligan participated in the Western Wisconsin Ag Lenders Conference. Over 120 ag lenders attended. Milligan and Greg Andrews Pierce County Ag Agent coordinated the Western Wisconsin Crop Production Seminars in St. Croix and Pierce Counties. Twenty-three farmers and agribusiness people participated. They learned how to manage European corn borer, 1996 weed control options in corn and soybeans, and corn starter fertilizer management. Pesticide applicators training programs were held in St. Croix and Pierce Counties in January. Over 40 farmers participated. Three more training programs will be held in February and March. Twenty-one farmers participated in the UWEX AAIMS computerized farm recordkeeping seminar. Participates learned how to make entries and use the Windows. version of AAIMS. Milligan is coordinating and teaching Dairy Farm Profitability workshops in St. Croix and Pierce Counties. There will be approximately 45 St. Croix farmers participating in the program and 18 in Pierce. Producers are setting long and short term goals and analyzing their farm business. Milligan helped coordinate a producer panel for the Area Soybean Conference in Menomonie. Dennis Mitchell from New Richmond was the St. Croix County representative on the panel. Farm visits and calls have focused on dairy nutrition, replacement housing, feed storage and farm management issues. Milligan is involved in three large dairy herd expansions and one swine expansion. In February Milligan will be coordinating and/or teaching at pesticide applicators training sessions, a dairy nutrition seminar, and a precision ag seminar. Milligan will also be working with the Dairy Farm Profitability workshop participants. The 1996-1999 four-year plan of work was distributed by Milligan. His major efforts will focus on farm management and crop and dairy production issues for the next four years. Family Living Agent's Report Mary announced the hiring of Martha Mabis for the 1/2-time position as the new Family Nutrition Educator. She is hired with Federal grant money as an Extension employee to work with limited income families on nutrition and financial management. She will cooperate with WIC, Economic Support, Social Services, Head Start and the Office on Aging. Mary will be Martha's direct supervisor and help train her on new subject matter and administratively (4 days in February and ongoing). Mary and Kim's grant for Raising the Caring Generation is currently exploring truancy programs and comprehensive service -learning programming for the Hudson school district. In January, Mary taught 4 lessons to HCE leaders on using medication safely and effectively and is working with them on several promotional events. A grant proposal was submitted to Hudson Area United Way to purchase more "Parenting the 1st Year" newsletters (written by UW-Extension) for distribution through the Hudson Hospital. Extension is sponsoring public programming in Baldwin -Woodville on gang awareness. Over 100 parents and youth came to the first session to hear County Sheriff Paul Burch. Mary will serve on a county -wide task force on supporting children organized through the Public Health APEX process. Resource Agent's Report Janke gave an update on the opinion survey for the development plan. Approximately 75% of the surveys have been returned. The next steps to get more recipients to return their surveys is to send an additional follow-up letter and to make a personal telephone call. Small business counseling sessions are scheduled for February 7 and February 14 in the Government Center Building. All available time slots have been filled. Janke attended a mandatory meeting for all counties that have received ag clean sweep grants (the cost of the meeting is grant -eligible for the county). September 21 has been selected as the collection date. A household clean sweep will be held the same day. Janke showed the committee how computerized geographic information technology can be used to map areas in the county according to their susceptibility to groundwater contamination. Janke selected a one square mile area (Section 34, Town of Hudson) as a pilot project to see if data available should produce useful maps utilizing an assessment model developed by the US EPA. Janke distributed a color map of the pilot area and said that the technology works: A full county map will be produced by Regional Planning as part of the development plan. Bethke moved to adjourn.
