Present: Vern Dull, Tom Dorsey, Ronald Raymond, Art Jensen, Chris
Bethke, Lee Milligan, Jim Janke, Mary Lestrud, Kim Reaman, John
Mortensen, Dave Sanders, Bob Heise, Chuck Christenson.
Chairman Dull called the meeting to order at 12:30 p.m.
Date of next meeting was set for Tuesday, May 7 at 12:30 p.m.
Jensen moved that the agenda be adopted as presented, seconded by
Bethke. Motion carried.
Dorsey moved that the previous meeting's minutes be approved,
seconded by Jensen. Motion carried.
Bethke moved that the vouchers be approved, seconded by Raymond.
Motion carried.
Administrative Report
The Ag Center space issue was discussed. Capital outlay and annual
operating costs were reviewed. Extension and LCD staff were
directed to refine the numbers.
The Committee discussed the Village of Baldwin's proposal for a 10-
year lease at $7.00 square foot with improvements not to exceed
$75,000. Questions were raised regarding the $75,000 limit on
improvements. The staff was directed to seek information from the
Village of Baldwin regarding the issue if the $75,000 will cover
needed building improvements and have it meet American Disability
Act provisions. Information is needed by April 11.
Resource Agent's Report
The tabulation of the Development Plan Survey has begun for all the
groups. The development industry and local government groups are
completed. Janke distributed an example of how the date for each
group will be graphed for the survey questions.
Workshops related to land use planning issues are scheduled for
April 10, April 13, and April 20.
Five small business owners received management assistance during
the past month. Another session is scheduled for April 8.
Janke and Charles Rader of the UW-River Falls Geography Department
submitted a grant proposal to the US EPA for $228,000 over a two-
year period to analyze the usefulness of various models being used
to assess groundwater vulnerability to contamination.
Aq Agent's Report
Milligan taught a pesticide applicators training class with 43
farmers in attendance. There is a significant increase in the

number of farmers scheduling a time to take the test at the
Extension Office rather than attending the training session.
Milligan participated in the Ag Source (formerly Wisconsin Dairy
Herd Improvement Association) annual meeting and banquet.
A 4-H parent and Milligan have begun working on developing a
leadership team for a farm safety activity for youth. This may take
a year to develop.
A number of graziers met with Milligan to develop their summer
educational activities. There are six.pasture walks or meetings
scheduled.
A group of eight large dairy herd operators asked Milligan to help
them organize into a group that meets ten to 12 times per year.
The purpose of the group is to provide Milligan educational
opportunities to address issues unique to large dairy operations.
Milligan is helping the group organize.
Milligan has worked with a dairy producer in the development of a
corn silage research plot. Two additional research plots are being
developed. They focus on the need for corn starter fertilizer and
no -till soybean production management practices.
The collection of financial data for the Dairy Farm Business
Analysis program continued in March. About 30 dairy producers will
be participating this year.
Farm visits include farm financial management, dairy and swine
expansion, dairy housing, and crop production issues.
Milligan coordinated and taught a forage production seminar.
Twenty producers and agribusiness people participated. The focus
was on corn silage and harvesting alfalfa.
Milligan coordinated a dairy nutrition roundtable for dairy
nutritionists serving St. Croix and Polk counties. The roundtable
focused on current dairy nutrition issues including, forage
quality, mycotoxin problems in feed and the use of feed additives.
4-H Agent's Report
4-H Summer Assistant Interviews -- Reaman met with Deb Kathan to
review the applications and select candidates to be interviewed by
the Extension Education Committee. Three candidates will be
interviewed by the Extension Education Committee. Three candidates
will be interviewed on April 12.
Family Peacemaking Camp -- A Family Camp will be offered this fall
for families who want to develop skills in handling disagreements.
Reaman will be contacting civic organizations, businesses, and
Department of Human Services to explore the possibility of

financial sponsorship for the camp.
Plat Book Bid Presentations -- The St. Croix County 4-H Leaders'
Council signed a bid for the 1996 plat book printing with Cloud
Cartographics. New features will include color in maps and
advertising, an additional map page for each township and a school
district and 4-H club page. Ad sales will begin the middle of
April.
Family Living Agent's Report
Mary has been teaching information to county women regarding
osteoporosis. Four meetings were held. One in four women will get
osteoporosis during their lifetime, often causing their death.
This program focused on prevention of the disease from childhood
through old age.
Mary attended a two-day training in Stevens Point with three HCE
members, to learn options for educational programs and community
outreach. There is interest in purchasing a puppet -based
curriculum to be used by HCE retired women trainees who would teach
2nd graders throughout the county in alcohol and drug prevention,
child abuse prevention, and good decisionmaking.
Master food Preservers will be recertified in May.
Mary is working on several grants for community projects. The
Legion has donated $800 toward Reading Festival expenses, and a
grant will be pursued for balance of budget. The BW Communities
that Care is applying for approximately $20,000 for a Title 5
Juvenile Delinquency Prevention grant which will focus on Extension
and other community prevention work. FNP grant is also due this
month.
Martha's work as Extension's Family Nutrition Educator has been
very successful in reaching out to families on limited income
within St. Croix County. She has found many families who run out
of money for food before the end of the month. Martha has made
preliminary plans to teach at several senior citizen meal sites,
and at the County Jail and JOBS sites in the area of financial
management.
Planning Department's Report
Fodroczi introduced himself and Hayducsko to the Committee. He
summarized his previous conversation with Chairman Dull about the
transition of recycling/solid waste program activities to the
Resource and Education Committee. They agreed that a complete
review of programs, budget and staffing should be deferred until
the Committee is reorganized, however, there were outstanding bills
and two program activities that should be handled at this meeting.
Fodroczi reviewed a list of March vouchers totalling $2,700.56

Jensen moved that the vouchers be approved as presented. Bethke
seconded the motion. Motion carried.
Tire/Appliance Roundu s
Hayducsko presented a photocopy of the "Your Wasteline" newsletter
to highlight the details of the upcoming tire and appliance
roundups. Tires will be collected from April 19th through May 4th
at 24 sites throughout the County, sponsored and staffed by local
communities. The program is paid for by a $31,000 grant from the
DNR and fees paid by the residents for each tire. A county -wide
meeting was held to brief local site managers of program
procedures. The tires will be collected and shredded by BFI for
use as supplemental fuel in one of two power plants. _
Hayducsko said that household appliances will be collected at four
different sites on April 20th and 27th. The City of New Richmond
and Village of Baldwin will host sites on the 20th, and the Towns
of Hudson and Somerset will host sites on the 27th. All sites are
open to any County residents. J.R.'s Appliance Disposal will
process and recycle all appliances from the program.
Landfill Well Abandonment
Hayducsko reported on a well abandonment process for four wells
established by the County for an ash monofill that was considered
as part of the waste -to -energy project. The previous Waste
Management Committee authorized the capping of the wells once the
County was relieved of its responsibilities for the waste -to -energy
facility. The wells were to be capped by the Environmental
Drilling Division, Boart Longyear Company of Schofield, Wisconsin
at a cost of $4,150.
