The meeting was called to order at 12:40 p.m.
Date of next meeting was set for Tuesday, June 4, 1996 at 12:30 p.m.
Raymond moved that the agenda be adopted as presented. Jensen seconded the motion. Motion carried.

Administrative Report
Dorsey moved to approve the June Dairy Month resolution. Raymond seconded the motion. Motion
carried.
The WACEC annual conference will be held June 23 - 25 at FonduLac. Dorsey, Dull and Bethke will
be attending.
Raymond moved to send a letter to Personnel Committee to have them review the waste management
job description and recycling coordinator job description. Jensen seconded the motion. Motion carried.
Dick Gade County Executive Director of the Farm Service Agency outlined the bidding process for a
new building. Tentatively Gade is planning on solicitating bids on June 15 including Federal and County
offices.
Rich Loney presented a net present value cost analysis of moving LCD and UWEX to a new building
with the Federal ag agencies versus remaining in the current building. There is a $17,300 difference over
10 years or $1,700 per year difference between the two options with the option of moving to a new ag
building being the higher cost. The numbers will be further refined.
Dorsey moved to have LCD and UWEX offices included int he bid solicitation for office space being
prepared by Gade for the Farm Service Agency. Bethke seconded the motion. Motion carried.
Au Agent Report
Farm City Day will be August 10 at the Randy and Mary Demulling farm near Cedar Lake on County
Road H. Chuck and Mary Kruschke and Bill and Opal Haase are co-chairs of the vent. Milligan met
with the committee to begin preparation for this year's event. `
Milligan met with Dairy Farm Business Summary participants in April. Many are using the information
to set goals, re-evaluate their business and make changes.
Milligan and surrounding county agriculture agents and farmers cooperated with Farm Credit services
and representatives from several state Extension Services to evaluate a farm management videotape
series. The farmers have provided their evaluations and agents will be meeting in May to provide
feedback.
A swine production meeting and pasture management meeting were coordinated by Milligan in May.
Milligan spoke to the Farmers Union members on multiple component pricing and feeding to influence
milk components.
Milligan taught farm financial management concepts to a group of dairy producers with large dairy herds
in St. Croix County.
Milligan coordinated and taught with Dick Gade of the Farm Service Agency three meetings on the
provisions of the new farm bill. One hundred and ninety-two people participated.
Farm and office visits included the topics of feed storage, farm building design, manure storage, land
rental rates, dairy expansion planning and farm business management.
In May, Milligan will be involved in four corn plots and one soybean plot. These are research plots
looking at fertilizer rates, corn silage hybrids and planting rates.
4-11 Youth Agent Report
4-11 Summer Assistant --The 4-H summer assistant position was offered to and accepted by Jerry Risler.
Risler will begin on June 3. Activities the 4-H summer assistant will assist with include Summer 4-H
Camp, Favorite Foods Fair, Clothing Revue, County Fair, State Fair, Cloverbud & Explorer Day Camps.
Interstate Exchange --The four county 4-H Interstate Exchange has been confirmed with Shiawassee
County Michigan. St. Croix County is responsible for coordinating the 1996-97 Interstate Exchange.
Vi Roquette and Mary Hensley have been selected as the chaperone/coordinators for the program.
Family Nutrition Educator Report
Mabis reported finishing 2 months of soup displays with WIC clients. Had excellent response from
clients, they seem to confide in WIC staff and are very receptive. Children and adults alike asked for
second helpings. Starting to see some clients a second time. One couple made all four soup recipes as
a result of my display.
Mabis will be using a salad display in May and June.
Of those that completed the nutrition, financial management, and behavior program:
70% thaw meat, poultry, fish at room temperature
49% run out of food before the end of the month
58% have bills overdue -
Mabis and Lestrud recently spent most of a week on the 1996-97 grant proposal. A search in our local
area produced $11,000 worth of in -kind ($3,400 - jail).
"Money Talks" program will be presented to inmates 4 times a year beginning in August. A "Jobs"
program will be presented every other month.
Planning Department's Report
Fodroczi introduced Recycling Specialist Troy Gansluckner to the Committee. He indicated that
Chairman Dull agreed that a complete review of recycling/solid waste program activities, budget and
staffing should be presented at the June meeting when the Committee is reorganized. Materials will be
distributed to the Committee before the meeting.
Fodroczi reviewed a list of April vouchers totalling $6,478.17. In response to Committee questions,
Fodroczi explained that the largest bill was for the printing of the newsletter and most of the rest of the
bills were for ads and signs for the tire and appliance roundups. Bethke moved that the vouchers be
approved as presented. Jensen seconded the motion. Motion carried.
Tire/Appliance Roundups
Hayducsko reported on the tire and appliance roundups. He said that tire collections were up at some
sites and down at others. The last collection just took place and a final compilation of program results
would be ready for the next meeting. Committee and staff discussed a tire dealer concern about pricing.
Hayducsko indicated that over 500 appliances were collected at the four collection sites. He commented
that BFI and J.R. Appliance had done a good, timely job of tire and appliance removal at all the sites.
Fodroczi commended Hayducsko and Gansluckner for their efforts with the communities and vendors
on these programs.
Landfill Well Abandonment
Hayducsko also reported on the well abandonment process for four wells established by the County for
an ash monofill that was considered as part of the waste -to -energy project. The contractor capped the
wells at the surface according to Minnesota standards instead of below the surface according to
Wisconsin standards. Hayducsko indicated that the contractor would be returning soon to finish the work
properly, and no payment would be made until then.
1995 Recycling Financial Report
Gansluckner presented two handouts to summarize the 1995 Recycling Financial Report which was just
recently submitted to the Wisconsin DNR- Eligible expenditures for the County and the 26 communities
participating in the County Recycling Program totalled $291,276 which should be completely
reimbursable by the DNR. The overall program recycled 2,711 tons of material, which was a 61%
increase over 1994. Cost per ton was $102.87, and cost per capita was $5.22.
