The meeting was called to order at 1:00 p.m. Date of next meeting was set for Tuesday, July 2 at 1:00 p.m. Raymond moved that the agenda be adopted as presented. Jensen seconded the motion. Motion carried. Raymond moved that the previous meeting's minutes be approved. Jensen seconded the motion. Motion carried. Dorsey moved that the vouchers be approved. Jensen seconded the motion. Motion carried. Administrative Report Dull was nominated by Bethke as committee chair. Raymond moved to close nominations and cast a unanimous ballot. Jensen second. Motion carried. Raymond nominated Dorsey as committee vice -chair. Raymond moved to close nominations and cast a unanimous ballot. Motion carried. Dorsey nominated Jensen as committee secretary. Raymond moved to close nominations and cast a unanimous ballot. Bethke second. Motion carried. Dull, Dorsey, and Bethke will be attending the Wisconsin Association of County Extension Committees annual meeting June 23-25 in Fond du Lac. Milligan will be meeting with Gade to submit the Extension Office space needs. Ag Agent's Report Milligan is involved in four corn and one soybean research plots. Two of the corn plots are studying the performance of high oil corn varieties, one corn plot is continuing a 1995 research trial on the use of corn starter fertilizer on high fertility soils, and one corn plot is studying corn silage variety performance. The soybean plot is a research study on high plant populations. Cooperators are Mitchell's, Henderson -Erickson Farms, Miller's, Gausman's, and Doornink's. Milligan and two Extension ag engineering specialists are working with two dairy producers on expansion plans. Milligan is working with two other dairy producers on expansion plans. -1- Milligan taught a farm financial course for dairy grazers in Dunn County. The May 18th storm did considerable damage to farms in St. Croix County. Milligan attended a District meeting on manure management. The scissor clip project will continue through June 10. Milligan is taking alfalfa and grass samples from Ken -Rich Farms. The relative feed value for alfalfa has been over 200 through May. On June 3 it declined to 179. Therefore, it is time to cut for dairy cow quality hay. The grass samples were 120 RFV and have declined to 102. Farm visits and calls have included horticultural issues, crop management, dairy herd management, dairy housing and feed storage, and farm financial issues. The Farm City Day Planning Committee meets June 6 at the Randy and Mary Demulling Farm. The St. Croix County Holstein Twilight meeting is June 12 at AI and Joan Cronk's. 4-H & Youth Agent's Report Reaman introduced Jerry Risler, the 4-H Summer Assistant. Risler will be working on 4-H Summer Camp, Dairy Fitting and Showing Clinic, State 4-H Congress, Clothing Revue, Food Fair, County to County Exchange, County and State Fair. Educational Programs Camp Counselor Training -- Forty five youth have been trained as camp counselors for the upcoming 4-H summer camp. The educational sessions have included characteristics of an effective camper, ages and stages of campers, how to discipline, creating a community in cabin groups, team building, conflict resolution, creating a campfire program, basic first aid techniques and how to lead and maintain control in large group activities. Youth Protection Policy Orientation -- Thirty-eight new' adult volunteers completed the Wisconsin 4-H Youth Protection Policy to become certified 4-H Leaders in St. Croix County. 4-H Congress Orientation -- Worked with the State 4-H Congress chaperon, Anita Justen, to develop and teach the delegate orientation. Violence Priority Issue Team: Teen violence and crime was identified as a priority in the St. Croix County UWEX strategic planning process. The following involvement by Reaman results from the identification of this issue. Washington County Juvenile Division Meeting -- Reaman and Lestrud attended a MN Extension meeting regarding juvenile diversion programs in which Extension Educators have an active role. -2- St. Croix County Societal/Domestic Violence Coalition -- Regularly met with this coalition to identify multi -disciplinary strategies to educate individuals and communities about violence and work toward reducing violence. This coalition will be very helpful in identifying families and securing sponsors for the Family Peacemaking Camp. Family Peacemaking Camp -- This camp has been initiated through the Department of Youth Development Violence Priority Issue Work Team. Targeted audience includes limited income families who would benefit from participating in this camp experience. Educational focus includes communication patterns, fair fighting strategies, and the families unique strengths or assets. Annual Summer Program 4-H Trips -- Involvement includes chaperon training, delegate orientation, financial commitment. Insurance for Summer Activities -- The supplemental member accident insurance for the county -wide programs which have inherent danger have been applied for. Those activities include the dog training workouts, horse riding clinics, and livestock workouts sponsored by county 4-H committees. Summer Camp Logistics -- Seventy-one 5th and 6th graders are signed up for the second session of the Po -Croix -Bar -Dun 4-H Summer Camp at which Reaman is the responsible 4-H Agent. Two buses will provide transportation to the camp site for $13.60 per rider. The transportation cost is shared between the County 4-H Account and the St. Croix County 4-H Leaders Association. A health director or camp "mom" volunteer is still needed. Resource Agent's Report Janke reported that a draft of the executive summary of the development plan survey has been given to the Steering Committee. The document analyzes and compares the responses of all the five groups. It also includes an analysis of the written comments. Over 1,100 responses were received. St. Croix County_ has been selected for a visual preference project led by Extension specialist Wayne Tlusty. The project would focus on one town and involve town residents in the project. Janke explained that this project would be very similar to the one that Tlusty described at the Planning Commissioners Workshop in Eau Claire, which was attended by several elected governmental officials from town and county government. The Steering Committee has scheduled September 7 for a Visioning Workshop to be led by Extension Specialist Larry Swain. Business counseling sessions are scheduled for June 28 at the Government Center. -3- Janke was asked about his role in clean sweep programs. He has the lead for the agricultural clean sweep program, including the preparation of the grant proposal. However, the household clean sweep program is led by staff in the Planning department. Janke was asked about whether he was involved in recycling education programs. He explained that the in -school programs ended over a year ago after being offered in nearly all elementary schools in the county. Planning Department's Report Fodroczi reviewed a list of May vouchers totalling $4,943.94. Bethke moved that the May vouchers be approved as presented. Raymond seconded the motion. Motion carried. Fodroczi summarized materials on the Recycling and Solid Waste work programs, budgets, and revised. ob dPscriptiory-s that were distributed to the Committee before the meeting. The Committee, County Board Chairman Bob Boche, and Administrative Coordinator John Krizek discussed several questions and issues with Fodroczi regarding the amount and type of work required for the 1996 and future work programs and how they relate to the proposed, revised job descriptions. In response to questions from Raymond, Fodroczi indicated that the long term work program could be handled by the one current, permanent position with possible, occasional LTE support. He suggested retaining the existing LTE Recycling Specialist until September 30th to assist with several program activities during the next three months. After further discussion among the Committee members and Boche, the Committee agreed to discuss the job descriptions further in closed session with Personnel Director Deb Kathan on Monday, June loth at 9:00 a.m. at the Government Center in Hudson. thke moved to adjourn.
