Present: Vern Dull, Tom Dorsey, Ronald Raymond, Art Jensen, Chris Bethke, Jim Janke,
Mary Lestrud, Deb Kathan, and Dave Fodroczi.
The meeting was called to order at 12:30 p.m.
Date of next meeting was set for August 6 at 12:30
Jensen moved that the agenda be adopted as presented. Dorsey seconded the motion.
Motion carried.
Bethke moved that the previous meeting's minutes be approved. Jensen seconded the
motion. Motion carried.
Dorsey moved that the vouchers be approved. Jensen seconded the motion. Motion
carried.
Administrative Report
WAC EC
Members reported on the field trips and meetings that they participated in.
Design For The Future
Mike Perkl reported that Federal financial support for Extension is declining
slowly. Extension is not facing a financial emergency. It is possible that
Extension might charge fees for some services. There has been some
misunderstanding in newspapers about this. No decision will be made without
consulting county partners.
Family Living Agent's Report
Mary discussed the various components of a $25,000 grant that she wrote and will
administer to work in the Baldwin/Woodville school district on prevention programming.
Components include the development of a service learning after -school program for
youth grades 7-10, "Parenting the Second and Third Year" newsletters for all parents of
two and three year -olds, scholarships to nine low-income/at risk families, to Extension's
Family Camp, a puppet curriculum dealing with good decision -making taught by HCE
volunteers to all second graders, prevention speakers, or home visiting program for
families with birth to three-year olds, money for FNP food samples, and hired
coordinator to involve parents at school.
4-H Agent's Report
Educational Programs
4-H Club Program — Reaman taught a program on teambuilding and led a
problem solving activity at the Valley Victors 4-H Club June meeting.
County 4-H Committee Workshops — In June alone, over 300 4-H members
participated in educational workshops and training programs coordinated and
taught by volunteers on county 4-H committees. The county -wide project
workshops included Tractor & Machinery Safety, Dog Training, Sheep & Swine,
Beef, Dairy Fitting & Showing, Dairy and Livestock Judging.
Annual Summer Program:
County Fair Preparation Preparations for the County Fair are coming together
niceiy. Youth will exhibit about 4,500 entries at the County Fair. The animal
committees are working together to allocate available barn space and coordinate
parking to alleviate congestion in the barn area. The summer 4-H Assistant is
recruiting volunteers to help enter, record placings and display exhibits in the
Youth Buildings.
Summer 4-H Camp — The facilities at Camp Kiwanis were excellent and the camp
director was easy to work with, accommodating our needs, especially with
unlimited access to the pool given the very hot weather over the 5th-6th grade
camp.
State Fair Dairy Selection — The County 4-H Dairy Committee implemented an
additional selection criteria for exhibitors to the Wisconsin State Fair. To ensure a
safe and positive educational experience for all participants at the State Fair,
exhibitors were and will be evaluated in 4 areas during the fair: attitude,
cooperation and respect, rules and leadership. These 4 areas reflect many of the
items also included on the Behavior Agreement Form which each exhibitor signs
prior to participating in the State Fair. The evaluation form is a tool to reinforce
the behavior agreement form and help select future exhibitors to represent St.
Croix County at the Wisconsin State Fair.
Committee Meetings: Reaman and/or the summer 4-H assistant met with the following
committees in June — Dairy, Meat Animal, Adult Leaders' Association, Junior Leaders,
Ambassadors, and the St. Croix County Fair Inc to assist in planning the educational
programs and preparations for the County Fair.
Planning_ Department's Report
Fodroczi reviewed a list of June vouchers totalling $16,290.81. Bethke moved that the
June vouchers be approved as presented. Dorsey seconded the motion. Motion carried.
Kathan presented a draft job description for a Recycling Technician. She also
summarized some of the concerns Fodroczi had identified regarding ordinance
administration, marketing and technical assistance tasks. Discussion. Jensen moved to
approve the proposed job description for Recycling Technician with revisions discussed
for recycling ordinance administration, marketing and technical assistance. Raymond
seconded the motion. Motion carried.
The Committee then discussed the appropriate staffing level for recycling program
activities. Raymond made a motion to abolish the two existing jobs and replace with
one position with the new job description. Jensen seconded the motion. Motion
carried.
Jensen moved to adjourn. Bethke seconded the motion. Motion carried.
