Chris Bethke, Dave Fodroczi, George Hayducsko, Lee Milligan, Jim Janke, Mary Lesirud, and Martha Mabis. The meeting was called to order at 1:03 p.m. Date of next meeting was set for Tuesday, December 3 at 12:30 p.m. Bethke moved that the Agenda be adopted as presented. Jensen seconded the motion. Motion carried. Jensen moved that the previous meeting's minutes be approved. Berenschot seconded the motion. Motion carried - Jensen moved that the vouchers be approved. Bethke seconded the motion. Motion carried. Administrative Report Bethke moved to approve the 133 Contract for the agents for the period July 1, 1996 to June 30, 1997 Berenschot seconded the motion. Motion carried. The WACEC District 8 annual meeting will be held Wednesday-. March 12 at Jake's Supper Club. This will be a day meeting. Registration materials will be sent in January-. Mike Perkl, UWEX Western District Director would like to schedule agent performance revievi- with the Extension Ag Committee for February 4, 1997. The office chair appointment for 1997 will be in December. Milligan -would like to step down from the position. Reaman is willing to accept the position. Mike Perkl, UVEX Western District Director will meet with the Extension Ag Committee at the December meeting to discuss the appointment. Planning Department Report Fodroczi reviewed a list of October vouchers totalling $174,973.78. He noted that most of the vouchers were for municipal recycling grant payments. Fodroczi reported that the Recycling Technician position was classified as Pay grade 6 by the Hay Evaluation Team and Personnel Committee. He also reported that the Personnel Committee reduced Hayducsko's annual salary by about $8,000 based on the reclassification. Fodroczi clarified related comments made at the County Board budget hearing. The savings in personnel costs would not likely be redistributed to the municipalities since they were already receiving full reimbursement for their recycling expenses. He also indicated that under current law our obliID gations as a Responsible Unit would continue, even though State funding for recycling is scheduled to sunset in 1999. 1 Municipal Grant Disbursement: Hayducsko handed out two spreadsheets recommending the amount of recycling funds to be disbursed to each member municipality. The disbursement sheets recommended the final grant disbursement for the 1995 program at $83,244.02 and the first grant disbursement for the 1996 program with a total of $90,903.08. Berenschot moved that the October vouchers be approved as presented. Jensen seconded the motion. Motion carried. Fodroczi presented a table of 1995 Recycling Grant calculations for Dunn County, Pierce County and the non member municipalities in St. Croix County. St. Croix County and member municipalities received full reimbursement for 1995. Nonmember municipalities received an average reimbursement of 33% of expenses. Pierce County received 75%, and Dunn County received 48%. The statewide average was 48%. Plastic Lumber: Hayducsko distributed samples of plastic lumber and copies of the Buy Recycled brochure. Discussion on using plastic lumber. Committee recommended that Hayduccko contact Chuck Christenson for a plastic product for an upcorning conference. Legislative Councils Special Committee on the Future of Recycling Hayducsko reported that a Legislative Committee on the Future of Recycling has been established. Hayducsko reviewed some of the items on the Legislative Committee's agenda: 1) Out of Sate waste 2) Volume -based fee requirements 3) Source and level of funding 4) What role should the state and responsible units perform. The committee directed staff to draft a position statement and resolution for the next meeting. Ag A2ent's Report Two corn producers are participating in the UWEX Improving Profits through Efficient Production Systems (PEPS) contest. Milligan collected the yield data for the contest. The yields were 139 and 161 bushels per acre, respectively. The data will be used in local winter meetings and statewide. Yield data was collected by Milligan from two UWEX/co.m seed company research plots and one sovbean plarit population research plot. The dais will be used statewide and at local crop production meetings. Nate Splett and Milligan are revising some of the Dairy Farm Business Summary (DFBS) materials they developed last year. These materials will be part of a statewide farm management training efforts called Ag Ventures. Educational assistance has been provided to producers regarding raising dairy replacements, building design, dairy nutrition, farm management, crop harvest, pricing crops, and horticultural issues. Milligan has worked with these dairy producers regarding dairy expansion issues. These include whether or not to expand. feed quantity needs, feed pricing, building and equipment design, and labor management. 2 Milligan gave a presentation to a church group in Hudson on Extension education opportunities. Milligan was a judge at the LCD soil and water speaking contest. Milligan, Tim Jergenson of Polk County, and Greg Andrews of Pierce County are working on the development of a farmland rental rate survey. They received a large number of requests for information on rental rates. The survey would provide more accurate information for people requesting the information. Plans are to develop an annual report for local distribution. The information would also be used in farm management and crop production meetings. They plan on seeking financial support from area agribusinesses. The 1997 educational meeting schedule is being developed by Milligan. There will be a 12-meeting series for Master Gardeners. There are 24 signed up with no advertising done yet. One hundred and seventeen crop producers will need to be re -certified to apply pesticides. Five training sessions are being planned in Pierce and St. Croix Counties. Additional issues that appear to be of concern to farmers include; the use of milk future contracts, crop marketing, dairy nutrition (amino acids, milk urea nitrogen, milk component), crop production, farm financial analysis, precision ag technology, parlor design, and management and labor management. Resource Agent's Report Janke reported that Small Business Management Counseling sessions were scheduled twice in October. The first session was filled with five clients at the Government Center. The second session focused on marketing and two clients. This session was combined with Pierce County. The Barn Preservation workshop has been scheduled for April 19 at the Cashman Conference Center. The Economic Analysis of the County has been completed. Janke displayed charts that shoved how much each sector contributes to the total income and exports of the county's economy. Janke reported on the visual preference project being done as part of the Development .Plan. He and. Ellen Denzer have categorized the photos and mounted the best examples for viewing at a follow-up meeting scheduled November 7. The joint Minnesota and Wisconsin Extension project is progressing. Jack Breault and Bob Pierce have agreed to serve on the Steering Committee. 3 Family Living Agent's Report and Family Nutrition Program Lestrud continues to serve as director of the Village of Woodville juvenile delinquency prevention grant. Projects started and/or completed include UWEX Family Camp, Library Story Kits, Home Visiting Program for Parents of 0 - 3-year olds, community prevention speakers, and after school service club for uninvolved students. Lestrud is also working with the Village and the school district to develop a grant -related contract. She submits financial reimbursement requests, quarterly reports, and keeps all time sheet records for the five people employed by the grant and those offezing in -kind support. As HCE advisor Lestrud attended the state meeting for 3 days in September, International project, District and County Fall Councils. She developed a 2-hour leader training lesson on humor which was taught to club members at four locations in St. Croix County. She is currerdy working with the HCE Health Issue Team to develop programs for the coming year and to create the HCE new annual program book. Mabis's position is supported by a federal grant from USDA. She shop;-ed'ner current vegetable display which is being used for the next two months in conjunction with her oral presentations at WiC sites reaching limited income young parents with school children and preschoolers in the Baldwin -Woodville School District. She shared a sample of South of the Border Squash Soup which has been used the past two months at WIC sites when teaching lessons on pumpkins, squash, and sweet potatoes. Mabis also highlighted financial education programs currently in progress for jail clieiss. These lessons will be expanded in the future for use with WIC clients.
