COUNCIL ON AGING MEETING
SEPTEMBER 18, 1996
GOVERNMENT CENTER
CALL TO ORDER: The meeting was called to order at
9:10 a.m. by Chairman, Herb Giese.
ROLL CALL: Members present were Larry
Weisenburger, Herb Giese, Lee Kellaher, Andy Germain,
Phil Hammer, Roberta Moe, and Delores Loock. Mary
Lou Smith and John Mortensen were excused. Ethel
Peterson was absent. Also present were Cindy Icard,
Sandy Gehrmann, Jonna Fedie, Barb Blaisdell, Carol
Gorke, Donna Zacharias, Peggy Patterson, Elma Liberty,
Virginia Peterson, Janice Thompson, Kathryn
Grootenhuis, Elinor Nelson, and Sherry Crosby.
ADOPTION OF AGENDA: A motion was made by
Andy Germain and seconded by Delores Loock to adopt
the agenda; motion carried.
DATE OF NEXT MEETING: The next meeting will be
Thursday, October 17 1996 at 9:00 a.m.
ACTION ON PREVIOUS NBNUTES: A motion was
made by Andy Germain and seconded by Lee Kellaher to
accept August minutes as printed; motion carried.
UNFINISHED BUSINESS:
Fundraisers: The Faith In Action Program is selling the
Bromley Bear for $28.00, address books for $6.00, and
M & M's for $1.00 each. We will do the T-Shirt sale
from Human-i-Tees for the DayAway Program.
Leadership Training/Forum: The Leadership Training
was September llth. People in attendance thought it
went well. Priorities that came out of training are as
follows in this order: (1) In home care; (2) Congregate
and Home Delivered Meals; (3) Transportation; (4)
Alzheimer Services; (5) Nursing Home Care; (6)
Alternative Housing; (7) Benefit Specialist Program; (8)
Ombudsman Program. The Political Forum that was held
in the park in Hudson was attended by 43 people. There
were 17 candidates there. It is important for people to
attend forums such as these.
NEW BUSINESS:
Waiting List Policy: A Waiting List Policy for the
Home -Delivered Program was developed. It reads:
People are eligible to receive home -delivered meals when
they: (1) meet the homebound status criteria and (2) a
means can be found to deliver meals to their homes. A
motion was made by Andy Germain and seconded by Lee
Kellaher to adopt the Waiting List Policy as read; motion
carried.
85.21 Grant: The amount for the ' 97 85.21 Grant is
$47,375. This grant covers costs to run vans and wages
and fringes for drivers. The disabled and elderly qualify
for this program and there are 6,744 eligible in St. Croix
County. The Transportation Budget breakdown was
discussed. A motion was made by Larry Weisenburger
and seconded by Andy Germain to approve the 1997
Transportation Budget and the policies presented last year
and the proposal to go in front of the Public Hearing on
Thursday, November 7th; motion carried.
Local AARP Chapter - Vern Nelson: Mr. Nelson was
unable to attend but a reminder was given that the local
AARP meetings are the 3rd Tuesday of the every month
at 1:00 p.m. at the New Richmond Senior Center.
Resolution on Long Term Care Redesign: A Resolution
on Long Term Care Redesign was passed by the Long
Term Support Committee. Long Term Care is being
redesigned at the State level. The Resolution was read to
the Council. A roll call vote was done and the resolution
passed 100 % .
National Evaluation of the Elderly Nutrition Program:
The conclusion of the evaluation was the Nutrition
Program "works and works well". The Nutrition
Program improves the nutritional intake and socialization
of people 60+. A handout on malnutrition was
distributed.
Staff Reports:
WI Office of Health Care Information handout
distributed. There are only 38 physicians in St. Croix
County.
Sherry Crosby and Carol Gorke are resigning as Site
Supervisors. Certificates of Appreciation were presented
them.
The 1996 Influenza Clinics are as follows: October 15,
Glenwood City Nutrition Site, 9:00 - 12:00; October 22,
New Richmond Nutrition Site, 9:00 - 12:00; October 22,
Deer Park Nutrition Site, 1:30 - 3:00; October 23,
Baldwin Nutrition Site, 9:00 - 12:00; October 23,
Woodville Nutrition Site, 1:30 - 3:00; Somerset Nutrition
Site, October 24, Somerset Nutrition Site, 9:00 - 12:00;
Hudson Nutrition Site, October 24, 1:30 - 4:00.
A letter from Area Agency on Aging was read requesting
representation on its board. Discussion followed. No
one from the Council volunteered.
Cellular phone companies and what they charge were
discussed. The Council on Aging decided to stay with the
AT&TCo.
The Personnel Committee approved a request from a
Department on Aging staff member for a three week leave
of absence.
SITEXENTER REPORTS:
DEER PARK: A Luau is scheduled for today. Had
problems at the Minnesota State Fair when participants
went. Planning a shopping and leaf trip.
GLENWOOD CITY: The Center had its 2nd Annual
Salad Luncheon. Bingo is going well.
BALDWIN: The Center is planning a trip to the Potato
Chip Factory in Menomonie and Caddie Woodlawn.
The Masquerade Dance will be October 18th at 2:00 p.m.
Martha Mabis will do a presentation called Healthy
Harvest on October 2nd.
HUDSON: The Center enjoys playing Bingo and cards.
The Panhandlers from Somerset performed. The Center
is having a picnic at Willow River State Park on October
14th.
NEW RICHMOND: On September 20th participants
will go on the Andiamo. Martha Mabis did a presentation
on Monday and made squash soup. A baby picture
contest and planning a leaf trip will take place in October.
SOMERSET: The Senior Center had a picnic on
September 6th. The Center was mentioned in the
magazine Midwest Living. The Center is planning a leaf
trip in October.
WOODVILLE: There was a problem with the water in
Woodville and they made the meals in Baldwin.
Participants would like to go on a leaf trip in October.
They had the monthly Birthday Party yesterday. School
Days and Halloween Parties are being planned for
October. Phil Hammer said that many people complained
that SCAN was so late in September. It was late because
the Finance Department did not send the postage check to
the Glenwood City postmaster on time.
A motion was made by Phil Hammer and seconded by
Andy Germain to approve all van trips; motion carried.
A motion was made by Andy Germain and seconded by
Larry Weisenburger to adjourn meeting at 11:05 p.m.;
motion carried.
