COUNCIL ON AGING MEETING
OCTOBER 17, 1996
GOVERNMENT CENTER
CALL TO ORDER: The meeting was called to order at
9:05 a.m. by Chairman, Herb Giese.
ROLL CALL: Members present were Larry
Weisenburger, Herb Giese, Andy Germain, Phil
Hammer, Roberta Moe, Mary Lou Smith, John
Mortensen, and Delores Loock. Lee Kellaher and Ethel
Peterson were excused. Also present were Irene Inlow,
Cindy Icard, Sandy Gehrmann, Jonna Fedie, Barb
Blaisdell, Donna Zacharias, Peggy Patterson, Elma
Liberty, Virginia Peterson, Janice Thompson, and Vivian
Plourde.
ADOPTION OF AGENDA: A motion was made by
Larry Weisenburger and seconded by John Mortensen to
adopt the agenda; motion carried.
DATE OF NEXT MEETING: The next meeting will be
Thursday, November 21, 1996 at 9:00 a.m.
ACTION ON PREVIOUS MINUTES: A motion was
made by Andy Germain and seconded by Delores Loock
to accept September 18th minutes with the correction the
meeting was adjourned at 11:05 a.m. not 11: 05 p.m.;
motion carried.
UNFINISHED BUSINESS:
There was no Unfinished Business.
NEW BUSINESS:
Introductions of Irene Inlow (new Council member) and
Vivian Plourde (new Field Representative).
Alzheimers Overview: Gail Casey, the contact for the
Alzheimers Program, asked Barb Blaisdell to do a
presentation for Alzheimers Month. Barb explained how
important it is for caregivers to ask for help, be it with
Alzheimers Support Groups, neighbors, friends, etc.
Handouts were distributed and discussion followed.
Long Term Care Redesign: Sandy Gehrmann explained
the Long Term Care Redesign. The time line is as
follows: on April 1, 1997, a proposal will be completed;
November 30, 1997, the Legislative and Federal Waiver
will get approval; April 1, 1998, some Counties in the
State will be pilot testing the redesign; 1/l/2000 the Long
Term Care Redesign will be implemented state wide.
The two components will be prevention and managed
care. The Aging Programs should be the single entry
point. Discussion followed.
1997 Extended Plan: We are still hoping that the Older
Americans Act will be reauthorized in 1997. We
received notification that the budget will increase in these
programs: III F ($2,399); Congregate Nutrition Program
($3,400); Home -Delivered Meal Program ($1,500); III B
Programs ($2,000). The increase in the III B Program
will help because the SCAN postage has increased $80.00
a month. A motion was made by Larry Weisenburger
and seconded by Andy Germain to make no changes in
the 3 Year Plan until the Older Americans Act is
reauthorized and just do the budget with the increases;
motion carried.
Staff Reports:
The fundraisers are going well. We will be getting
Cooler and Gym bags soon; each will sell for $25.00.
John Mortensen said the New Richmond Homemakers are
having a sale at the Armory in November and we should
have a table to sell our fundraiser items. Mary Lou
Smith will contact someone to get date for sale.
The DayAway Club in Woodville has now increased two
more hours on Fridays. Sandy and Sue Kramer are
looking for a site for DayAway II in the Somerset or New
Richmond area. The Brookdale Foundation sent Arlene
Wangen, DayAway Coordinator, to Washington D.C. for
the annual training.
Sandy and Barb have been working with the Finance and
Computer Service Departments on a computer program
that will improve the accountability of the bookkeeping
system. The next meeting is scheduled for October 24th.
The October 25th training at W.I.T.C. has been
cancelled.
The Department on Aging is co -sponsoring a Candidate
Forum that will be held at the Baldwin High School on
Saturday, October 26th.
Jonna Fedie conducted a telephone vote for the new
computer needed to process date required by the Federal
NAPIS Program. The vote passed 100 % A motion was
made by Andy Germain and seconded by Larry
Weisenburger to confirm the approval of the purchase of
the computer and printer; motion carried.
The Winter Spelling Bee is being planned by the Center
Boards.
A new Van Driver was hired for the Hudson route for
Thursdays and Fridays.
The Public Hearing for the 85.21 Grant will be held at
the Baldwin Nutrition site on November 7th.
A Volunteer Driver Training is scheduled for November
14th.
SITEXENTER REPORTS:
DEER PARK: Martha Mabis did a presentation called
Healthy Harvest. The cook will be resigning in two
weeks. Participants will go to Stillwater tomorrow.
GLENWOOD CITY: The Center had its Anniversary
Party and also had two Going Away Parties for Sherry.
Had 60 people receive flu shots. Participants went on a
leaf trip.
BALDWIN: The Masquerade Dance will be tomorrow
at 2:00 p.m. In May or June the Center will have a
Veterans Day Program. Next Wednesday the flu shots
will be given. An optometrist is going to come to the site
and do glaucoma tests.
HUDSON: No representative.
NEW RICHMOND: The Council gave permission for
a shopping trip. The flu shots will be given next Tuesday
at 9:00 a. in. Participants enjoyed the leaf trip. A
representative from Turningpoint did a presentation at the
AARP meeting.
SOMERSET: Peggy Patterson taught the participants
how to do the Macarena. The Panhandlers are going to
perform at the Center.
WOODVHILE: Participants went on a leaf trip last
week and celebrated National Grouch Day. Volunteers
from Woodville will now be putting on the SCAN mailing
labels, or alternating with Baldwin.
A motion was made by John Mortensen and seconded by
Mary Lou Smith to adjourn meeting at 11:45 a.m.;
motion carried.
