Staff present included Dave Fodroczi, Ellen Denzer, Tom Nelson, Jim Janke, Chuck Christensen, Jay Tappen, Jerry Chasteen and Rosemary Olson. Guests in attendance were Kris Bellings Sam Huffinan, Scott Counter and County Board Supervisor John Bradley. ABSENT: Bill Peavey, Jack Breault and Kermit Thompson, excused. Chairperson Dorsey called the meeting to order at 9:07 a.m. Motion by King, seconded by Hense to adopt the agenda. Motion carried. Motion by Barrette, seconded by Cernohous to approve the November minutes. Motion carried. UNFINISHED BUSINESS Project Status Report Denzer reported the Zoning Work Group had its first meeting, which went well. They will alternate day & evening meetings. Goals and Objectives Denzer reviewed the goals and objectives previously mailed to the Committee for their review. She then asked if anyone had any suggestions or changes. Discussion on the process concept. Once the goals and objectives are adopted, the next step will be to decide what policies will establish and implement the goals and objectives. All changes as shown in the attached appendix. Discussion on statement made by Frank Ogden at the visioning workshop regarding encouraging development only in the incorporated areas of the County, where services are available. The Committee agreed that this issue is covered in Goals 4-B, 1-E&F and 10-D. Motion by Hense, seconded by Winzer to adopt the goals and objectives as amended at this Committee meeting and to go on to the next step. Motion carried. The Committee set the next meeting for January 16, 1997 at 9:00 a.m. A project presentation and update to the Towns on the goals and objectives will be held February 17, 1997 at 7:30 p.m. at WITC in New Richmond. Policy Analysis Denzer asked for any suggestions or changes/comments. Staff changes made were minor. There were no Committee comments or change Executive Summary Economic Analysis Jim Janke answered questions on the Economic Analysis. Land Use Visual Assessment Photographs Janke explained that UW- Extension specialist Wayne Tlusty will do an analysis of the photos and prepare and present a report for the next meeting. Staff will mail this to the Committee before the next meeting. Environmental Corridors Pilot Project Tappen reviewed the environmental corridors criteria developed to recognize sensitive environmental areas. Tappen referred to the survey results showing that the public is concerned about environmental issues. Tappen referred to a map done for the pilot project in the Town of Warren. Development and land use can seriously affect environmental areas. He noted that he will have a countywide map for the next meeting in January. The Committee will need to evaluate strategies to reduce development impacts in environmental areas.
