Draft Zoning Maps DATE & AGENDA ITEMS FOR NEXT MEETING: ANNOUNCEMENTS & CORRESPONDENCE: ADJOURNMENT: (This agenda not necessarily presented in this order) Submitted by: St. Croix County Planning Department Date: November 12, 1996 cc: County Clerk/News Media/Notice Board/Committee Members a MINUTES COUNTY DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE STEERING COMMITTEE November 20,1996 St, Croix County Government Center, Hudson, WI PRESENT: Chairperson Tom Dorsey; Committee members Dick King, Carolyn Barrette, Cyril Cernohous, Bill Peavey, Kermit Thompson, George Menter, Ron Raymond, Linda Luckey, and Dave Hense. Staff present included Dave Fodroczi, Ellen Denzer, Tom Nelson, Jerry Chasteeen and Jay Tappen from West Central WI Regional Planning Commission and Rosemary Olson. Guests in attendance were Chris Belling, Rita Horne, Scott Counter and Ray Drake. ABSENT: Jan Hinchman and Jack Breault, excused Chairperson Dorsey called the meeting to order at 9:14 a.m. Motion by King, seconded by Hense to adopt the agenda. Motion carried. Motion by Barrette, seconded by King to approve the September 17th minutes. Motion carried. The next meeting date was set for Thursday, December 12th at 9:00 a.m. UNFINISHED BUSINESS Project Status Report Tappen referred to a flow chart of the project progress and noted that the Background data is close to completion and we are well into Plan Development . Tappen also noted that the work group meeting. Denzer reported that the zoning ordinance analysis may be available soon for review. Tappen stated that the Technical Committee will be looking at an agriculture land evaluation program and that will come to this Committee in a few months. Policy Analysis Denzer referred to Chapter 4 previously mailed to the Committee and highlighted a few of the charts. Executive Summary Economic Analysis Denzer referred to report previously mailed to the Committee, this will be carried over to the December meeting when Jim Janke can be present and review. Vision and Mission Statements Denzer referred to the vision and mission statements previously mailed to the Committee and asked for official endorsement of this to be used toward creating goals and objectives for the Plan and Ordinance. Motion by Raymond, seconded by Hense to endorse both statements. Motion carried. NEW BUSINESS Land Use Visual Assessment Photographs Denzer pointed out the pictures around the room from the visioning exercise and explained they were sorted into the different groupings and how this will be narrowed down to illustrate the vision statement. Goals and Objectives After extensive review and discussion of the draft staff and the Committee agreed to discuss this again at the December meeting. Environmental Corridors Pilot Project Denzer asked the Committee to review comment on the previously mailed handout. The environmental corridors project. involve mapping environmentally sensitive areas and then creating policies to protect them. Status Quo an Alternative Development Scenarios Tappen referred to the 1993 land use and Status Quo maps, he noted that the alterative scenario maps will be completed by the next meeting. Draft Zoning Maps Denzer showed the Committee new copies of the current zoning maps completed for all of the Towns. These maps have been mailed to all the Towns for review. Motion by Hense, seconded by Peavy to adjourn at 11:55 a.m. Motion carried. Fodroczi asked that all of the members of the Planning, Zoning & Parks Committee meet to determine the Committee date for December.
