MINUTES
COUNTY DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE
STEERING COMMITTEE
SEPTEMBER 17, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Committee members Dick King, Jack Breault, Carolyn Barrette,
Kermit Thompson, Cyril Cernohaus, George Menter, Dave Hense, Bill Peavey, Ron
Raymond and Linda Luckey. Staff present included Ellen Denzer, Dave Fodroczi, Tom
Nelson, Jay Tappen and Jerry Chasteen. Guests in attendance were Ray Drake and Scott
Counter.
ABSENT: Committee members Jan Hinchman and Jim Winzer, excused.
Chairperson Dorsey called the meeting to order at 9:15 a.m. Motion by Breault, seconded by King to
adopt the agenda without Item 3 under Unfinished Business, Preliminary Policy Analysis. Motion carried.
Motion by King, seconded by Thompson to approve the August 15, 1996 minutes. Motion carried.
UNFINISHED BUSINESS
Project Status Report
Denzer reported on a presentation of project activities to planning committees for the Towns of
Kinnickinnic and Pleasant Valley. She indicated that work was continuing on the Policy Analysis. The
Technical Committee was scheduled to meet October 3rd to finalize recommendations on environmental
corridors.
Tappen reported that RPC staff had completed the "Status Quo" development alternative and had begun
work on the other alternatives. Delivery of the final soils mapping products was to be made by the NRCS
by September 30th.
Zoning Ordinance Review
Staff reviewed the appointments made to the Zoning Work Group by Chairperson Dorsey. Committee
members agreed that the work group should have an additional member from the east side of the County.
The Committee discussed Stan Hensley from Eau Galle or Ray McCarthy from Springfield as possible
appointments.
Visioning Session Results
Denzer reviewed the materials and mailing that were developed as a follow-up to the Visioning Workshop.
The follow-up meeting was scheduled for November 7th, and staff will draft goals and objectives for the
meeting. Staff reminded Committee members to complete their pictures for the visual assessment project.
Discussion of several issues raised during the workshop.
Date & Agenda Items for Next Meeting
The Committee set the dates of the next two meetings for October 17 and November 20, 1996. Breault
requested that the project schedule be reviewed at each meeting.
Motion by Breault, seconded by King to adjourn at 10:00 a.m. Motion carried.
