CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Committee members Ron Raymond, Jan Hinchman, Carolyn Barrette, Bill Peavey, Jim Winzer, Linda Luckey, Dick King, Kermit Thompson, George Menter and Cyril Cernohous. Staff present included Ellen Denzer, Jim Janke, Tom Nelson, Mark Sebesta, Jay Tappen, Dan Fedderly, Dave Fodroczi, Greg Timmerman and Rosemary Olson. Guests in attendance were Brian Ohm, Bob Pierce and Tony Steiner. ABSENT: Committee member Jack Breault, excused. Chairperson Dorsey called the meeting to order at 9:12 a.m. Motion by Barrette, seconded by King to adopt the agenda. Motion carried. Motion by Luckey, seconded by Hinchman to approve the minutes. Motion carried. UNFINISHED BUSINESS Project Status Report Tappen reported that they are still missing five ortho-quads. NRCS has ordered them and will send them to Regional Planning. He has the soil survey for the Town of Warren and has started to put together the physical features pilot project. Tappen noted that the trend analysis should be completed in a month. Denzer distributed an updated library index of all the materials received from the municipalities. She reported that the ordinance analysis should be completed by the next meeting. Denzer noted that a final report of the survey results should also be completed by the next meeting. Community Surveys Denzer referred to the display of the survey results on the wall outside the Planning Department and stated that there is a lot of interest from the public and people want copies of the material. Denzer then discussed the Committees request to divide the County into three quadrants for cross - tabulation of the survey data. She explained that there is more then one way to divide the County and staff came up with three possible options. These three options were previously mailed to the Committee. Denzer asked the Committee for the option they thought fit the County best. With a show of hands, six of the Committee members voted for option 2-2-1, the 1-1-3 option received zero votes, and the 1-2-2 option received four votes. April loth Program on Alternative Development Patterns Denzer reported that the results from the presentation are not ready at this time. Discussion and comments from the Committee members that attended. NEW BUSINESS Bike Plan Denzer reported that she and other staff have been working with the Highway Department on a County Bike Plan. She routed a copy of the proposed plan for the Committee to review. She explained that these improvements are very expensive and will be done when money becomes available. UNFINISHED BUSINESS CONTINUED Zoning Ordinance Review -Brian Ohm, UW-Ext. Madison Denzer introduced Brian Ohm and explained that he will be giving a presentation on updating a Zoning Ordinance. Ohm stated he is with the Department of Urban & Regional Planning at UW-Madison. He distributed an outline of Options for Revising St. Croix County's Zoning Ordinance. His presentation included a brief summary of the historical context of zoning, the desired physical form of the County, zoning tools, and zoning enforcement issues. Ohm pointed out that the most important element is a connection between what is ultimately developed in the plan and what is implemented in the zoning ordinance. The date for the May meeting was set for May 30th.
