CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Vice Chairperson Dick King; Committee Members Linda Luckey, Cycril Cernohous, Jim Winzer, Bill Peavey, Jan Hinchman, Carolyn Barrette, Ron Raymond, Jack Breault and Kermit Thompson. Staff present included Ellen Denzer, Dave Fodroczi, Tom Nelson, Jim Janke, Jay Tappen, Mark Sebesta and Rosemary Olson. Guests in attendance were John Peterson and Scott Counter. ABSENT: Chairperson Tom Dorsey, excused. Vice Chairperson King called the meeting to order at 9:14 a.m. Motion by Breault, seconded by Cernohous to adopt the agenda. Motion carried. Motion by Breault, seconded by Cernohous to approve the previous month's minutes. Motion carried. The meeting date for March was confirmed for the 21 st. Community Surveys Denzer reported that there are approximately 70% of the surveys in. Staff would like a 90% return and had to do some telephone calling to remind people to return their surveys as soon as possible. She further noted that 60% of the data from the surveys is in the computer. Project Status Report Denzer then distributed a copy of an overall list of what plans, ordinances, facility plans and other miscellaneous plans the municipalities have in effect at this time. She noted that what they have is fairly old and probably will not be used as a reference to build from, but will be kept in the Planning Department library for reference material. Tappen reported that Regional Planning is still waiting for the 5 digital ortho-photos that are outstanding, but are currently using the hard copy for mapping. He is anticipating getting the soil surveys for the Town of Warren so the physical feature model can be put together for the technical committee to look at. He also is hopeful that the entire land use map for the un-incorporated area will be done by next week and ready for a presentation for the open houses. Fodroczi reported that a consultant has been hired to work on a system design and implementation plan for the land records and land information systems in the County. This will be helpful in administering plans and ordinances that come out of this project. Denzer reported that the trends analysis should be done by the end of this week, but the report portion will not be completed for some time. Consultant Attorney RFP Fodroczi reported that staff has reviewed the scope of work for the RFP. He noted that after lengthy discussion of ordinance options, an upgraded conventional ordinance which would take less time to do, could be designed and drafted by County and Regional Planning staff. A consultant could help with designing a less conventional ordinance. It was determined at that time to review the current ordinance from top to bottom to see what is missing and what is wrong with it. Staff has had one, all day session and will hopefully complete the process later today. Fodroczi noted that before sending out the RFP, staff will finish the diagnosis of the ordinance and come back to the Committee with the results and a summary. He further noted that staff feels a more extensive and updated conventional ordinance would be better with the timeframe they have to work with. Nelson noted that the Land Use Attorney from UW- Extension is looking for a model ordinance for other counties to work from as a result of our activities. NEW BUSINESS Open House Denzer reported that the results from the surveys will help with what approach to take on re -writing the ordinance. Denzer then reviewed the presentation for the February 29th meeting with the Towns and that the elected official category survey results will be available at that time. The notice was sent to every elected official in the County and the Town Planning Commissions. At the open house on March 19th there will be a presentation to the County Board before 2:00 p.m. and then the remainder of the day will be open to the public.
