STEERING COMMITTEE
JANUARY 29, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON,WI
PRESENT: Chairperson Tom Dorsey; Committee members Dick King, Jan Hinchman, Carolyn
Barrette, Jack Breault, Cyril Cernohous, Linda Luckey and Ron Raymond. Staff present
included Dave Fodroczi, Ellen Denzer, Jim Janke, Jay Tappen, Mark Sabesta and
Rosemary Olson. Guests in attendance were Chris Belling, Tony Steiner and Sam
Huffrnan.
ABSENT: Kermit Thompson, Jim Winzer and Bill Peavey, excused.
Chairperson Dorsey called the meeting to order at 9:16 a.m. Motion by Breault, seconded by King to
adopt the amended agenda. Motion carried. Motion by Barrette, seconded by Breault to approve the
October, 1995 minutes. Motion carried.
UNFINISHED BUSINESS
Project Status Report
Tappen reported that there are still 5 quarter quads outstanding of the digital ortho photography.
However, they have obtained mylar negatives of those quads and have been reproduced so they are able
to do mapping from the reproductions. The problem appears to be with the federal government.
Tappen reported they have all of the digital elevation model which is the sampling of the terrain in the
County. They are reviewing a watershed modeling programs to evaluate its appropriateness flood plain
analysis which would be better than the FEMA maps.
Tappen went on to report that a few more people were put on to do the soil survey. They should have
the soil survey for the Town of Warren sometime this week to develop the model for the environmental
corridors. Then they will be able to move forward with the technical committee evaluating the parameters
for the environmental corridors and draft a model to bring to the Committee.
Community Surveys
Denzer reported that the response from the surveys has been very good, with a 70% overall return at this
time. She noted that a second mailing was sent out to 500 addresses asking people who had not returned
them before, to please return them, in case they had lost them in the previously mailing. Denzer said the
students doing the tabulating mentioned that there are a lot of comments and interest in the project.
Approximately 35 surveys came back blank. They are looking for a 90% return, or better.
Ordinance Trends Analysis
Denzer reported that two staff people were hired to do data entry to summarize all rezonements that have
taken place since the Zoning Ordinance was adopted and 50% of all of the Board of Adjustments
decisions on variances and special exceptions. The only problem is they will have to wait for 2 months
for the computer program to be able to compile the data and do the reports.
Development Moratorium
Fodroczi distributed a copy of the 2 moratorium ordinances and the map adopted by the County Board
along the 35/64 corridor. This will effect the Towns of St. Joseph, Somerset and Star Prairie and remain
in affect until June of 1997.
Ordinance Amendments
Fodroczi distributed a copy of the language adopted by the County Board to amend the ordinance in the
commercial and industrial districts. There was a public hearing in early January. Fodroczi noted there
was good representation from the Towns, who largely were very positive towards this concept.
NEW BUSINESS
Consultant Attorney RFP
Fodroczi reported that the RFP has been drafted and staff will be meeting this afternoon with Regional
Planning staff to finalize the scope of tasks. They should be mailed out the first week in February and
due back to the County by March 1 st, at which time the selection process would begin. A notice will be
sent to all Committee members regarding a meeting date to review the RFP's. Luckey, Barrette, Raymond
and Breault expressed interest in being a part of the review process.
Supervisor Breault informed the Committee that he will remain on the Committee, representing the City
of Hudson, even though he is not seeking re-election to the County Board.
Socio Economic Data -Remaining Sections
Tappen addressed the Economy Trends Analysis previously mailed to the Committee for their review.
He referred to the Public Facilities and Services section explaining that this is an inventory of areas that
may experience growth pressures in the next few years. The water and air quality are still being discussed
with the DNR regarding making certain decisions with the lack of information on these two topics.
Tappen noted that they should have all of the trends analysis in final draft form by March. The Technical
Advisory Committee will also comment on the Trends Analysis items.
Any Other Business
The Committee discussed Raymond's comments on having a vision of what the County should look like
in 20 years and the vision being a part of the process in writing the plan and ordinance.
Denzer noted that she has the Rural by Design video and will have it set up for the Committee to view
before, at 8:00 a.m. and after, at 11:00 a.m., the February 15th meeting. Staff also has the book available
for the Committee to read for further information.
The date of the February meeting was set for the 15th at 9:00 a.m.
The Committee scheduled a date to meet with the Towns to review the preliminary survey results in
Baldwin on February 29th, at 7:30 p.m. Two open houses for the general public will be held on March
12th, 4:00 p.m. - 8:00 p.m., at WITC in New Richmond, and March 19th, at the St. Croix County
Government Center, with the County Board in the morning and the general public in the afternoon and
evening.
Motion by Breault, seconded by Cernohous to adjourn the meeting at 10:48 a.m. Motion carried.
