Emergency Communications Committee
May 20, 1996
Present: Linda Luckey, LuVerne Burke, Charles Mehls - County
Board; Rick Pfaff - Somerset Police Department; Max
Ihrke - Sheriff's Department; Bruce Brantner -
Communications; Jack Colvard - Emergency Government;
Debra Kathan - Personnel.
Absent: Francis Otto - New Richmond Fire Department
The meeting was called to order at 3:08 p.m. by Chairperson Linda
Luckey. The agenda was adopted on a Burke/Pfaff MOTION. Minutes
from the April 4, 1996 meeting were approved as corrected on a
Pfaff/Burke MOTION.

New Business:
1. Personnel Request for Long Term Leave of Absence
Brantner presented the Committee with a staff member's
written request for a long-term leave of absence. After
discussion, a Burke/Pfaff MOTION was approved that the
Personnel Committee be made aware of this request with
the condition that this would not be precedent.
2. New Richmond Tower Site
Human Services is in the process of determining the
viability of the laundry building. Radio equipment needs
to stay close to the tower, but can be moved, per
Brantner, if a new structure is erected.
3. Radio Interference Correction
Brantner informed the Committee that strobe lights on the
Hammond tower have caused some electrical static
interference with hand-held radios, especially at night.
The company we purchased the tower marker lights from two
years ago has supplied kits to repair both the Hammond
and Glenwood City towers at no cost. However, this
requires hiring a tower crew to install the kits on the
towers. This would be a 1 1/2 day project for both
sites. A Pfaff/Burke MOTION was approved that a
contractor be hired to install the repair kits on both
towers to correct the interference problem.
4. Director's Report
Brantner stated that there has been some severe weather.
Apparently all sirens worked. On the new system, a group
broadcast is available to EMS and Fire on the paging
system. This is especially useful during storm watches.
Brantner described the Early Alerting System (EAS)
presentation he attended at the Wisconsin Emergency
Management Association (WEMA) Conference last week.
Commercial broadcasters are required to have this EAS
warning equipment by January 1, 1997. The county's cost
to have this equipment would be approximately $2000.
Brantner reported that he rode with a Washington County
Sheriff's Deputy to see firsthand how their mobile data
terminals would work in St. Croix County. Three-quarters
of St. Croix County is covered by Washington County's
system. Two ports would be needed to join in with
Washington County's system. Also, the laptop computers
would need radio modems and software, for a start-up cost
of $3000 per car. Discussion then followed concerning
other possible systems and options.
