Emergency Communications Committee
April 4, 1996
Present: Linda Luckey, LuVerne Burke, Charles Mehls - County
Board; Rick Pfaff - Somerset Police Department; Max
Ihrke - Sheriff's Department; Bruce Brantner -
Communications; Jack Colvard - Emergency Government.
Absent: Francis Otto - New Richmond Fire Department
The meeting was called to order at 3:00 p.m. by Chairperson Linda
Luckey. The agenda was adopted on a Mehls/Burke MOTION with the
following amendment to include information on the development of
Mutual Assistance Response Teams (MART) as an informational agenda
item. Minutes of the August 21, 1995 meeting were approved on a
Burke/Mehls MOTION.

New Business:
1. Glenwood City tower site radio interference.
Brantner advised the committee that he supplied
information to the landowner receiving interference on
his television set. Also, several problems were
identified by Brantner; the landowner's antenna is old,
aimed in the wrong direction, rotor is rusted so antenna
can not be moved. The only way to successfully correct
the problem is to upgrade to a new antenna and rotor with
new antenna wire. Pfaff/Mehls MOTION to authorize
Brantner to spend up to $200 to correct the landowner's
problem. Carried.
2. Washington Co. MN request for PSAP backup.
Washington Co. informally asked St. Croix County to be an
alternate PSAP for them. There would be no costs to St.
Croix County. However, this would require additional
equipment which Washington Co. would pay for.
3. Committee Vacancy.
Brantner informed the committee that he has received a
letter from Leon Pettee resigning from the committee.
After discussion of this issue and suggestions for
filling the vacancy, Sandy Reed of the Woodville
Ambulance service was identified as a potential candidate
to replace Pettee. The committee requested Brantner to
contact her about participation on the committee.

Disposition of retired equipment.
Brantner identified various communications equipment
in storage, that is no longer being used and is
considered obsolete. Washington County MN has requested
some of the equipment if St. Croix County disposes of it.
Brantner estimates that the salvage value is
approximately $2,200. Burke/Mehls MOTION that Brantner
negotiate with Washington County, for a reasonable price
for the equipment that they wish to purchase. Carried.
Director's report.
Brantner reported to the committee on the following
items:
a. The Clues time interface has been connected
with the Sheriff and DA's offices. Hudson and
North Hudson have joined Clues, and Branter
assisted in the training of the two agencies.
However, at this time they do not have CAD.
b. Brantner has hired a new part-time dispatcher,
Joe Elkin. This brings the part-time pool to
3, which he considers a good number for the
pool.
c. Brantner informed the committee of a letter
that he has written to the service center
concerning problems with the communications
equipment. The letter addresses his concern in
repairing this equipment to the specifications
that it is supposed to have.
d. Brantner requested permission to attend the
Wisconsin Emergency Management Conference
(WEMA). The conference is being held in Hudson
at the Hudson House May 16 & 17 and is being
hosted by Emergency Government. Mehls/Burke
MOTION to allow Brantner to attend the WEMA
Conference. Carried.
e. Dispatch has been receiving an increased
number of carbon monoxide detector alarms.
Brantner passed out a standard operating
guideline (sog) that the dispatch center is
using as a guide for these alarms.
f. Brantner requested Colvard to inform the
committee about the emergency government grant
that the communications center can participate
in next year. Colvard explained that the grant
is an 80-20 reimbursable grant for computer
equipment, up to a maximum of $6,000
reimbursement. The only participants eligible
for the grant are the Emergency Government
Office, Emergency Communications Center and
full-time fire departments, of which there are
none in St. Croix County at this time.
g. The dictaphone voice logger, in the dispatch
center, needs replacing. Brantner addressed
the cost of repairs and the difficulty in
finding parts for the aging equipment. He is
going to have to look at buying or leasing a
new one in 1997.
h. The jail did receive a bomb threat in March.
Brantner explained the concern of the
dispatchers and the backup for 911. The Hudson
Police Department is the alternate PSAP for St.
Croix County.
i. Brantner passed out information concerning
potential new legislation that may allow for
assistance in funding the 911 communications
through the 911 user fee charged to each
telephone bill.
j. A list of all bills paid for the months of
January, February and March was passed out to
committee members. Burke/Mehls MOTION to
approve the bills for January, February, and
March. Carried.
6. Informational Items.
Mehls informed the committee about trying to develop
Mutual Assistance Response Teams (MART) through
municipalities. These would be 4 member emergency
medical teams dispatched from municipalities to
assist other municipalities in the event of a major
incident.
Pfaff informed the committee that May 25th is the
first concert of the year at Somerset. Attendence
is estimated at up to 32,000 people. There will be
14 bands.
7. Adjournment.
Pfaff/Burke MOTION to adjourn at 4:10 p.m.. Carried.
