MINUTES
Emergency Government Committee
December 18, 1996
PRESENT: Art Jacobson, John Mortensen, Chuck Mehls, Bob Boche - County
Board; Jack Colvard, Pam Benson - Emergency Government; Bruce
Brantner - Emergency Communications; Ralph Robole -
Maintenance; Dave Fodroczi - Planning.
Chairman Jacobson called the meeting to order at 9:00 a.m. The meeting
agenda was adopted on a Mortensen/Boche MOTION. The minutes of the
November 20, 1996 meeting were approved on a Boche/Mortensen MOTION.
NEW BUSINESS (3rd item only)
#3. Flood Hazard Mitigation Planning
Colvard invited Fodroczi to inform the Committee about a draft copy
of a flood mitigation plan for Bass Lake which was received by the
St. Croix County Planning Department. This draft copy was prepared
by Cedar Corporation for the BLRD (Bass Lake Rehabilitation
District). Both Planning and Emergency Government departments as
well as St. Croix County are identified in the draft plan as
playing major roles in possible flood mitigation solutions which
include relocation, acquisition, buy-out, flood -proofing, filling,
and water drawdown options. Per Fodroczi, no federal guidelines
have been issued for federal flood mitigation funding, although
these are due out early in 1997. In order for the BLRD plan to be
federally funded, a County -wide flood mitigation plan may need to
be written.
Discussion followed on existing County flood emergency action plans
for dams and the emergency notification process followed by the
Emergency Communications Dispatch Center in the event of a dam
failure.
Fodroczi left the meeting after the above topic was discussed...
OLD BUSINESS
#3. Emergency Government Training
John Krizek was invited to speak with the Committee on this topic.
Under discussion was the motion made at the Emergency Government
Committee's last meeting concerning this committee and department's
role in assisting other county departments in planning and
training. Per Krizek, the Emergency Government Director's position
description should be changed to incorporate the additional roles.
Colvard next spoke regarding training that this office has
available to County and other public employees dealing with
hazardous materials. Krizek suggested that the Committee make up
a list of functions that Emergency Government could provide for
other departments and that this list could be presented Friday at
the Department Head meeting.

Colvard showed the Committee courses that will be funded in FFY
(Federal Fiscal Year) 1997 through the State and other funding
grants. Per Colvard, this county presented more training classes
in 1996 than most other counties in the State. Glenwood City Fire,
United Fire -Baldwin, Hudson Fire, New Richmond EMS, Holy Family
Hospital and WITC have requested classes from this department so
far for the upcoming year.
1997 State -presented courses that are available to Emergency
Government, public sector, or American Red Cross personnel were
presented. Discussion followed as to the classes that staff and
committee members would like to attend. A Mehls/Mortensen MOTION
was approved that the State training classes requested by staff and
board members through May be approved.
#1. Review First Aid Room Supply Needs
After discussion, a Boche/Mortensen MOTION was approved that
Occupational First Aid and its yearly refresher is the course that
Emergency Government will coordinate and fund for all County
departments on request. Records of those taking first aid will be
kept in this office and copied for the Personnel Department.
#2. Report on Mutual Aid Teams
Per Mehls, a follow-up meeting to last Junes meeting is needed.
This meeting would be for all County EMS or First Responder
organizations. Mehls would like this meeting to be held in
February, 1997. Its purpose would be to come up with a list of
equipment each community would need to have on hand. Mehls will
set a meeting date and this office will send out notices for the
meeting.

#4. Update on EOC (Emergency Operations Center) Development
A television has been installed in the EOC, telephones have been
purchased, phone lines marked, and telephone books have been
received. Mehls showed the Committee the name plates that he had
made for the EOC. Other supplies will be purchased in. 1997.
Colvard stated that almost all of the supplies that would be used
in the EOC would be available to other county departments that need
temporary additional materials for presentations, training or
programs, thus these materials would serve a dual usage.
#5. American Red Cross Shelter Equipment
Mortensen showed the Committee the shelter cot that he ordered.
After discussion,no action was taken on purchasing lightweight
cots for, now.
Mortensen next handed out a sheet showing what the American Red
Cross will need by December, 1997. These needs include permanent
office space, a computer and a fax machine. Since Emergency
Government and the American Red Cross already work together, the

St. Croix County American Red Cross is proposing that the two share
office space, since the Emergency Government secretary works part-
time, five hours a day. After financial considerations (rent,
phone) were discussed, a Mehls/Boche MOTION was approved that the
American Red Cross and Emergency Government share office space
during afternoon hours when the Emergency Government secretary is
not in the officer This will foster better coordination between
the two organizations, as well as meet State and federal American
Red Cross requirements. This motion will be sent to the Finance
Committee for consideration.

#1. Update on New Richmond Airport Expansion
Tabled for now.
#2. Approve November Bills
The November bills were approved on a Mortensen/Boche MOTION.

#4. Public Comments
Colvard stated that he and St. Croix County were mentioned in a
State DNR publication, Wisconsin Environmental Law and Regulation
Report, as he submitted a request to the SERB (State Emergency
Response Board) for including EAS (Emergency Alert System) funding
under the SARA Computer Grant, which was approved.
