MINUTES
Emergency Government Committee
November 20, 1996
PRESENT: Art Jacobson, John Mortensen, Chuck Mehls - County Board;
Jack Colvard, Pam Benson - Emergency Government; Bruce
Brantner - Emergency Communications; Ralph Robole -
Maintenance.
Chairman Jacobson called the meeting to order at 9:10 a.m. The meeting
agenda was adopted on a Mortensen/Mehls MOTION. The minutes of the
November 12, 1996 meeting were approved on a Mehls/Mortensen MOTION.
OLD BUSINESS:
#1. Report on Government Center building chemicals
Colvard stated that the Register of Deeds office uses a cylinder of
99% pure anhydrous ammonia for a duplicating machine. A chemical
release of this product would necessitate evacuation of the office,
possibly the entire building. The Sheriff's Department uses
fingerprinting dust, which could be a respiratory hazard, due to
the fine powder. The jail is self -enclosed, so it was not included
in the building chemical inventory. The jail staff has MSDS
(Material Safety Data Sheets) on all chemicals used in their
facility. Also, Best, Inc. has MSDS sheets in the jail kitchen
area.
Next discussed was safety training/education needed by employees
which may or may not be done at present. Per Jacobson, an overall
plan may be needed to eliminate redundancy and to save time and
money. Mehls next said, "we don't plan to fail, we fail to plan."
Also, Mehls stated the County could be liable if nothing is done.
It's better to prevent an accident than to act after one occurs.
Colvard told the Committee that Emergency Government does receive
grants to pay for public sector training regarding hazardous
materials. The Highway, Maintenance, and Parks Departments have
had training through an Emergency Government grant.
Robole left at 9:35 a.m. to attend another meeting...
Based upon the completed chemical survey of the Government Center
and safety concerns addressed by other departments, a
Jacobson/Mehls MOTION was approved that Emergency Government be
designated the coordinating department and committee to deal with
employee safety, training and planning requirements identified by
DILHR (Department of Industry, Labor, and Human Relations).
Short Break........
A Mehls/Mortensen MOTION was approved to send the previous motion
to the Administration Committee for inclusion in committee and
department responsibilities.

#2. EOC (Emergency Operations Center) Report
Colvard showed the Committee the equipment that has been installed
by Maintenance in the Community Room for the County EOC. There are
hangers for four map/bulletin boards as well as three magnetic
marker boards. The retracting screen from the old County Board
Room has been installed and parts ordered for its repair. Twelve
phones were ordered and five came in. These were shown to the
Committee. Per Mehls, each EOC participant's supply-" basket" should
be weatherproof and contain the following supplies: a telephone,
an 8 1/2 by 11 inch writing pad, two pens, a telephone book and a
message pad with SOPs (Standard Operating Procedures) placed in a
3-ring notebook. Jacobson offered to donate pens, and Mehls is
getting nameplates and more magnets for the magnetic marker boards.
As cable becomes available to this area, it also should be
accessible for a television in the EOC. Plywood to secure/cover
the Community Room windows was also deemed necessary. Per Colvard,
the total cost of equipping the EOC should be less than $500.
NEW BUSINESS:
#1. Bills for October, 1996
The October bills were approved on a Mortensen/Jacobson MOTION.
#2. Review New Municipal and Facility Disaster Plans
Completed plans for the Hudson Medical Center, New Richmond Health
Center, and the Village of Woodville were shown to Committee
members. Discussion followed on testing one of those plans at a
mock disaster exercise in the future.
#3. Update on Training and Grants
Colvard stated that Emergency Government has received two grants to
fund training for public sector and response personnel totalling
$11,893 for FFY (Federal Fiscal Year) 1997. All classes for which
funding was sought were approved, except for one course which was
not a State -certified class. Colvard stated that St. Croix County
came in eighth in the State in the amount of funding approved for
training. Mehls asked whether more funding could be requested for
an EMS/Fire class dealing with a railroad tank car incident.
Colvard will check into this.
#4. Public Comments
Colvard read letters received regarding an incident on Monday when
a man collapsed while at the County Clerk's counter. Discussion
followed on equipment needs for the First Aid room. For now it was
decided that we don't want equipment which would exceed the
abilities of employees trained in first aid. Mehls will check on

liability issues raised and training needed if an oxygen tank were
placed in the First Aid Room. Mehls stated that there is oxygen in
the jail now, but that needs to remain there and cannot be used in
other areas of the Government Center.
Mortensen showed the Committee a picture and information on a 26 by
76 inch aluminum shelter cot. The Committee decided that one cot
should be obtained and shown at the next meeting before deciding to
acquire additional cots for the Baldwin and Hudson shelters.
