The meeting was called to order at 9:04 a.m. by Chairman Jacobson. Meeting agenda was adopted on a Mortensen/Mehls MOTION. The minutes of the June 14, 1996 meeting were approved on a Boche/Mortensen MOTION. DATE OF NEXT MEETING: OPEN OLD BUSINESS: #1. Mutual Aid Team Information Mehls updated the Committee on the development of the team. He reemphasized that the team would be composed and funded from the municipal agencies and would be acting in a volunteer capacity. County participation would involve the dispatching of the team if requested by an emergency services agency. With the discontinuation of the Mobile Emergency Response Teams '(MERT), that the County used to fund, a Boche/Mortensen MOTION was made to inform Bruce Brantner, Emergency Communications Director, that MERT Teams are discontinued for paging and that he may update his policies to reflect this action. Motion Carried. NEW BUSINESS: #1. 1997 Budget Colvard presented both the Emergency Government and SARA budgets to the Committee. The budgets, as presented, did not reflect expense items funded by special grants for training. Rich Loney, who was invited by Colvard, addressed the Committee on how the grant training could be handled. He identified setting up this type of funding and expenditures as separate projects. This would provide an audit trail to identify both expenditures and revenue. Mehls/Boche MOTION that the Emergency Government and SARA budgets, as presented, be approved and that Colvard work with Loney to set up individual project budgets for State and grant funding for training revenues and expenditures. #2. First Aid Training and Equipment Colvard presented the Committee with a review of the first aid training and equipment costs for 1996; 53 county employees have attended the basic first aid classes coordinated through Emergency Government and $145.35 in First Aid Room supplies have been purchased. After discussion, the Committee unanimously supports the continuation of first aid training for all employees who wish to participate. #3. Update on State Funding and Grant Funded Traininq Colvard informed the Committee of the status of courses presented to county employees and emergency service agencies. The County was allocated $8,164 in funding for courses that would be billed directly to the State. To date, 126 emergency services personnel have received training in six different classes billed at $3,845. There are still two classes scheduled for presentation. The County also received an award of $2,389 in reimbursable grant funds for classes to be presented under the Hazardous Material Emergency Planning Grant. Courses presented under this grant have helped to train 321 county and emergency services personnel, in various levels of response to hazardous material incidents, at a cost of $2,073 in reimbursable funding. There are also two more classes scheduled for presentation under this grant. Colvard has already submitted a grant application for training, starting with the new federal fiscal year (October 1, 1996). The funding requested is $4,451. He will also be submitting a request for allocation of state funding for training monies of approximately $8,000 as recommended by the Committee. #4. Bills for June and July The bills for June and July were approved on a Boche/Mortensen MOTION. #5. Governor's Conference on Emergency Management Colvard informed the Committee of the conference to be held in Milwaukee on September 10 & 11. #6. Emergency Government Volunteers Colvard informed the Committee of a law enforcement officer who has volunteered his services as a diver if the need should arise. #7 Public Comments None ANNOUNCEMENTS AND CORRESPONDENCE Colvard distributed a copy of a letter identifying the items completed this quarter under the Plan -of -Work requirements of the Emergency Management Assistance Grant.
