MINUTES
Emergency Government Committee
June 14, 1996
PRESENT: Art Jacobson, John Mortensen, County Board; Jack Colvard,
Pam Benson, Emergency Government; Cathy Morris, Public
Safety Chairperson - City of Hudson, Marty Jensen, Hudson
Police Department; Dean Rossing, Hudson Fire Department.
The meeting was called to order at 9:15 a.m. by Chairman Jacobson.
Today's agenda was adopted on a Mortensen/Jacobson MOTION. The
March 27, 1996 minutes were approved on a Mortensen/Jacobson
MOTION.

Nomination and Election of Committee Officers
Jacobson opened nominations for Committee Chairman. A
Mortensen/Jacobson MOTION was then approved, electing Jacobson
Chairman on a unanimous vote.
Jacobson next opened nominations for Committee Vice -Chair. A
Jacobson/Mortensen MOTION was approved, electing Mortensen
Vice Chairman on a unanimous vote.
Jacobson opened nominations for Committee Secretary. A
Mortensen/Jacobson MOTION was approved, electing Mehls
Secretary by unanimous vote.
City of Hudson Public Safety/E.G. Committee Joint Meeting
Morris spoke regarding her concerns about municipal planning
and public safety for the City of Hudson. Colvard showed
Morris the City of River Falls Emergency Plan, as an example.
Next, Colvard addressed the group on the role of Emergency
Government in the event of an emergency, stating that
Emergency Government is a resource for municipalities to use
in doing City/Village planning. Also, Emergency Government
has received State grants to fund training for local police,
fire, EMS and municipal officials.
In the event of an emergency, Emergency Government needs to be
contacted prior to the American Red Cross opening a shelter.
This initiates State liability protection for the responders
and the shelter facility. American Red Cross liability would
then cover a shelter that was opened. This office also
assists in filling out Federal paperwork to recover damages

after a disaster has been declared by the Governor or the
President.
Jacobson spoke regarding the purpose of having a plan is to
show each department or organization in a municipality what
its responsibilities are in the event of an emergency. Once
a plan is drawn up, Jacobson stated that it should be tested
or exercised so that it could be modified or improved upon.
Funding for holding an exercise is available to municipalities
through the Emergency Government Office.
Colvard showed Morris the City of Hudson Ordinance 6.01, which
deals with emergency response.
Jacobson recapped that the County is here to assist Hudson's
Public Safety Committee in their emergency planning.
#3. Computer Grant Funding
Colvard stated that we applied for this 4-year State grant and
were approved to receive it. Information about this grant was
received in December, 1995. Per the State's March 15, 1996
letter to Emergency Government, the State will reimburse this
office up to $2000 spent for a new computer and printer after
the grant close-out, which will include copies of all bills
paid for computer equipment. A new printer and computer have
been purchased but only a bill for the printer has been
received and paid. The grant provides 80/20 funding up to
$2000 in 1996. In other words, this department was able to
purchase up to $2500 in computer equipment for $500 in 1996.

apply, for the 1996 Equipment (Computer) Grant at the
January 10, 1996 Emergency Government Committee meeting.)
#4. Training Grant Funding
Colvard reviewed the two State training grants approved for by
the State for St. Croix County. Training courses that have
been held during the FFY's (Federal Fiscal Year's) 3nd quarter
(April through June) were held for St. Croix County's Highway,
Land Conservation, Parks and Maintenance Departments; City of
New Richmond employees, Police Department, and Ambulance; City
of River Falls Police and Fire Departments; and St. Joseph
Township Fire and First Responders. These classes were set up
through WITC. Approximately half of the State training grant
monies have been spent, to date. Colvard explained to the
Committee that training for public as well as private sector
employees is required under DILHR.
#5. Director's Report
Colvard talked about the Wisconsin Emergency Management
Association (WEMA) Conference held in Hudson on May 16th and
17th. Cathy Morris (Hudson City Council) spoke at the
Conference as did Robert Boche and Sheila Harsdorf . Colvard is
the newly elected President of WEMA. Mortensen mentioned the
videos shown at the Conference on the Stella Cheese Plant fire
and Weyauwega incidents. Next year's WEMA Conference will be
held in Hurley, Wisconsin.
Colvard showed the Committee the St. Croix Health Center's
Emergency plan. Jacobson suggested that Colvard review the
plan with Joyce Jurisch, Nursing Home Inservice Director.
Other discussion was held on local municipalities interested
in siren purchases.
#6. Bills for April and May
Bills for April and May were reviewed and then approved on a
Mortensen/Jacobson MOTION.
ANNOUNCEMENTS AND CORRESPONDENCE:
A thank you note was received from The Lutheran Home, River
Falls, for the Tornado Awareness presentation Colvard put on
there.
ADJOURNMENT:
The meeting adjourned at 11:17 a.m. on a Jacobson/Mortensen MOTION.
