MINUTES
Emergency Government Committee
March 27, 1996
PRESENT: Art Jacobson, John Mortensen, Charles Mehls, Robert
Boche, County Board; Jack Colvard, Pam Benson, Emergency
Government; Frank Ivy, LEPC Chair; Paul Helgeson,
Woodville Fire Chief; Lois Ristow, Wisconsin DEG; Larry
Knegendorf, Woodville Village President; Glen Hudson,
Woodville Village Trustee; Ron Malmgren, Woodville Safety
Committee; Sandy Reed, Woodville Ambulance; David
Russett, Woodville Fire; and Dennis Hillstead, Woodville
Police Chief.
The meeting was called to order at 7:03 p.m. by Chairman Jacobson.
All introduced themselves to the group. Today's agenda was adopted
on a Boche/Mortensen MOTION. The January 10, 1996 minutes were
approved on a Mortensen/Mehls MOTION.

NEW BUSINESS:
#1. Village of Woodville Disaster Planning
Colvard spoke about municipality planning for disasters and
the type of support needed by local community personnel. The
Emergency Government Committee has already met with most St.
Croix County nursing homes, including the ParkView Nursing
Home in Woodville. Colvard stated that the County is
concerned about the municipalities and wants to assist any
municipality that doesn't have a plan, to develop one. The
Emergency Government Department does not have a copy of any
disaster plan for the Village of Woodville on file.
Knegendorf stated that Woodville does have a disaster plan.
However, several village personnel stated they were new to
Woodville and would appreciate any guidance that the County
could provide in disaster planning. Also, Knegendorf wanted
Emergency Government to look over the Village plan and see
where it might need to be improved.
Mehls showed the group a copy of the New Richmond Disaster
Plan "flip chart", which makes it easy for different
departments to see what their responsibilities are in a
disaster.
Lois Ristow addressed the group on municipal laws in
Wisconsin. Also, a line of succession should be established,
in case the Village President is not available during a time
of crisis. Ristow then handed out copies of the State Statute
166 applying to disaster situations. She also encouraged

Village officials to look at the State Training Calendar and
sign up for courses that would be of interest to them.
Ristow then spoke regarding the evacuation at Weyauwega.
After a question by Helgeson, Ristow stated that when an
evacuation is ordered, persons must be given three warnings to
evacuate. They can't be forced to evacuate. An important
lesson to learn from Weyauwega would be that planning for
emergencies is necessary and documenting all emergency -related
expenses is required for reimbursement.
Mortensen spoke, regarding how American Red Cross shelters are
set up throughout the County, as interest was expressed in
possibly adding one or two additional designated shelters to
the two existing ones in Woodville.
Colvard again stated his willingness to assist the Village of
Woodville in its disaster planning. Once a disaster plan is
formulated, copies should be made available to the local
school and nursing home. Also, plans should be made to
eventually exercise the plan to see if it covers the needs of
the community.
Colvard informed the village members about funding that is
available through State grants for training to be offered to
local governments, police, EMS, and fire personnel. Classes
are set up by Colvard in cooperation with WITC and other
organizations and are scheduled as requested by departments or
communities.
Colvard also stated that he will work with local communities
when there are damages caused by any kind of disaster. In
1993, communities in St. Croix County received $82,000 in
funding from FEMA due to damages caused by flooding.

OTHER BUSINESS
Ivy talked about last Sunday night's snowstorm, when he and his
wife got a call from Colvard to open up the American Red Cross
Shelter at the Baldwin Community Center. All available cots and
blankets were used and the Baldwin ambulance also brought over cots
and blankets. Kwik Trip opened up for getting food to the Center,
and bakery goods from the local bakery were obtained. 37 people
spent the night at the shelter, the last leaving around 11:00 a.m.
Ivy, his wife and two other volunteers stayed the entire 12 hours.
No other American Red Cross volunteers were able to get to the
shelter and relieve them.
Colvard stated that the Community Room at the Government Center in
Hudson was also opened up as an American Red Cross shelter for 3
persons needing a place to stay Sunday night.
UNFINISHED BUSINESS:
#1. Report on First Aid Training and Equipment
Mehls met with the Finance Committee on March 8, 1996 and
obtained financing for 2 first aid classes and equipment for
the first aid room. He will need to meet with them in the
fall for first aid refresher class funding. An advanced CPR
class may be offered in June, if there is enough interest from
employees.
#2. Mutual Assistance Response Team (M.A.R.T.) Update
Mehls spoke regarding the 3-county meeting held January 23,
1996 in Baldwin. Mehls felt that there was not enough support
for a 3-county M.A.R.T. team at this time. He suggested
starting here in St. Croix County and putting together a
mutual aid team comprised of the 11 local ambulance services
and first responder groups. Mehls then passed out information
sheets on a M.A.R.T. and went over those sheets with the
Committee. A Boche/Mortensen MOTION was approved that
Emergency Government send out a letter to the 11 area
EMS/First Responder groups requesting a meeting in late May or
early June to discuss forming a M.A.R.T.
ADJOURNMENT:
The meeting adjourned at 9:50 p.m. on a Mortensen/Boche MOTION.
