MINUTES
Emergency Government Committee
January 10, 1996
PRESENT: Art Jacobson, John Mortensen, Charles Mehls, Robert
Boche, County Board; Jack Colvard, Pam Benson, Emergency
Government; Bruce Brantner, Emergency Communications;
Frank Ivy, LEPC Chair.
The meeting was called to order at 1:30 p.m. by Chairman Jacobson.
Today's agenda was adopted on a Mortensen/Boche MOTION. The
October 25, 1995 minutes were approved on a Boche/Mehls MOTION.

UNFINISHED BUSINESS:
#1. Review and discussion of nursing home exercise
Colvard described the exercise to the Committee and stated
that Ron Kasperski from the State Division of Emergency
Government (DEG) was present at the Health Center exercise
held on 12/13/95. He read Mr. Kasperski's letter, to this
department, which mentioned the excellent turnout for the
exercise and areas to work on after the exercise. Mehls,
Jacobson and Mortensen also spoke regarding the exercise.
Discussion followed on safeguarding records at the Health
Center. This issue will be referred to the Human Services
Board.
The Committee consensus was that we should progress on from
the Health Center exercise to holding a municipal disaster
exercise in the future. (See New Business #2.)
#2. Report on Mutual Assistance Response Teams
Colvard stated that a letter was sent out to Pierce, Polk and
St. Croix County officials regarding an informational meeting
to be held January 23, 1996 at the Baldwin Community Center
from 3:00 to 5:00 p.m. Mehls described to the Committee,
information he will be presenting at that meeting regarding a
proposed 3-County EMS team.
#3. Report on First Aid Training and Equipment
Colvard stated that two first aid classes were held, in
September and October 1995, for St. Croix County employees.
Since that time requests have been received for additional
first aid training for other employees. The Emergency
Government Department paid for the two classes held with funds
from the department's exercise account. The cost for
presenting the two classes was $434.10.

Chair Jacobson requested Brantner to provide an update of the
status of the Safety and Security Committee.
Brantner stated that the Safety and Security Committee
gave eight (8) recommendations to the Public Protection
Committee, including one which called for First Aid training
and equipment. The Public Protection Committee will be going
over the eight (8) recommendations and presenting them to the
County Board.
When the Judicial Security Committee becomes operational, it
will address the functions of First Aid training and providing
first aid equipment. Until this happens, the Emergency
Government Department will continue to coordinate these
functions.
#4. Joint MinnesotalWisconsin, Washington/St. Croix County
exercise
Colvard stated that an orientation session is to be held
January 25, 1996 in the Government Center Community Room at
7:00 p.m. and will last about an hour. Officials from federal
agencies, the States of Minnesota and Wisconsin, and
Washington and St. Croix Counties have been invited.
NEW BUSINESS:
#1. Federal Fiscal Year (FFY) 196 1st Ouarter Plan of Work
Colvard told the Committee he will be submitting the FFY 96
1st Quarter Plan of Work (October through December) to the
Regional Director tomorrow. After review, the Plan of Work
was accepted and approved on a Mortensen/Boche MOTION.
#2. Municipality disaster planning:
Colvard spoke regarding choosing a municipality and then
working with that municipality on its emergency plan. After
discussion, a Mehls/Boche MOTION was approved that Emergency
Government discuss planning for the Village of Woodville's
municipal disaster plan, which the Village is required to have
by State Statute. This planning would begin with a joint
Emergency Government/Village meeting to be set up by Colvard.
All village officers, and representatives from the local
police, fire, EMS, school, nursing home and industry would be
invited to attend.
#3. SARA - Equipment Grant
Colvard described this 4-year State grant to the Committee.
Information about this grant was received in December, 1995.
The grant is to be used for computer equipment. Those

departments that are eligible, for the grant, are the
Emergency Government and Emergency Communications Departments.
Funding is provided by user fees collected by the State. The
grant provides 80/20 funding up to $2000 the first year and
80/20 funding up to $6000 the second year. In other words, we
could purchase up to $2500 in computer equipment for $500 the
first year (1996) and up to $7500 in computer equipment the
second year (1997) for $1500. A Mehls/Boche MOTION was
approved that Emergency Government apply for the 1996 SARA
Equipment Grant. A Mehls/Mortensen MOTION was adopted that
the Emergency Government Committee recommends that the
Emergency Communications 911 User Board Committee participate
in the 1997 SARA Equipment Grant. This will be presented at
the next Emergency Communications Committee meeting.
#4. Quarterly Training Classes
Colvard reviewed the training courses that are scheduled for
presentation, by the State, during the 2nd quarter (January
through March). These courses are available to all public
sector employees and Emergency Government volunteers. The
courses are presented free of charge, rooms and meals are paid
for by the state, the only cost to the employer or agency is
for mileage to attend the classes.
Both 1996 State training grants, applied for by Emergency
Government, were approved by the State for St. Croix County.
Classes have been or will be set up through WITC or any other
reputable training organization for police, fire, and EMS
training in hazardous materials. Mehls will work with Colvard
to set up a separate class for First Responders.
#5. Radiological Ingestion County Exercise
Colvard stated that there will be a 1-day class in Algoma,
Wisconsin January 18th regarding radiological ingestion
Counties, such as St. Croix County. However, he does not feel
that the cost to attend this course can be justified. The
cost of milage, meals, and lodging are too much of an expense
for a one day class.
ANNOUNCEMENTS AND CORRESPONDENCE:
A letter was received from The Lutheran Home, River Falls,
which had an actual emergency incident necessitating a partial
evacuation at their facility. They were pleased that our
Committee identified the necessity of planning for emergency
events. The development and review of their plan, by their
management and staff, was a contributing factor to the smooth
handling of a potentially serious incident.
