MINUTES OF THE ST. CROIX COUNTY FINANCE COMMITTEE
Meeting of April 16, 1996
The meeting was called to order by Chair Brown at 8:05 A.M.
Roll call was taken with Brown, Bradley, Burke, Boche and Oemichen in attendance.
Also in attendance for all or portions of the meeting were Supervisors Art Jensen and
Ron Raymond and Leon Berenschot from Glenwood City and Lloyd Johnson and Brian
Ormson representing Super Valu, Corporation Counsel Greg Timmerman, Administrative
Coordinator John Krizek and Finance Director Rich Loney, who served as recording
secretary.
A motion was made by Oemichen, seconded by Boche, to approve the agenda. Motion
carried.
It was noted that the next meeting is scheduled for 9:00 A.M., Thursday, May 9, 1996.
With Supervisor Art Jensen representing the Fair Board, Brown asked if agreement had
been reached regarding the request from Ormson's to acquire land currently owned by
St. Croix County and used for the County Fair for construction of a new grocery store.
Jensen said that agreement had been reached the previous evening and asked Tim-
merman to detail provisions of the accord (see attached). After this was completed it
was noted that the Fair Board, Ormson's and Super Valu were in agreement with this and
that it will shortly be presented to the City of Glenwood City. Noting that time is not of the
essence here with construction not scheduled to begin until late fall, a motion was made
by Boche, seconded by Oemichen to approve the agreement as detailed and move to
the County Board in May for it's consideration. Motion carried.
Supervisors Ron Raymond and Art Jensen appeared before the Committee regarding
the request by the Town of Kinnickinnic to purchase up to twenty-five (25) acres of land
from the Youth Forest in the Town. Raymond said that the Resource and Education
Committee had approved the transfer after an on -site review had been accomplished.
After some discussion, a motion was made by Bradley, seconded by Burke, to authorize
an appraisal of up to twenty-five acres as described with the Town to pay the cost of the
appraisal. Krizek questioned whether timber harvest should be considered here.
Raymond noted that a good bit of that had been done a few years ago and that the
Town has no desire to remove any more trees than necessary for their purposes. Brown
said he felt it necessary to have the parcel appraised to maintain consistency with previ-
ous sales of county -owned land and it was noted that the appraiser selected must be
certified. Motion carried.
A motion was made by Boche, seconded by Bradley, to adjourn at 8:25 A.M. Motion
carried.

RE: Fairgrounds Land Transfer Agreement Terms
Here are the terms of the proposed agreement to transfer lands between the County and
Glenwood City:
1. The County will transfer to the City title to the 120 foot by 430 foot parcel at the
north end of the "fairgrounds."
2. The City will transfer title to the County the parcel known as the "ball field" at the
north end of the fairgrounds. The City keeps and shall remove to a new ball field
the lights, fence, and concession stand.
3. The City will install poles and lights sufficient to illuminate the ball field parcel for
County fair purposes (probably four power poles with street lights) and will complete
all electrical work to make the lights operational, all at the city's expense.
4. The City will remove trees on the west side of the ball field parcel.
5. The City will provide and place approximately 650 yards of gravel fill in areas
designated by the Fair Board to increase the number of parking spaces at the north
end of the fair grounds.
6. The City will pay to the County at closing $6,500.
7. Once the County transfers title to the City, the City will transfer the land for the
development of a new Super Valu grocery store. The County will retain a permanent
easement to be used by the St. Croix County Fair Board for ingress and egress during
the St. Croix County Fair from Oak Street to the fairgrounds. The easement will be
located where an access is presently located, approximately 150-200 feet east of the
west line of the parcel and will run between the store and the parking lot. Light duty
vehicles, such as cars and pickups, will be allowed to use the easement; heavy
vehicles, such as highway trucks, tractors and trailers, heavy equipment, etc., will not
use the easement.
8. The County will also retain a permanent easement for County fair visitor, including
disabled person, parking and access over an easterly portion of the 120 foot by 430
foot parcel identified as follows: The Super Valu grocery store will be located on the
west side of the parcel. The grocery store will retain exclusive use of the 20 closest
parking spaces to the store. All remaining space to the east of the 20 parking spaces
shall be reserved for County fair visitor parking.
9. The City and Super Valu will assist the Fair Board in signing to identify the location
of the fair, the parking area available for fair visitor, including disabled person,
parking and access.
10. Transferring title to the parcels and payment of the $6,500 shall be completed in
1996. All other conditions shall be completed prior to the 1997 St. Croix County
Fair. In 1996, the County fair shall have unrestricted use of the 120 foot by 430 foot
parcel.
