CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD OCTOBER 10, 1996 The St. Croix County Health and Human Services Board met on October 10, 1996, at the St. Croix Industries in New Richmond, Wisconsin. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, October 24, 1996 at 6:30 p.m. at the St. Croix County Health and Human Services/Nursing Home complex. Gam: Motion: A motion was introduced by Bethke, seconded Johnson, and unanimously adopted: That the agenda be approved as circulated. Motion: A motion was introduced by Limberg, seconded by Olson, and unanimously adopted: That the minutes of the 09/26/96 Health and Human Services Board meeting be approved as circulated. CONSIDERATION OF CLAIMS: Judy Ziegler, Accountant/Accounting Supervisor, distributed the following reports: transfer of funds report, unemployment, fixed assets purchased, and cash report. 2 Health and Human Services Board members, Stephens. and Limberg, reviewed the September vouchers and questioned or reviewed the following vouchers: HUMAN SERVICES: 3802: ALP Wisconsin, $51,758.98, Long Term Support transitional living. Monthly bill for clients living in group homes. Daily rate depends on -needs of individual client. 3848: Nelstron, Inc. $3,681.87, Long Term Support purchased services. Cost for 31 days for one client. 3873: Trempealeau Co. HCC, $9,222.50, Mental Health purchased services. Trempealeau County has a specialty institution (IMD) where we have placed two mentally ill clients. 3949: United Government Services, $13,209.00, Medicare settlement for 1994. Our Medicare cost report for 1994 has bene through a desk review and it was determined that the Home Health Agency and Nursing Home had been overpaid in 1994. 3959: Bernice Blomberg, $1,214.00, Long Term Support transitional living. Monthly cost for two clients. 4102: North Central Logging, $3,382.28, Workshop lumber. Cost of lumber used to manufacture pallets at St. Croix Industries for resale. Motion: A motion was introduced by Limberg, seconded by Bethke, and unanimously adopted: The following vouchers be approved and be made a part of the supplemental minute book pages 401 through 444: Home Health vouchers 4331 through 4352, dated September 30, 1996 in the amount of $16,500.76. Human Services vouchers 3799 through 3882, dated September 12, 1996, in the amount of $137,585.53. Human Services vouchers 3883 through 3927, dated September 19, 1996, in the amount of $132,946.56. Human Services vouchers 3928 through 3950, dated September 26, 1996, in the amount of $17,287.40. Human Services vouchers 3951 through 4046, dated September 29, 1996, in the amount of $55,118.63. Human Services vouchers 4047 through 4330, dated September 30, 3 1996, in the amount of $309,282.08. Human Services vouchers 4053 through 4253, dated September 30, 1996, in the amount of $67,220.41. Human Services and Nursing Home vouchers 437 through 466, dated September 17, 1996, in the amount of $241,887.84. Human Services and Nursing Home vouchers 467 through 492, dated October 1, 1996 in the amount of $279,386.99. Social Services and Human Services vouchers 358 through 375, dated October 2, 1996, in the amount of $96,136.15. RESOLUTION ON LONG TERM CARE REDESIGN: Ron Lockwood said the Long Term Support Committee wants to be involved in the re -design efforts for Long Term Care. Stephens said the current resolution is vague and does not define the goal very well. The resolution needs to be rewritten to be tougher and easier to explain to the County Board. Stephens recommended the Long Term Support Committee Chair write a letter to the State in lieu of the resolution. Lockwood will incorporate Nursing Home, Home Health, and any other staff that will be affected by the re -design. He said a proposal needs to be to the Governor by April. Discussion followed. ACTION ON COMPUTER BIDS: Griffin said bids were received from four companies for personal computers and for a server for the Nursing Home. Specifications were reviewed and discussion followed. Motion: A motion was introduced by Sinclear, seconded by Berenschot, and unanimously adopted: That the Board accepts the bid received from Gateway for personal computers and a server. WISCONSIN WOMEN'S CANCER CONTROL PROGRAM (WWCCP) : Barb Nelson gave a brief presentation on the WWCCP grant. She said this grant is 4 designed to help reduce breast and cervical cancer mortality by increasing the availability of cancer screening to high risk populations in St. Croix County. Nelson said October 13-19 is Pink Ribbon Week. She said two local grocery stores have imprinted messages regarding WWCCP on their paper bags as part of an outreach to raise awareness of WWCCP. She said they are also working with St. Croix County churches, health care clinics, hospitals and some libraries in various awareness and outreach activities. Stephens said the Ministerial Association should also be contacted. Nelson said last year 11 congregations participated in outreach and this year 17 are participating. Discussion followed. Nelson said Public Health has signed an Immunization Grant amendment with the Bureau of Public Health, which increases the total amount of grant funds from $16,916 to $35,482, an increase of $18,566, for grant period 01/01/96 to 12/31/96. These funds will be used primarily for personnel and supply costs in providing the Hepatitis B school -based clinic services. Additional dollars will fund further immunization collaboration with WIC, staff education and computer servicing. She said a computer can also be purchased. with some of the grant money. Nelson reminded Board members that the Legislative Breakfast will be held at the Health and Human Services complex on 10/14 and invited Board members to attend. FAMILY PRESERVATION ACTION PLAN: Griffin said in the fall of 1995, St. Croix County Health and Human Services received a $45,000 Family Preservation and Support planning grant from the State of Wisconsin. KBC, Inc. of Hudson was then subcontracted to review and collect data regarding the needs of youth in St. Croix County communities and to develop an action plan related to those needs. Due to time constraints, the planning process used existing Search Institute data collected through the schools supplemented by an intensive survey implemented in the Glenwood City community. Griffin said $5,000 of this grant will be used to customize software for Family and Children's Services to develop a better tracking method for problem areas. The rest of the grant monies for the first year must be used for planning. Monies from the grant for the following four years may be used for services and prevention. Craig Adams outlined the vision statements and steps he followed to gather information for this planning process. Olson said children are rewarded for misbehaving and truancy and are given choices or alternatives. She said limits need to be set. John Shaw said he tried to make sure as much of the grant as possible came back to the County with more parent education, parent aide hired for teaching parenting skills, etc. Discussion followed. The Board invited Shaw and Adams to come back to give a presentation at the November meeting. The Board questioned how they would know if there is any success with this grant. The Board recessed from 9:40 to 9:55 a.m. to tour St. Croix 5 Industries. October is Disability Awareness Employment month. Borup informed the Board of a break in at St. Croix Industries on 10/07/96. Among items stolen were a pickup truck. Discussion followed. BOOKKEEPER JOB DESCRIPTION REVIEW: Deb Kathan was present to answer questions regarding the bookkeeper job descriptions. She said the equal opportunity employer language in the descriptions is an ADA requirement and failure to comply could result in loss 'of State -Federal reimbursement. Kathan said the job descriptions are more specific than the private sector to hold down the cost of the positions and so people are not limited to cross training. Discussion followed. Motion: A motion was introduced by Sinclear, seconded by Berenschot, and unanimously adopted: That the Board accepts the job descriptions of the bookkeepers as presented. Kathan said labor negotiations have been opened and this will be a negotiation item. Stephens said it was time to do the Director's annual evaluation and will schedule this for the first meeting in November. Borup said the AFSCME union's efforts to "acrete" (absorb) non- union social workers into the union has resulted in "grievance arbitration hearing" on 11/14/96 at 1:00 in the government center. FINANCIAL REPORT: The following financial report for August, 1996 was presented to the Board. Ziegler opened by reporting an "addition" error in the July nursing home operating cash (on the bottom of the page) contained in the July, 1996 report handed out at the meeting on September 10, 1996. The $589,751.14 reconciled cash balance at 07/31/96 is correct. Borup highlighted areas of the report. He said there is a modest profit shown in the Nursing Home for this month.
