The St. Croix County Health and Human Services Board met on July
10, 1996, at the St. Croix County Health and Human Services/Health
Center complex in New Richmond, Wisconsin.

Vice Chair Dowd called the meeting to order at 8:00 a.m., noting
the meeting was properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is
scheduled for Thursday, July 25, 1996 at 6:30 p.m. at the St. Croix
County Health and Human Services/Nursing Home complex.
AGENDA: Motion: A motion was introduced by Stephens, seconded
Johnson and unanimously adopted: That the agenda be approved as
circulated.
Motion: A motion was introduced by Johnson, seconded by
Berenschot, and unanimously adopted: That the minutes of the
06/26/96 Health and Human Services Board meeting be approved as
circulated.
PERSONNEL ISSUES: Borup said the 60% LTS Social Work position and
50% Family Resource Aid position have been forwarded to the
Personnel Committee for the 07/16/96 meeting.
Borup said Dr. Michael Lace, Psychologist, has been contracted for
psychological services and has started his employment. Also,
Harvey Borrman, CADC III, will begin employment as a chemical
dependency counselor on July 15.

ANNOUNCEMENT: Public Health was one of three counties in Wisconsin
to receive a citation for outstanding performance from the Public
Health Association.
DISCUSSION OF POSSIBLE HMO IMPACT ON SERVICES: Borup said
information regarding area HMOs is not moving quickly. He said we
anticipate HMOs will access the MA monies in the Spring of 1997 and
then we will be more involved with HMO services. He said there is
currently a waiting list for the Mental Health Clinic. Discussion
followed.
W-2 SCHEDULE AND APPLICATION: Borup said the request for proposal
(RFP) for W-2 will be issued August 1. A resolution approving St.
Croix County Health and Human Services administering the Wisconsin
Works (W-2) program will be presented to the Board at the July 25
meeting to be forwarded for County Board action in August. A
"Notice of Intent to Apply" must be submitted by August 15, 1995.
Borup said it is possible we may make a profit by administering W-
2.
Borup said the final results of the performance criteria will be
issued October 1, 1996 and the proposals are due back to the State
by November 1, 1996. The State will provide Notification of Intent
to Award Contracts in January, 1997 and the contract effective date
will be March, 1997, with a program implementation date of
September, 1997.
CONSIDERATION OF CLAIMS: Judy Ziegler, Accountant/Accounting
Supervisor, distributed the following reports: transfer of funds
report, unemployment, fixed asset, and cash report.
Human Services Board member, Limberg, reviewed the June vouchers
and questioned or reviewed the following vouchers:
HUMAN SERVICES:
2343: ALP Wisconsin, $53,668.68, LTS Transitional Living. This
is the monthly charge for 15 developmentally disabled
clients to live in the community. We are able to collect
money from Social Security/SSI, CIP State Funds and
Community Aids to help fund these clients.
2452: Atlantic Scientific Corp. $423.83, maintenance expense.
Part of the lightning protection project for computers at
the New Richmond facility.
2639: Dull Funeral Home, $360.00, funeral expense. The County
will pay for a funeral after all other client resources
(SS death benefit, Veteran's death benefit, savings,
funeral fund. etc.) have paid toward the funeral. The

maximum the county will pay is $1,000. We report to and
collect funeral expenses from the State.
NURSING HOME:
329: Centuria Commercial Laundry, $5,229.27. The Nursing Home
has a laundry area where all residents' laundry is done
by Nursing Home staff. The bedding and towels, etc. are
sent to Centuria for laundry services.
373: Christina Krizek, $387.50, pharmacy consultant. We are
required by the State to have a pharmacist review
resident meds and update charts.
Motion: A motion was introduced by Limberg, seconded by Stephens,
and unanimously adopted: The following vouchers be approved and be
made a part of the supplemental minute book pages 280 through 319:
Home Health vouchers 2537 through 2567, dated July 10, 1996 in the
amount of $14,069.78.
Human Services voucher 2034, dated June 4, 1996, in the amount of
$1,688.22.
Human Services vouchers 2342 through 2414, dated June 13, 1996, in
the amount of $94,063.88.
Human Services vouchers 2415 through 2438, dated June 20, 1996, in
the amount of $190,932.29.
Human Services vouchers 2452 through 2494, dated June 27, 1996, in
the amount of $33,212.52.
Human Services vouchers 2495 through 2536, dated June 30, 1996, in
the amount of $85,863.59.
Human Services voucher 2537, dated July 3, 1996, in the amount of
$300.00.

June 12, 1996, in the amount of $96,820.34.
Human Services and Nursing Home vouchers 278 through 302, dated
June 11, 1996, in the amount of $287,489.36.
Human Services and Nursing Home vouchers 303 through 329, dated
June 25, 1996 in the amount of $236,268.02.
Social Services and Human Services vouchers 216 through 229, dated

FINANCIAL REPORT: The following financial report for May, 1996 was
presented to the Board. Borup highlighted areas of the report.
Nursing Home census is at 108, ITP monies have just been received
which were $85,371 more than was budgeted. Krieger said she is
looking at staffing patterns and we currently have adequate staff
at this census level. Borup said Family and Children's Services is
working as a team and keeping CCI costs down. He said Home Health
is very busy. Discussion followed.

Borup outlined the schedule for the 1997 budget. He said the
Nursing Home budget should be ready by the end of July. He
suggested holding the Open Hearing for the budget process August 22
or August 29. The budget needs to be presented to Finance on
September 9 and again on October 9. It was suggested that budget
line items also indicate if the program is mandated, how it is
funded, and the type of client served. Borup said Health and Human
Services will apparently receive the same monies from the county
for 1994 as was received in 1996 and asked why there is a freeze
for Human Services and not any other County agency.
REMOVAL/REPAIR OF OLD LAUNDRY BUILDING: Borup said we are still
waiting for cost estimates on removal and repair of the building
and for electrical data. Bethke said he would like to discuss
repairing rather than destroying the building. Discussion
followed. The Board authorized Borup to authorize repair of the
roof of the old laundry building.
The Board recessed from 9:20 to 9:35 a.m.
JUVENILE COURT INTAKE: Kathy Dunlap and John Borup met with John
Krizek, and Judges Lundell and Needham on June 27 regarding
juvenile court intake. Borup said while Dunlap capably stated
policy/procedure and adherence to statutes, Judge Lundell maintains
his desire to control intake. Frank Collins appeared for District
Attorney. Krizek read letter from District Attorney Eric Johnson
stating the system is working "fine". Sheriff Burch did not
attend, however, Krizek reported that he spoke with Burch and he
indicated satisfaction with the present system and saw no need for
change. Borup said Krizek will be presenting recommendations to
Finance in August.
ECHO -INFORMATION MANAGEMENT SYSTEM: Griffin gave a brief overview
of problems with the ECHO system, i.e. inadequate technical
support, problems with general ledger, not a flexible system, not
user friendly, unable to get data needed, etc.. Discussion
followed. Stephens said it is time to get out of this system, it
is not a good system. It was then consensus of the Board to bring
the contract to Corp Counsel to see if a refund is available.
RESOLUTION ON NEW JUVENILE DETENTION AND TREATMENT OPTIONS UNDER
WISCONSIN CHAPTER 938: Fred Johnson said this resolution would
give judges an alternative for secure detention. Johnson said Eau
Claire Regional Detention Center is the closest juvenile detention
center, the St. Croix County Jail does not qualify for juveniles.
He said his department will work with the District Attorney's
office on how to implement. Discussion followed.
Motion: A motion was introduced by Stephens, seconded by
Berenschot, and unanimously adopted: That the Health and Human
Services Board recommend the following resolution for passage:

RESOLUTION
WHEREAS, Chapter 938.06 (5) of the Juvenile Justice Code allows the
use of placement in a secure detention facility or in the juvenile
portion of a county jail as a disposition for adjudicated
delinquent juveniles; and
WHEREAS, this disposition will provide an alternative to Lincoln
Hills Correctional placements that are typically longer than 30
days in duration; and
WHEREAS, the placement of the juvenile may be for any combination
of single or consecutive days totalling not more than 30; and
WHEREAS, the St. Croix County Department of Health and Human
Services is committed to holding juveniles accountable for
delinquent behavior that is committed in the community; and
WHEREAS, the legislative change requires that this dispositional
alternative be approved and authorized by the County Board of
Supervisors.
NOW, THEREFORE, BE IT RESOLVED, by the St. Croix County Board of
Supervisors that effective August 20, 1996, the St. Croix County
Department of.Health and Human Services is authorized to utilize
short-term detention as a dispositional alternative to be
recommended to the Court. The utilization of short-term detention
shall be limited to the established procedure of the Department's
Family and Children's Unit and by Order of the Court.

REQUEST TO PURCHASE PHOTOCOPIER: Long Term Support, Home Health
and Economic Support share a photocopier and request to replace
their current machine. The cost per copy would drop and also the
new machine offers an accounting of copies made by department.
Discussion followed.
Motion: A motion was introduced by Leon Berenschot, seconded by
Mary Louise Olson, and unanimously adopted: That the Board
approves purchasing a new photocopier for Long Term Support, Home
Health, and Economic Support.
NURSING HOME "BAD DEBT" WRITE OFF: Borup said he received request
for Board approval of "bad debt60 write off for $3,587.07 for
nursing home residents. He said we have exhausted all abilities to
collect.
Motion: A motion was introduced by Limberg, seconded by Bethke,

and unanimously adopted: That the Board approves a bad debt write
off in the following amounts:
Resident #709: $ 376.00
Resident #526: $ 678.36
Resident #672: $2,532.71
Dowd asked if there were any other issues to bring before the
Board.
Borup said there will be a workshop on domestic violence at the
government center on 07/11/96 from 12:30 to 2:00, there is no
charge and the public is welcome.
Motion: A motion was introduced by Bethke, seconded by Stephens,
and unanimously adopted: That the meeting be adjourned. Time:
