CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD March 12, 1996 The St. Croix County Health and Human Services Board met on March 12, 1996, at the St. Croix County Health and Human Services/Health Center complex in New Richmond, Wisconsin. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, March 28, 1996 at 6:30 p.m. at the St. Croix County Health and Human Services/Nursing Home complex. Burke will not be at the meeting on March 28. AGENDA: Motion: A motion was introduced by Bailey, seconded Nyland, and unanimously adopted: That the agenda be approved as circulated. Motion: A motion was introduced by Sinclear, seconded by Bethke, and unanimously adopted: That the minutes of the 02/22/96 Health and Human Services Board meeting be approved as circulated. CONSIDERATION OF CLAIMS: Judy Ziegler, Accountant/Accounting Supervisor, distributed the following reports: transfer of funds report, fixed asset, and cash report. Human Services Board member, Dowd, reviewed the February vouchers and questioned or reviewed the following vouchers: 1, 1�ii ui �4ANCO)DRE 563: Catholic Charities, $3,432, group home expense. This facility is located at Wausau, Wisconsin. It meets the needs of the male juvenile we placed there better than the other group homes we contract with. 760: Eddy's Pharmacy, $20.37, mental health drugs. With the changes in General Relief rules, we have had to add a budget line item for mental health clients to continue to receive their prescription medication. NURSING HOME: 130: Wisconsin Department of Health and Social Services, $2,944.00. February bed assessment fee. Motion: A motion was introduced by Dowd, seconded by Bailey, and unanimously adopted: The following vouchers be approved and be made a part of the supplemental minute book pages 67 through 152: Home Health vouchers 597 through 619, dated March 12, 1996 in the amount of $52,931.89. Discussion was held on $50,000 bond interest payment. HEALTH AND HUMAN SERVICES/NURSING HOME ISSUES: Griffin reported Headstart has indicated an interest in leasing the gym area to operate the Headstart Program. This will be discussed further at the meeting on March 28. Kiesler presented information regarding leasing vehicles and described the cost savings that has been experienced with leasing vehicles.. Three car leases for vehicles for Long Term Support expire 03/18. Discussion followed. This will be discussed further at the meeting on March 28. PERSONNEL ISSUES: Gust Jenson, Ph. D., has submitted his letter of resignation as Psychologist effective 03/27/96. Attempts will be made to recruit a part-time, independent contractor to fill this position. A request for reclassification for Cari Myer, Independent Living Skills Coordinator for Family and Children's, has been made. She has met the experience, training and other requirements for reclassification. Discussion followed. Motion: A motion was introduced by Stephens, seconded by Bailey, and unanimously adopted: That the Board approves the reclassification request to reclassify Cari Myer from a Social Worker I to a Social Worker II. The Board recessed from 8:50 to 9:00 a.m. RESTAURANT INSPECTION REPORT: Walt Burcaw, Sanitarian from the State Division of Health, gave a report on restaurant inspections. He said there are 175 full service restaurants in St. Croix County and each one is inspected at least once each year. He said the Eau Claire newspaper prints the results of these inspections in the newspaper. Barb Nelson said the results of these inspections are public information, but the public is not aware of this information if it is not published. Discussion followed. It was the consensus of the Board to follow Eau Claire's procedure and make the information from these inspections available to newspapers. ENVIRONMENTAL HEALTH--TRI-COUNTY CONSORTIUM: Carol Schmelke gave a report on environmental health. She reviewed items that have been covered so far. She said water testing has been done at public facilities that have their own well and 93% are in compliance. Almost 100 radon test kits were distributed in 1995. She said a hepa-vacuum has been purchased and has had almost continual usage. She has investigated 17 human health hazard reports. Discussion followed. 0 BID FOR LEASE/PURCHASE OF BUSSETTE FOR ST. CROIX INDUSTRIES: Eichstaedt said in 1996, St. Croix Industries will need to replace one 12 passenger bussette. This vehicle is a 1988 Chevrolet with gas engine, Wayne body, one wheelchair space and a lift. He proposes replacing it with a diesel engine and two wheelchair spaces. Discussion followed. Motion: A motion was introduced by Sinclear, seconded by Stephens, and unanimously adopted: That the Board approves advertising for bids for a bussette. Eichstaedt will set the date the bids are to be in and advise the Board of the date. NURSING HOME SURVEY: Krieger said the Nursing Home survey was completed with a formal exit on 02/27/96. Twelve cites were received, however, no cites affected resident care. Krieger said there were some computer glitches that she hopes will be corrected before the next survey. There were many positive comments from the surveyors regarding staff interaction with residents and they felt a "family -like" atmosphere here. The survey team commented on the great support by the Health and Human Services Board members. Krieger said the most serious problem was the water temp and that was corrected the same day the mixer broke. Discussion followed. Board members discussed the census. Krieger said staff have discussed plans of further reducing costs for the nursing home. REAPPOINTMENTS AND PRIVILEGES OF MEDICAL STAFF FOR 1996: Motion: A motion was introduced by Bethke, seconded by Limberg and unanimously adopted: That the Board approves the following reappointments and privileges of Medical Staff for 1996: 1. REAPPOINTMENTS TO MEDICAL STAFF: The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health and Human Services Board the reappointments to the Medical Staff of the following members: ACTIVE STAFF David DeGear, MD Bruce Hanson, MD David Olson, MD Joseph Powell, MD Clifford Tenner, MD CONSULTING STAFF Pastor Colon, MD Colin Drury, MD Hamid Khan, MD Neal Melby, MD John Simon, MD Joseph Beuning, Physician's Assistant Jo Chilsen, Physician's Assistant 7 2. DELINEATION OF PRIVILEGES: The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health and Human Services Board the approval of the Delineation of Privileges as applied for by the medical staff to include Group 1 privileges: 1. Care of non -critical medical and geriatric patients, and patients who are admitted for diagnostic purposes. 2. Care of terminally ill patients. 3. Care of first and second degree burns. 4. Minor surgery, including simply lacerations, incision and drainage of superficial abscesses, removal of lightly imbedded corneal foreign bodies, and emergency tracheostomy. Krieger said work is progressing on the Centennial Cookbook for the Nursing Home 100 year anniversary and said blank recipe forms are in the newsletter for Board members to contribute to the cookbook. Burke said the Computer Advisory Committee has been reorganized and the first meeting will be on Thursday.
