On Aging, Paula Welch, Turningpoint; Chris Palowski, WestCap; Cindy Griffin, St. Croix County' Health and Human Services; Tom Holland, YMCA The meeting was called to order at 1:30 p-m- by chair Maureen Farrell. Holland/Leary moved to approve adding a WestCap resolution on housing to the agenda and to adopt the agenda as revised. Approved unanimously_ Motion by Holland/Palowski to approve minutes of the September 4 meeting. Approved unanimously. UN-FIVISHED 8USINt8Sz Housing Resolution: Discussed proposed resolution submitted by Patrick McCoy of WestCap stating "That the Human Resource Network of St. Croix County affirms its support for the development of decent, safe, sanitary (housing) that is affordable to low and moderate income persons." Chris noted that WestCap had received 421 requests for rental assistance in their service area with the majority originating in St. Croix, Dunn and Barron counties. other points of discussion included the role of affordable housing in economic development, the definition of affordable rent, and the scattered site concept. The resolution was subsequently revised to read; The Human Resource Network of St. Croix County reviewed housing issues during 1996. This review indicated a need for affordable housing for reasons of economic and social development. Therefore, the Human Resource Network of St. Croix County affirms its support for the development of decent, safe, sanitary housing that is affordable to low and moderate income persons. Notion by Blaisdell/Welch to accept the housing resolution as revised by group and bring it back to the January meeting for discussion and approval. Approved unanimously. Bylaws: Discussed amending the cur ' rent membership as designated in the Appendix to correct the following; Extension should read TJW-Extension St. Croix County Human services should read St. Croix County Health and Human Services Turningpoint should read Turningpoint for victims of Domestic Abuser Inc. county Library, unfortunately, must be deleted Motion by glaisdell/Rolland to adopt the Bylaws as distributed with the meeting agenda with corrections to the Appendix as discussed. Approved unanimously. NEW BUSINESS: Nominating Committee: The nominating committee consisting of Mary Lestrud, Sandy Larson and Tom Holland offered Sandy Larson'$ name for secretary, and Judy Leary for President -Elect. Tom Holland is the incoming President. Motion by Welch/Palowslti to elect nominees as reported. Approved unanimously. Agency Sharing: WestCap : Chris talked about applying for a grant for Dunn and St. Croix Counties to hire a specialist to work directly with clients in housing crisis. Barb suggested a joint meeting with landlords and agency representatives might be mutually beneficial. Motion by Leary/Holland that Chris Palowski develop a model letter of support for the grant and send to Maureen for approval and to Sandy to send out - Job Center: Judy talked about employer roundtable$ at WITC on the subjects of what employers need and want from employers and off and can -site child care- Paula suggested that the roundtables may also be an opportunity to help employers consider such issues as safety in the workplace for domestic abuse vicims and Barb suggested linking the need for day care for aging parents with the need for child care. Office on Aging: Barb expressed concern that elderly nutrition programs may stiffer when the Older Americans Act is finally re- authorized. she discussed the concept of Aging resource Centers as a single point of entry into services for the elderly. Turningpoint; Paula reports the Wednesday afternoon of f ice hours in New Richmond have been well received and hopes are to continue them even though the funding is now gone. Schools have been receptive to Turningpoint'$ involvement in discussing protective behaviors, safe touch and dating violence with classes - There will be a training for probation and parole agents on dealing with domestic abuse, and training for office on Aging drivers. J Turningpoint still needs folks to sew "body bags" for the Silent Witness program., and is soliciting funds to send staff to the 97 national rally/conference on domestic abuse, Health and Human sex -vices: Cindy discussed the community subgrant RFP process for Family Preservation and support funds in 1997. She noted that HHS has an opening for a person with health care billing/accounting experience in their ,A,ccounts. Receivable area. Head Start is now housed in the HHS gymn area. Implementation of Medical Assistance managed care appears to be resulting in a much higher percentage of the MA dollar being allocated to private sector administration and less to direct services. Cindy asked, if anyone had internal, policies on Internet use/access for employees to share. YMCA: Tom reported that the Y is collaborating with the Hudson Daybreak notary club in the development of a Wheel. Park. The Rotary will raise the money for the park and donate it to the Y, which will be in charge of programming. The Y will actively involve youth in operating the Park as a business. The Y Partners are attempting to raise $80,000 for Y memberships for families in need. There is an increasing emphasis on outreach programming: taking Y activities to surrounding communities, bussing children to the Y, etc. county Library: Maureen reported that the children's reading festival in October was a success with 300+ participating. 'there is a committee working on sponsoring the reading festival for next year so that this valuable activity can continue. Barb offered to do sign language at the next festival.. The library staff have made their final visits to the WIC and nutrition sites. The fate of the "Books by Mail" program remains uncertain. The outreach services provided by the county library will probably not be picked up by the municipalities. 2) Program Planning: Suggested areas of discussion for 1997 are: - Nutrition issues across program areas - W-2 update: Cindy will invite Marilyn Fruit to the January 8th meoting-at 1:30 F.M.
