ANNOUNCEMENTS AND CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING: ADJOURNMENT (Agenda not necessarily presented in this order) SUBMITTED BY: Maureen Farrell DATE: 8/28/96 COPIES TO: COUNTY BOARD OFFICE COUNTY CLERK NEWS MEDIA/NOTICE BOARD COMMITTEE MEMBERS Human Resources Network of St. Croix County September 4, 1996 Present: Cindy Griffin, St. Croix County Health and Human Services; Judy Leahy, St. Croix Job Center; Maureen Farrell, St. Croix County Library; Barb Blaisdell, Dept. on Aging; Avalene Swanson, WITC; Paula Welch, Turningpoint; Sandra Larson, Family Service St. Croix; Barb Nelson, DHHS-Public Health, Patrick McCoy, WestCap The meeting was called to order at 1:35 p.m. by chair Maureen Farrell. Roll call was taken, the agenda was adopted, and the minutes of the last meeting were approved. Unfinished Business Membership committee report was approved by attendees, stating in that motion that the 1997 officers would implement these changes as they see fit, and that these changes would be reassessed in one year. New Business Barb Nelson, Public Health supervisor, reported on APEX -PH (Assessment Protocols for Excellence). As a result of this procedure a listing was created of priority community health problems: 1) Lack of support of all children, 2) addiction to tobacco and alcohol, 3) lifestyle issues, 4) domestic and societal violence, and 5) high risk pregnancy. Corrective actions are being implemented. It's felt to be a worthwhile effort and has given direction to the Public Health Department. It is recommended this whole procedure be repeated in four years. Barb Blaisdell sought approval for the Transportation Grant 1997 85.21 application for St. Croix County Department on Aging as this group is the designated Transportation Coordinating Committee. Draft was read, discussed, and approved. Maureen stated she will be calling to get members to serve on the nomination committee. Sandy Larson reviewed the changes in the bylaws. Discussed. She will send corrected bylaws out with these minutes. Corrected version will be voted on for approval at November meeting. Agency Sharing Avalene shared that their catalogs are being distributed instead of mailed out. They have a drop in enrollment and wonder if it's connected to this new distribution policy. Stated that the basic skills area is being reorganized. Handed out catalogs and brochures. Cindy asked if there were other groups in town that may be interested in being part of an October meeting regarding developmental assets. Judy reported that the job center is doing fine. The number of job openings has increased, mainly because of direct contacts with employers. Maureen shared that the county library is in danger of losing its funding and/or existence because its services are often invisible (i.e. they provide books to jails, and nursing homes) and people don't think their services are important. Patrick spoke about the community housing development in Glenwood City which provides affordable 3-bedroom housing. A 24-unit development will start in Colfax this fall and they may have job training involved in building these. Paula reported that Turningpoint is starting a sexual assault workshop in New Richmond, and they are continuing services there every 1st and 3rd Wednesday afternoon of the month as part of an outreach grant. They have been marketing a curriculum on safe touch to schools in Pierce and St. Croix counties. They have volunteered to make "body bags" for Washington D.C. Silent Witness rally in 1997 and can use more help with sewing. Barb handed out "SCAN" information about Senior leadership training and candidates in the Park Forum. Maureen would like to work on the Housing Agenda at the November 6, 1996 meeting. Meeting was adjourned. Respectfully submitted by: Sandra Larson BY-LAWS M HUMAN RESOURCE NETWORK OF ST. CROIX COUNTY ARTICLE I NAME AND OBJECTIVE OF ORGANIZATION Section 1.01 The name of this organization shall be the Human Resource Network of St. Croix County. The objective of the organization shall be the collaboration of St. Croix Human Resource agencies and individuals, to effectively, economically, and relevantly deliver services to the citizens of St. Croix County. ARTICLE U MEMBERSHIP Section 2.01 Membership shall be comprised of representatives from government and nonprofit human service agencies who attend more than 4 meetings a year. Section 2.02 Voting Privileges Only members as listed in the appendix shall be entitled to vote. Section 2.03 New Members New members may be added to the Human Resource Network by majority vote of its membership. ARTICLE III OFFICERS Section 3.01 Officers The officers of this organization shall be President, President Elect, and Secretary. Section 3.02 Elections Election of President Elect and Secretary shall take place annually at the November meeting. Section 3.03 Eligibility Any member shall be eligible to serve as an officer. Section 3.04 Terms The term of office for all officers shall be one year. Officers shall assume their offices at the January meeting following their election. The President Elect shall automatically assume the office of President the following year. Section 3.05 Absence of Officers from Individual Meetings If at any meeting the President is absent, the President Elect shall preside. If both officers are unable to be present for a meeting the absent officers shall be responsible for appointing a person to preside over that meeting. ARTICLE IV MEETINGS Section 4.01 Regular Meetings The regular meetings of the Human Resource Network of St. Croix County shall be held at 1:30 p.m. on the first Wednesday of January, March, May, July, September, and November. Section 4.02 Site Meeting site for the upcoming meeting will be determined at the close of each meeting, and/or by the President. Section 4.03 Agenda The agenda for the coming meeting, and the minutes from the previous meeting shall be mailed to each committee member, ten (10) days prior to the meeting date. Section 4.04 Meetings with designated a eg nda (1) July Meeting The July meeting shall be devoted to general review and revision of existing policies. (2) September Meeting The September meeting shall be devoted to review of D.O.T. 85.21 grant. (3) November Meeting The November meeting shall be devoted to election of officers and the development of the next year's calendar of programs. Section 4.06 Meetings (1) The Secretary shall keep an attendance log. (2) When a member is unable to attend, an alternative representative shall attend. (3) After two (2) unrepresented absences by any Member Agency during any one year, the Chair will refer the matter to the members for review and action. (4) Meetings are open to any individual working within the scope of human services. (5) Consideration shall be given to non-member concerns in the conduct of business. (6) Special meetings may be called at any time at the request of the Executive Committee. ARTICLE V EXECUTIVE COMMITTEE Section 5.01 There shall be an Executive Committee composed of the President, President Elect, and Secretary. ARTICLE VI SUB -COMMITTEE Section 6.01 Ad Hoc Sub -Committee Ad Hoc Sub Committees may be requested at any time by any member subject to committee approval. The President will appoint a chairperson and members to serve on such a committee. ARTICLE VII PARLIAMENTARY AUTHORITY Section 7.01 Robert's Rules of Order shall govern the meeting. A copy of said Rules shall be available at each meeting. ARTICLE VIII QUORUM Section 8.01 A simple majority of the member agencies shall constitute a quorum for the transaction of business. ARTICLE I K AMENDMENT OF BY-LAWS Section 9.01 These By -Laws may be amended at any regular meeting by a two-thirds vote of the membership. Such proposed amendments shall be forwarded with the agenda and the previous month's minutes ten (10) days prior to the meeting at which the vote on proposed amendments will occur.
