Date of Next Meeting July 10, 1996, 1:30 p.m. Action on Previous Minutes None Unfinished Business Farrell reported that three ad hoc committees are meeting. They are: -Bylaws Sandy Larson (Chair), Sandy Gehrmann, Judy Leary Report due at September meeting -Membership Tom Holland (Chair), Maureen Farrell, Cindy Griffin, Mary Lestrud, Avalene Swanson Report due at July meeting -Transportation Barb Blaisdell (Chair), Cindy Griffin, Loren Sather Report due at July meeting Agency Sharing Department on Aging: Seniors' Day will be held at WITC on May 30, 1996. Although food preparation has been consolidated, all seven Senior Nutrition Sites still serve meals. The first board meeting for the Interfaith Caregivers Grant will be held soon. There is concern about passage of the Older Americans Act; contacting legislators would be helpful. Barb provided various handouts. UW-Extension: A regional videoconference, "Small Town Housing: Policy and Potentials" will be held on May 9, 1996, 9-noon, at the UW-Extension office, Baldwin. Register by May 8. Health and Human Services/Economic Support: Two new programs (Pay for Performance and Self -Sufficiency First) which require compliance with jobs programs have been implemented. To date, there have been 14 full and 11 partial sanctions imposed on program participants. There are concerns about managed care; AFDC and Healthy Start clients will be required to choose an HMO. Health and Human Services/Nursing Home: There is a need for a continuum of care approach to housing for the elderly in St. Croix County. Assisted living and low income housing options, in addition to nursing homes, need to be available. WestCAP: WestCAP has developed an 8-unit family housing project in . Clayton (Polk County) and is considering a similar project in Colfax (Dunn County). There are no current plans for a project in St. Croix County although WestCAP is open to partnerships with villages and other jurisdictions. New Business Ellen Denzer, St. Croix County Planning Department, and Mark Sebesta, West Central Wisconsin Regional Planning Commission, Eau Claire, gave a presentation on housing in the county and region. Key points: -Census data provides a very broad view of housing. Gathering specific information from local sources would give a more precise view. -Affordable housing is needed for households spending 300 or more of their income on housing. In 1990, 21.2% of households (owners and renters) in St. Croix County spent 30a or more of their income on housing. -Median housing values in St. Croix County increased from $17,000 in 1970, to $54,00 in 1980, and $74,400 in 1990. -Hudson, New Richmond, Rivers Falls, and Woodville have housing authorities. Their focus is affordable housing for seniors. -St. Croix County does not have a county housing authority. -Grants are available if an appropriate agency (such as a county housing authority) will administer them. Clark County creaited a county housing authority for this purpose. -Affordable housing did not surface as an issue in land use and development surveys conducted recently as part of St. Croix County's planning process. A similar survey conducted in Somerset did result in some comments about affordable housing. -Business retention and labor market supply surveys indicate that affordable housing is an economic development issue.
