The meeting was called to order at 1:30 p.m. by Chair Maureen Farrell. No unfinished
business.

Action of Previous Minutes
Motion by Leahy, second by Griffin to approve minutes; motion passed.
Unfinished Business
Update on Transportation:
Blaisdell presented amended budget summary for 1996 for Specialized Transportation.
Included increased hours of driving, gasoline costs, insurance costs, and new
computer terminal for statistics. Changes were discussed. Motion by Larson, second
by Leary to approve this budget; motion passed.
New Business
Discussed planning for 1996
Suggestions made were:
1. Interfaith caregiver coordinator present and research our volunteer needs.
2. Transportation issues - set up a subcommittee including Blaisdell, Human
Services and perhaps Veterans Services (Blaisdell will check) and complete
work before September 4th meeting.
3. Homelessness, housing issues: low income housing, zoning.
4. Rural Institute and University of MN regarding grant writing and resources.
5. Family Service St. Croix
6. Internships - how to tap into them.
7. Highlight agency at each meeting
Farrell will follow-up to set up site visits and check on resource people.
Bylaws: Discussed changes. Will put on hold any changes until next meeting.

Agency Sharing
Human Resources Griffin: Discussed change from using Luther Hospital, Eau Claire for
psych care and detox effective mid -November. Lack of collaboration between private and
public is frustrating because of the fragmentation of services. Currently: Adolescents
assigned to Mendota, adults go to St. Joseph's in St. Paul. Continuing to live within no -
growth budget.
P.I.C.: Job Service will move 1/29 to P.I.C. building in New Richmond. New, client
friendly computers will be installed - statewide access and will be on Internet.
Dent. on Aging: Lutheran Home put in for grant for a vehicle. Disability Awareness Fair
scheduled March 9, 9:30-2:00 at New Richmond Middle School. Theme is "Making Our
Voices Heard." Project ongoing regarding new, updated computers. Rural Health Services
Outreach Grant Program deadline for application is March 15, 1996.
Economic S: New General Relief Policy went into effect 1/2/96. County has limited
program: no emergency hospitalization; Maximum $150 ($200 for 2 people) cash payments
to an individual, and it is made directly to landlord for 2 mos./year during November -March
of a year. Medical: Maximum of 4 months, $542 limit for person, $592 limit for 2 people.
No mental health or AODA funding. Work First started December 1, 1995. Counselors
are to deter anyone from applying for AFDC. Reaction is mixed, but 50 % + have positive
reaction. Effective Jan. 1 - benefit cap - limits AFDC benefits for those born after
November 1996. $440 will be maximum, no additional moneys for additional children.
March 1, Self Sufficiency Fast (SSF) meeting with financial planning specialist. Must
enroll at job center and participate 60 hours before confirming AFDC application. March 1
Pay for Performance - same as SSF except participation in JOBS activities in exchange for
benefits. Above programs are good but may have negative repercussions on children.
P.I.C. asked for coordination efforts.
Family Service St Croix: Managed care is affecting our business. In process of hiring new
director. CCCS put back $1 million+ into surrounding communities.
Libr : Are putting together yearly calendar, let her know if would like to be included.
Internet up and used by staff.
Motion to adjourn by Leary, second by Griffin; passed. Meeting adjourned at 3:55 p.m.
