Meeting called to order by Chairman Art Jensen.
Bethke made motion to adopt agenda. Raymond seconded. Carried.
Dull made motion to approve September 3, 1996 meeting minutes as
mailed out. Betenschot seconded. Carried.
Next meeting is scheduled for Tuesday, November 5, 1996 at 9:00 a.m.
DNR
Pat Collins (Hydrogeologist-Solid Waste) attended the meeting and
reported:
Forestry - Tree order forms will be available on October 7. Forms
will be mailed on October 4 to people on list.
Fish Management - Trout stamp project on the Willow River, just below
park, is completed. Some structures were installed. Dangerous
structures were removed.
Collins reported on the Junker Landfill situation. According to the
attorneys involved, trial is scheduled for 1997.
Jensen commented that there is a private timber sale scheduled on
October 3.
NRCS (FORMERLY SCS)
Wayne handed out and discussed September activity report. Commented
on field check of Loren Derrick's warm season grass seeding which was
burned this spring. Showed an excellent stand of grasses and forbs.
FS A (FORMERLY ASCS)
Ag Building Solicitation Cody reported that bid packages have been
given out to prospective bidders. Final date for bids is November 1,
1996.
RC&D
Berenschot reported that no meeting was held since he became the RC&D
representative.
WEST CENTRAL AREA
Christenson stated that the Fall meeting & speaking contest will be
held on Wednesday, October 23, at Menomonie. Resolution to encourage
co -location of LCD and federal agencies will be considered during
business meeting. Berenschot, Bethke, and Jensen plan to attend.
Will leave from Baldwin office at 8:15 a.m.
EDUCATION ACTIVITIES
Sander reported that school field days were held: September 11 -
Baldwin -Woodville School at Glen Hills County Park, September 18 -
Westside Elementary School of River falls at Willow River State Park,
and September 19 - Glenwood City Elementary School at Glen Hills
County Park.
County conservation speaking contest will be held on Monday, October
14, 7:00 p.m., at Baldwin -Woodville High School. Bethke volunteered
to be one of the judges.
Sander and Kulow will be talking about soils to 3rd grade Glenwood
City elementary students.
FARMLAND PRESERVATION COMPLIANCE
Sander has been working on crossing on south fork of Willow (Triple C
Farm) and waterways on John Vrieze farm. This has delayed Farmland
Preservation compliance work.
PRIORITY WATERSHED PROJECTS
Kinnickinnic - Popple reported that the Kickoff meeting went well.
Definite support for project. Next step is to establish a steering
committee which will meet monthly. Committee to be comprised of two
from government agencies, two urban (one from River Falls, one from
another village), and 2-4 rural (Pierce and St. Croix). Will make
decisions as to what will happen. Must adhere to mission statement
which will be developed by.Steering Committee.
South Fork of Hay River
Christenson reported having discussion with DNR on proposal that
Project Manager Mike Kinney presented to LCC. Status of program is
unknown. DNR Secretary Meyer said "cannot ignore traditional type
plan".
Lakes Cluster Project - No report.
GLEN HILLS WATERSHED
Structure 1 - Heise reported that repair work is being done at this
time. If weather conditions hold, work should get done. Pond has
been pumped out. Will contact local contractors for bid on project to
make it a dry structure. Both of the toe drains were faulty. Repairs
are being made to the drain system.
Structure 2 - Heise reported that he attended a Planning & Zoning
meeting on flood plain zoning.
Gary Lepak-DNR attended meeting. Issues are liability and
requirements under statutes. To maintain low hazard status is very
desirable from the county since it reduces several costly items such
as warning system, Emergency Action Plan (EAP), possible
reconstruction. Dams are rated high hazard dams because of
development downstream or storage of water. Dams were installed for
flood control. Flooding downstream is reduced because of the dams.
Flood plain zoning must be adopted below the dams in the towns.
Glenwood City has adopted zoning within the city. Structure 3 has
timetable of January 1, 1999 to complete breach route and EAP.
Moratorium on construction - Will apply to the area considered
potential for flooding. Heise will meet with towns of Glenwood and
Springfield to explain what the county is. going to do. Berenschot
made motion to recommend adoption of a flood plain hazard area.
Bethke seconded. Carried.
WILDLIFE DAMAGE PROGRAM
Sander reported: Working with nursery (Glen Weiss) and also turkey
damage to corn.
Laine Stowell has called concerning APHIS program to trap and locate
bear.
WOODVILLE RECREATIONAL TRAIL
Heise reported that structure is ordered and should be received
October 2. Waiting for Ayres & Associates to approve design plan.
Local help should be working on the project next week. Finance has
supported another $33,000 through the Parks budget. This will be for
the next year and beyond. Army Reserve will assist on project in
1997.
MOUND DAM REMOVAL
Raymond reported that the Building Commission will be considering this
item during their meeting this month.
1997 BUDGET
Christenson reported that nothing was taken out of the budget with
exception of Glen Hills. Will meet on October 9 with Finance
concerning breach route studies proposal for Structures 1, 2 and 3.
Heise commented on breach route analysis. Since 1, 2, and 3 are in
conjunction, could probably save money by running all 3 studies at one
time.
FARMLAND PRESERVATION APPLICATIONS
No applications were presented.
SUBDIVISION REVIEW
Heise presented information on subdivisions:
Country Living (Charles Borgstrom - Town of Star Prairie, Sec. 20) -
Establish high water level on two ponds. Something needs to be done
with one irrigation well. Bethke made motion to approve with stated
conditions. Berenschot seconded. Carried.
Humbird Hills (Waldroff - Town of Hudson, Sec. 23) - Needs high water
elevations on two ponds in proposed certified survey map. Suggest
that they cut an emergency spillway into proposed detention/retention
pond, cut channel to drain along lot line to basin to the east. Also
drainage easement needs to be installed from outlet of culvert on lot
10 to property line. Dull.made motion to approve with recommended
drainage easement. Berenschot seconded. Carried.
Rocky Ridge Estates (Russell Peterson - Town of Somerset, Sec. 1) -
There are many concerns. Jensen made motion that developer work with
Heise: Bethke seconded. Carried.
Gerald Smith (Town of Somerset, Sec. 11 and 12) _ Heise stated
concerns. List of sensitive areas. Bethke made motion to send back
for review of recommendations. Jensen seconded. Carried.
VOUCHERS
Reviewed vouchers. Bethke questioned the vouchers charged to
Kinnickinnic Watershed account. Dull made motion to approve September
vouchers as presented. Raymond seconded. Carried.
MISCELLANEOUS
Jensen reported that he and Christenson attended the DATCP/DNR meeting
on September 5 at Stevens Point on policy changes (revision of SWARM,
NR243 nonpoint and related programs) for local assistance agreements
with the counties.
Christenson reported that Popple will be attending a follow up meeting
on the nonpoint program issue at Madison on October 15.
Presented LCC/NRCS memorandum of understanding agreement for LCC
signature. Raymond made motion for LCC Chairman signature on
agreement. Dull seconded. Carried.
State WLCA Annual Conference is scheduled for December 4-6 at Pioneer
Inn, Oshkosh.
Berenschot made motion to adjourn meeting at 11:55 a.m. Jensen
seconded. Carried.
