CROIX COUNTY LAND CONSERVATION/AG EXTENSION RESOURCE & EDUCATION COMMITTEE Agricultural Center, Baldwin, WI August 19, 1996 Members Present: Chris Bethke, Tom Dorsey, Vernon Dull, Art Jensen, Ron Raymond, Jim Cody Members Absent: None Staff Present: County Conservationist -Charles Christenson, County Agriculture Agent -Lee Milligan, County 4-H & Youth Agent -Kim Reaman, LCD Secretary -Arlene Lier Meeting called to order by Ag Extension Chair Vern Dull. Raymond made motion to adopt agenda. Jensen seconded. Carried. LAND CONSERVATION Christenson presented 1997 budget for review: Computer proposal - Discussed installation cost of ISDN phone line to Hudson Government Center ($12,664) versus server capacity upgrade ($21,659). Raymond commented that server upgrade for entire land information automation would cost 2.7 million dollars. LCC recommended the ISDN phone line ($12,664). Glen Hills Watershed - Engineering services - cost $1,750 to establish bench marks for survey and engineering for breach route studies. Breach route studies for flood plain zoning - 6 at $12,500 per plan _ $75,000. Warning system on Structure #2 = $13,500. Breach route studies on Structures 1, 2 and 3 should be done at one time = $37,500. Already done on 4 structures. Have until January 1999 to do Structure #3. Structure #2 has to be done now due to new house located downstream of dam. Emergency action plan will be developed from breach route studies. Dorsey made motion to adjust budget to do the three breach route studies for Structures 1, 2 and 3 ($37,500) plus structure #2 signal ($13,500). Bethke seconded. Carried. Raymond made motion recommending flood plain zoning moratorium for referral to the Zoning Committee. Cody seconded. Carried. Christenson presented LCD net budget - $156,498. This figure does not include the Glen Hills addition. Commented that Department is doing technical service for townships, villages, etc. Proposed service charge will be $22.00/hour for the time and notification be given of the charge. This proposal to be adopted for 1997. Motion by Jensen to approve the budgets as submitted, including additional Glen Hills funds of $51,750 plus $156,498. Bethke seconded. Carried. AG -EXTENSION Milligan presented the UW-Extension budget. The salary line item reflects a 5.1% increase in agent salaries, an $80/year increase in office chair salary and $245 for a faculty promotion in 1997. Agent salary increases for 1994 and 1995 were 1.9% and 0.9% respectively. A new computer is requested to replace one that is unreliable. It has been fixed many times and Computer Services staff indicate it is only a matter of time before it goes down at which time it will be unrepairable. The total operating budget is the same as 1996. Raymond moved to adopt the 1997 UW-Extension budget as presented. Dorsey seconded. Motion carried. AG BUILDING Christenson reported that building space will be a separate budget item. Projected costs are $115,998 if we move to new building and $161,255 if we stay at current building. We do not have figures yet on the actual lease costs for a new building. Dorsey stated decision should be based on which building provides better service to the public. Suggested meeting with Rich Loney (Finance Department) on the budget format. Dull made motion to adjourn meeting at 10:45 a.m. Jensen seconded. Carried. Vernon Dull Secretary By Arlene Lier
