Meeting called to order by Chairman Tom Dorsey.
Jensen made motion to adopt agenda. Bethke seconded. Carried.
Dull made motion to approve June 4, 1996 meeting minutes. Jensen
seconded. Carried.
Next meeting is scheduled for Tuesday, August 6, 1996 at 8:30 a.m.
Dorsey introduced the Kinnickinnic Watershed Project Manager, Tim Popple.
DNR
Kris Belling (Wildlife Manager) attended the meeting.
Bethke questioned procedure on car deer -kill pick up. Belling stated DNR
contracts deer kill pick up and they are to picked up within 24 hours of
being reported.
NRCS (FORMERLY SCS)
Siler handed out and discussed June activity report. There is lots of
activity for emergency haying and grazing of CRP land.
FSA (FORMERLY ASCS)
Gade reported on the agricultural marketing transition (7-year) program.
Enrollment ends July 12. Base will be lost if not enrolled by the
deadline.
RC&D
Jensen reported that there is an orientation meeting scheduled on July 8.
WEST CENTRAL AREA
All LCC members plan to attend the July 17th WLCA tour..
EDUCATION ACTIVITIES
Dana Begalke and Emily Herman (students who attended conservation camp)
attended meeting and gave reports on the camp.
A note of thanks was received from them and read by Chairman Dorsey.
Christenson read a thank you note from Ramsey Lee (first place winner
in the Poster Contest -Special Division).
FARMLAND PRESERVATION COMPLIANCE
Sander reported doing status reviews. Computer program is nearly
completed and running for control of Farmland Preservation activities.
Corn looks fairly good. He has an appointment with Lenertz concerning
program compliance. They have several fields that do not have farm
plans.
PRIORITY WATERSHED PROJECTS
Kinnickinnic - Popple reported on first technical meeting. There are
two program strategies - rehabilitation and protection. St. Croix
County area will likely be more preservation and protection of river.
At the next meeting will decide on planning process., He will take lead
right away rather than DNR staff. Will take time to choose Citizens
Advisory Committee. There are so many different groups. It is
important to get right people on steering committee. Dorsey stated
that LCC would like to know the CAC make up before finalized.
South Fork of Hay River - Kulow reported that meeting with DATCP and
DNR is scheduled for July 10 to start planning process.
The LICA (Land Improvement Contractors of America) conservation show is
scheduled for August 6 and 7, August 8 rain date.
Nothing definite yet on conservation credit initiative (alternative
type of cost share.
Lakes Cluster Project - Kling reported that Bass Lake is up about 3-411.
County Highway will be raising the road 2 feet.
July 11 - Citizens Advisory Committee meeting.
July 20 - Polk -St. Croix County Lakes Fair, Cedar Lake Community Center.
Kick-off for Horse Creek Watershed project.
July 22 - Staff meeting with DNR. Look at data to come up with nutrient
sediment reductions.
July 23-26 - Wisconsin Rural Leadership meeting, Madison. Meet with
Governor Thompson.
Applied for and received $10,000 demo grant from DNR. Signed
bioengineering project cost share agreement in April. Cost share sign-up
period ended March 27. Have filed for a variance since no one at Eau
Claire or the county noted the sign up date deadline. Having problem
With DNR Water Resources section. If issue is not resolved by staff, a
letter is to be drafted concerning the sign-up problem from Chairman
Dorsey to George Meyer -Secretary of DNR and copy to Alice Clausing-State
Senator, President of Bass Lake Association, and Kathy (Community
Assistance). This should possibly be followed by phone contact.
Christenson mentioned the Horse Creek watershed project is starting now
and the Wilson Creek project is scheduled for 1999.
GLEN HILLS WATERSHED
Christenson reported on signal problems due to hard rains. Heise plans
to seal covers and also may move sensor device. The problem with 4-
wheeler damage at Structure #6 has stopped for now.
WILDLIFE DAMAGE PROGRAM
1995 claim - Tom Dalton - Sander reported that he talked with Laine
Stowell, Bureau of Wildlife Management and can't come up "the 402 deer
per day" as Stowell used, instead it calculates out to twice that, 11804
deer per day". Staff estimated loss at approximately $1,438 using St.
Croix County procedures.
Landowner has to let us know within 14 days of start of damage. He can
only get paid for the deer damage that occurs.after he notifies us plus
for damage occurring from 14 days before notification date.
Kulow reviewed procedure used to determine crop.loss.and value.
Belling reported on phone discussion she had with Dalton regarding claim.
Sander will check with Laine Stowell on procedure if LCC and DNR do not
agree.
Chairman Dorsey said LCC will stand on opinion ($4,356.93) they have
made.
Sander called Stowell and reported: If LCC differs from state's
determination, DNR will pay landowner on the.basis of their figures
according to statute. Letter will be sent to Dalton (landowner)
informing him of appeal rights to state. .
Jensen stated that it is important to log everything with notes and
dates.
STATUS BALDWIN AG BUILDING
Gade stated that space needs information was submitted to state office
on June 22. This will be reviewed by offices of NRCS, FSA, and Rural
Development. If they concur with our needs, they will come up with
solicitation package. Should hear back about mid July and announcements
(newspaper and mailing to list of contractors) will be made after that
time. Contractors have indicated that they would need more than a month
to come up with a bid. Bottom line is "cost to locate at new site."
Time frame for completion of new building would be approximately in
April -June 1997. Boundaries are I-94 to south, 2 miles to east of
Baldwin, Highway E to north, and 1 mile to west of Hammond. Gade
commented on the condition of the roof of present Ag Building. County
will need to consider office building expense in 1997 budget. Chairmen
Dorsey and Dull are invited to attend Finance Committee meeting on
July 9.
1996 WLCA SUMMER TOUR
Heise reported that Bass Lake (watershed, proposed boat landing, concerns
with rising water, and development) has been added to the tour schedule
and "drive through development" has been deleted.
WOODVILLE RECREATIONAL TRAIL
Heise reported on the June 27th meeting. Working with Captain DeMaris of
the Army Reserve. Cost estimate of $16,000-26,000 on first bridge out of
Woodville (to hold 100 year storm). Total project would likely be set up
over 3-5 years. Must determine what is achievable in any year. St.
Croix County Sportsmen's Alliance would consider budgeting $3,600 of
county conservation aids funds toward the construction on the Woodville
trail.
MOUND DAM REMOVAL
Another public meeting (conducted by the Wisconsin Building Commission)
is being scheduled.
LCC LEADERSHIP TRAINING SESSION
Discussed the training session to be held on July 26 in Eau Claire. LCC
suggested that someone from LCD staff attend the session.
FARMLAND PRESERVATION APPLYCATIONS
Christenson reported that one application has been received at County
Clerk's Office and will be referred to LCC.
SUBDIVISION REVIEW
Heise presented information on subdivision:
Wyldwood (Town of Hudson) - Jim Rusch-Developer, Attorney Karl Yeager,
and Pat Carpenter -Engineer were present. Part of Wyldwood subdivision is
located in the well casing area. Heise is to list conditions for this
development and submit by letter to the St. Croix County Zoning office.
Cody made motion that LCC approves the plan with the proposed
conditions. Bethke seconded. Carried.
VOUCHERS
Reviewed vouchers. Bethke questioned the $500 voucher for Wisconsin
Rural Leadership Program. The $500 is training funds from DATCP 92:10
re -allocation from 1995 of $385 plus $115 of 1996 funds to be applied and
cover cost for Peter Kling. Christenson explained that it is a
University Extension sponsored program. Pete Kling has been selected as
a participant. Sponsors must be found to cover certain costs. Have
commitment for approximately $1,200 so far of $2,250 total needed. Bethke
made motion to approve July vouchers as presented. Dull seconded.
Carried.
Bethke made motion to adjourn meeting at 11:45 a.m. Dull seconded.
