Meeting called to order by Chairman Tom Dorsey.
Jensen made motion to adopt agenda. Bethke seconded. Carried.
Dull made motion to approve March 5, 1996 meeting minutes. Raymond
seconded. Carried.
Next meeting is scheduled for Tuesday, May 7, 1996 at 8:30 a.m.
DNR
Marty Engel (Fisheries Biologist) attended the meeting and reported:
Comprehensive lake survey will be done on Squaw Lake. How large is
inventory of panfish? Fishermen will be interviewed. How heavy is
harvest on Blue Gills? People are concerned about over fishing of
lakes. Will be indexing on Squaw Lake plus 3 or 4 other lakes in St.
Croix County.
As part of the Kinnickinnic Watershed Project, will be sampling (sport
fish, all fish,.and habitat assessment) about 45 sites throughout the
Kinnickinnic watershed.
Bass Lake - County is working with DNR on developing a boat landing.
High water level has resulted in need to re -design the boat landing
which was originally planned in 1994. More land was purchased so
parking area and ramp could be moved. Dock will be low maintenance.
Will work with DNR on modification of the grant.
There will be an informational meeting on Mounds Dam removal issue on
April 10 at the Nature Center in Willow River State Park. This is the
public input phase.. Issue is cost of long term maintenance versus
removal of the dam. DNR stance is to remove. Funds are available for
removal, however not funded for repair. Cost would be approximately
1.1 million for removal of dam and restoration of river channel.
Bob Hanson (Private Lands Management) reported that the idea of
antlerless deer came from Natural Resources Board, not DNR. Hanson
has been working with landowners on private lands all winter. Will be
planting warm season grasses on about 850 acres in St. Croix County.
Will be restoring 59 wetlands. They are working with FSA on CRP land
plantings, changing conservation plans from cool season to warm season
grasses.
NRCS (FORMERLY SCSI,
Siler handed out and discussed the March activity report. Plans were
written on the 20 CRP contracts that were accepted during the 13th
sign up. CRP contracts that expire this fall can be withdrawn without
any penalty or they may be extended for 1 year.
FSA (FORMERLY ASCS)
Cody reported that informational meetings on the 1995 Farm Bill are
scheduled: April 22 - New Richmond Civic Center and the Glenwood City
Community Center, April 25 - Baldwin Community Center.

WEST CENTRAL AREA
No report.
EDUCATION ACTIVITIES
Sander reported that there are two applicants for the conservation
camp which will be held on June 11-14.
Kling reported that he and Kulow had taught classes on priority
watershed projects at the New Richmond High School.
Kling and Kulow had a booth with information on watershed issues at
the Sportsmen's Show in New Richmond.
Christenson commented that a Main Street group in River Falls is
concentrating on water quality education including effect of runoff
from streets. One project tentatively planned is to paint warning on
street storm drains pointing out "oil and other waste should not be
poured down these drains".
FARMLAND PRESERVATION COMPLIANCE
Sander reported that Jeff Wagner and Lenertz Farms are out of
compliance. Jensen requested information be sent out before meetings
explaining why landowners are out of compliance. Discussed problem
with Lenertz Farms which pertains to Farmland Preservation. There is
also an NR243 notice issued to Lenertz Farms which is a separate issue
from the Farmland Preservation compliance.
PRIORITY WATERSHED PROJECTS
Kinnickinnic - Christenson reported on staff meeting held at UW-RF to
discuss monitor work scheduled and to meet some of the different
people and organizations who might be involved. Another meeting will
be held in April to update plans.
The approved budget is approximately $40,000 for Pierce County and
$89,350 for St. Croix County (salary and fringe support expense
$72,900, program cost $12,650, I&E $3,000 = $89,350 total). Staff
hiring will occur after document is signed. Tentative scheduler
Announcements in April, interviews in early May, and start date
approximately June 1.
Raymond made motion that LCC approves and authorizes chairman's
signature on Local Assistance Agreement. Jensen seconded. Carried.
Ken Schreiber (DNR-Eau Claire) plans to attend the May LCC meeting to
give update on where project is at this point.
South Fork of Hay River - Kling reported for Kulow: They.are getting
ready for summer demo projects and completion of the planning phase.
Mike Kinney was unable to attend meeting concerning Landowner
Incentive Program.
Lakes Cluster Project - Kling reported that detailed riparian
inventory is being done using digitized photographs. Water samples
have been done on Squaw Lake dry run.
Zoning Administrator Tom Nelson attended the March Citizen's Advisory
Committee meeting regarding Perch Lake issue.. Next meeting scheduled
for -April 11.
GLEN HILLS WATERSHED
Christenson reported annual inspection date set for Tuesday, April 30.
Also discussed the planned repair of structure 1 and contract
amendment.
WILDLIFE DAMAGE PROGRAM
Plan of Administration Sander reported that the proposed plan, which
was forwarded to DNR for their approval, has not been returned as yet.
KINNICKINNIC YOUTH FOREST - TOWN OF KINNICKINNIC PROPOSAL
On site viewing of property is scheduled for April 9, 1:30 p.m. Leave
from Baldwin office at 1:00 p.m.
STATUS BALDWIN AG BUILDING
Ag building status will be discussed further during afternoon Ag
Extension committee meeting.
1996 WLCA SUMMER TOUR
Heise handed out and explained the preliminary tour (July 17)
schedule.
WOODVILLE SNOWMOBILE TRAIL
Heise reported on status of the trail development. DNR grant - get
detailed plan done. Art Jacobson should be kept informed.
FARMLAND PRESERVATION APPLICATIONS
New contract application was presented for Arnold & Bernice Berger
(Town of Eau Galle). Bethke made motion that LCC recommends approval
of the new application for Berger to County Board and forwarding to
state. Jensen seconded. Carried.
SUBDIVISION REVIEW
Heise presented information on subdivisions:
Durning & Lewis (Town of St. Joseph, Sec. 25 & 36) - Jensen made
motion that LCC recommends the stormwater and erosion control plans
are acceptable for this development. Bethke seconded. Carried.
Country Oaks (Town of Troy, Sec. 21) - Jensen made motion that LCC
recommends the stormwater and erosion control plans are acceptable for
this development with one condition: Define seeding time line, dates
seeding is to take place, dates of temporary seeding if permanent
seeding cannot be completed within the construction year.
Dull seconded. Carried.
Wyngate (Town of Troy, Sec. 21) - LCC questioned whether driveway to
lot 1 could present safety issues? Refer back to staff to determine
other accesses to lot 1.
Mallard Run (Town of Star Prairie, Sec. 4) - Existing 15" road culvert
under 110th Street should be increased in size to handle the
additional runoff from this development.
Grade on driveways could present safety issues. Recommend developer
install all driveways. on lots 3,5,8,9,10,11,12, & 13 and shared
driveway to lots 14 & 15.
Engineer recommended that each individual lot may need an erosion
control plan. Who is going to monitor enforcement?
Raymond made motion to. decline approval until there is an integrated
plan. Bethke seconded. Carried.
VOUCHERS
Reviewed vouchers. Bethke asked for explanation of the $3,280 payment
for Bass Lake boat landing drawings. Bethke made motion to approve
April vouchers as presented. Jensen seconded. Carried.
Jensen made motion to adjourn meeting at 11:25 p.m. Raymond seconded.
Carried.
