March 5, 1996 Members Present: Chris Bethke, Jim Cody, Tom Dorsey, Vernon Dull, Art Jensen, Ron Raymond Members Absent: None Staff Present: County Conservationist -Charles Christenson, Technician -Bob Heise, Farmland Preservation Technician -David Sander, Lakes Cluster Project Manager -Peter Kling, South Fork Project Technician -Kyle Kulow, Secretary - Arlene Lier others Present: Dick Gade-FSA, Pat Collins-DNR, Lee Milligan-UN-EXT, Dave Fodroczi-County. Planning Dept., Gerald Larson -Chairman -Town of Kinnickinnic, Tom Dalton, Martin Granica Meeting called to order by Chairman Tom Dorsey. Jensen made motion to adopt amended agenda. Raymond seconded. Carried. Dull made motion to approve February 6, 1996 meeting minutes. Bethke seconded. Carried. Next meeting is scheduled for Wednesday, April 3, 1996 at 8:30 a.m. DNR Pat Collins (Hydrogeologist-Solid Waste) reported for various DNR staff. Forestry - Tree planting plans are being made for coming year. Fisheries - Marty Engel has been named Fish Manager of the Year - nominated by Trouts Unlimited. Wildlife - Metro unit designation proposal has been approved by the Natural Resources Board. Metro unit (60M) includes area west of Highway 65. Old unit 60 is now 60B. Recommended quotas were set on February 28: 700 - Unit 60B, 800 - Unit 60M. Discussed problem with heavy deer population in Willow River State Park. Suggested talking to legislators about problem. Announced that an awards luncheon will be held at noon for Ron Roettger of Star Prairie, 1995 recipient of the Western Wisconsin Natural Resources Award - nominated by Baldwin DNR office. The regional biosolids facility is being constructed in the Village of Ellsworth. Municipalities will be taking their sludge there to be treated. Twin Lakes Study - Ken Schreiber of District Office -Eau Claire is conducting a study. Monitoring is continually being done for phosphorus. Recent informational meeting explained possible alternatives such as taking west lake and making into fishery, and leaving the east lake as a wetland. Once the Kinnickinnic watershed inventory gets started, all lands around the lake would be done to try and determine where phosphorus is coming from. NRCS (FORMERLY SCS) The February activity report was handed out. FSA (FORMERLY ASCS) Gade reported that the House has passed the new Farm Bill. Will go to committee to work out differences and will then go back for approval. Seven year freedom to farm will probably go through. If it does pass, there will be a goal of 7 years to phase out farm subsidies. The House version did include some CRP. Will probablysee a new sign up (and retention) on more critical sites and also an early release option on some contracts. Office reorganization - He and Linda Paul are being.cross trained on ag lending - financial analysis of farm and home plans. When FmHA split, the ag lending (RECD) consolidated with FSA. RC&D No report. WEST CENTRAL AREA No report. EDUCATION ACTIVITIES No report. FARMLAND PRESERVATION COMPLIANCE No report. PRIORITY WATERSHED PROJECTS Kinnickinnie - Sander reported that a budget has been developed and submitted to DNR for approval. Ken Schreiber (DNR-Eau Claire) sent out letter explaining monitor system. He could not attend this meeting. Will attempt to arrange his attendance at a future meeting. South Fork of Hay River - Kulow reported that barnyard inventories are completed except for 15 due to not receiving permission to get on the property. Pilot Program - The conservation credit program is an alternative to cost share. Major benefit is rewarding farmers for doing a good job. Requirements to participate would be soil conservation plan and a 590 plan (nutrient management). Payment would be on a per acre basis instead of cost share. Legislative action is needed for us to participate in this program (funding). LICA project - Tentatively scheduled for first week in August. Need $20,000 worth of work scheduled to come into area. Have about $15,000 so far. Practices that will be installed this summer will be demonstrative type practices. Lakes Cluster Project - Kling reported that the project is going well. Also stated that he has been selected as a member of the Wisconsin Rural Leadership Program for a 2-year term.. The program was developed with support from the Kellogg Foundation. GLEN HILLS WATERSHED Date for Inspection - Annual inspection date set for Tuesday, April 30. Leave Baldwin at 8:30 a.m. and meet in Glenwood City at 9:00 a.m. WILDLIFE DAMAGE PROGRAM Plan of Administration - Sander reported that the proposed plan has been forwarded to DNR for their approval. Tom Dalton - Kulow explained Dalton's claim for deer damage on two fields of corn. Damage was first reported to the DNR (rather than LCD) office on October 20. LCD received report on October 24, first farm appraisal visit was on November 6, but visited the "wrong" Dalton farm. Appointment was re- scheduled on that date and field visit occurred on November 10. One of the two fields had already been harvested before the appraisal occurred. Damage claims must be reported to LCD within 14 days of the time damage first occurs and are subject to a $250 deductible and a $5,000 maximum. Dalton has been involved in this program in 1990, 1991, and 1992. Recommended payment on the 14.6-acre field using 122.8/bushel figure, but no. payment on the 50-acre field that was harvested. Take 2.5% off total for coon and corn borer damage. Dalton stated that it would have made a difference if contact had been made at the time of his contact (October 20). Claim on the 50-acre field that was harvested would be $3,991 (20% damage on 122.8 bushel yield). Sander stated that abatement must be used first before damage claims are considered. Cody made motion that wildlife damage claim be paid to Tom Dalton in amount of $4,352.80. Bethke seconded. Carried. SOLID WASTE/RECYCLING ISSUE DISCUSSION Dave Fodroczi reported: Since the service agreement with ARR has been terminated through bankruptcy process, what committee should be responsible for waste management? County has experienced no challenge from Prudential Insurance who holds the mortgage through bankruptcy court. Waste Management Committee felt that solid waste management was the key ingredient to their work plan. The status of that standing committee should be revoked. The 3 committees that were given some consideration for discussion: Planning & Development (originally involved with), Transportation, and Resource & Education (Ag Extension or Land Conservation). Traditionally Resource & Education Committee has cooperated in many respects with education and public service which waste management includes. Administration Committee concurred that waste management policy responsibilities should be transferred. Resolution was drafted and cover memo prepared by William Oemichen, Administration Chair, addressed to Chairs: Einar Horne (Waste Management), Dull (Resource & Education), Dorsey (Planning & Development), and George Sinclear (Transportation). Fodroczi read resolution establishing new committee which will be brought to County Board on March 19. Dorsey questioned whether there would be a change in Solid Waste Coordinator's job description. Recycling Specialist position is grant funded (yearly).. Recycling grant covers temporary clerical help. Eight communities chose to be their own responsible units and administer their own grant funds. Solid waste is now taken to 3 landfills (2 of them are Rice Lake and Ladysmith areas). What would problem be with putting it under these committees? Resource & Education Committee is not against accepting responsibility for waste management. Dorsey commented that preference would be that it be under Ag Extension. KINNICKINNIC YOUTH FOREST - TOWN OF KINNICKINNIC PROPOSAL Gerald Larson, Chairman -Town of Kinnickinnic inquired about 5 acres of the 80-acre parcel for town hall site and the rest used for a park. Bethke commented that it was a good idea as we could use more parks in county. Dull agreed with the 5 acres but would have to think about the others. Jensen felt we should refer to outcome of land request from fair grounds. Cody felt the need for 5 acres. Current town hall has approximately 1/4 acre. Raymond - 5 acres would be enough for town hall, but there are many unanswered questions. Dorsey said Committee would work with Larson. LCD staff will look at the forest land and advise. STATUS BALDWIN AG BUILDING Ag building status will be discussed further during afternoon Ag Extension committee meeting. 1996 WLCA SUMMER TOUR Heise stated that St. Croix County will host the summer tour. Discussion on suggested places to view on the tour. Tentative tour schedule: Registration and business meeting at Government Center, tour trout farm at Star Prairie, Junker's landfill, subdivision (perhaps Tanney Ridge) showing all stages of development, and lunch at the Heritage House in New Richmond. LCD staff to handle tour arrangements. WOODVILLE SNOWMOBILE TRAIL Heise reported on Art Jacobson's interest in developing the trail. He and Joe Grant plan to assist Jacobson by discussing this subject. FARMLAND PRESERVATION APPLICATIONS New contract application was presented for Randy & Judith Peskar (Town of Emerald). Bethke made motion that LCC recommends approval of the new application for Peskar to County Board and forwarding to state. Jensen seconded. Carried. SUBDIVISION REVIEW Heise presented information on the Grange Valley Subdivision located in Sec. 15, Town of Hudson. Two ponds should be constructed according to design. Proposed ponds need dimensions located on plat. Also recommended that road be constructed to property edge so culvert is installed. Water should be handled according to LCD requirements. Jensen made motion that LCC approves the plan with conditions that the items stated be completed. Bethke seconded. Carried. VOUCHERS Reviewed vouchers.
