MINUTES
December 18, 1996 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency Government;
Bill Hawley, Baldwin Bulletin; John Mortensen, Charles Mehls and Arthur
Jacobson, County Board; Craig Olson, State Emergency Response Board
(SERB); Lee M. Cooper, WITC; David Hausman, DNR; Bruce Brantner,
Emergency Communications; and Rick Huston, Woodville EMS.
The meeting was called to order at 1:10 p.m. by Acting Chairman
Jacobson. The agenda was approved on a Hawley/Mehls MOTION. The
10/16/96 Minutes were approved on a Mortensen/Hawley MOTION.
UNFINISHED BUSINESS
1.. 1997 State Training Funds and Grants
Colvard stated that a total of $41-$42,000 has been awarded to St.
Croix County in 1997 through State funding and other grants
including EMA (Emergency Management Assistance), SARA (Superfund
Amendment and Reauthorization Act) and HMEP (Hazardous Materials
Emergency Preparedness). These grants pay for training as well as
planning for emergencies in St. Croix County. Classes to be funded
by the HMEP and State grants include: Hazmat (Hazardous Materials
Awareness, Hazmat Awareness Refresher, Hazmat Operations, Hazmat
Operations Refresher, Hazmat for EMS (Emergency Medical Services),
NFA-ICS (National Fire Academy -Incident Command System), Hazcom
(Hazardous Communication) and ICS for EMS (Incident Command System
for Emergency Medical Services).
2. Form for Businesses and Industry
Colvard reported that the form approved by the Committee at the
October meeting was presented to and approved by the County Board
of Adjustments. This form was designed to let the LEPC know when
a new business has chemicals on site that they may need to plan for
or report under the federal EPCRA (Emergency Planning and Community
Right -To -Know Act). Olson stated that current companies using or
adding a new chemical need to report that within 90 days to the
SERB (State Emergency Response Board), in order to comply with
State and federal laws. Huston stated that he needed to know what
chemicals are on hand at local companies in Baldwin, Woodville,
Hammond and Wilson as he is the fire inspector for those
communities. A copy of the County planning and reporting
facilities will be sent to him, as well as copies of the new EPCRA
Reporting Form approved by the Board of Adjustments.
NEW BUSINESS
1. LEPC Advisory Committee Questionnaire
A questionnaire sent out by the SERB dealt with the issue of
eliminating the LEPC Advisory Committee. Olson stated that this
issue was tabled by the SERB until the LEPC Conference, which is to
be held in April, 1997. Per Olson, the LEPC Advisory Committee
was originally set up to inform the SERB of ongoing issues and to
provide feedback. At present the SERB may not be getting
information from all counties and changes may need to be made.

2. 1997 SARA Computer Grant
a. CAMEO (Computer Aided Management of Emergency Operations)
Software - An update of this software will be sent to this
office free of charge from the U.S. EPA (Environmental
Protection Agency) and the National Safety Council.
b. Mapping Software - CAMEO software includes mapping
software, but its main focus is on chemical spills and
facility information. Olson spoke about a new software
program that will print a detailed map of any zip code called
"Street Atlas". Per Frank Ivy this is available at Walmart.
Hausman next spoke about the GPS (Global Positioning
Satellite) mapping system he has used at the DNR's Eau Claire
office. After discussion, a Mehls/Huston MOTION was approved
that this office purchase the "Street Atlas" software program.
C. EAS (Emergency Alert System) Equipment - Due in large
part to Colvard lobbying at the SERB, this equipment can now
be funded under the SARA Computer Grant in all Wisconsin
counties. (This equipment is an improved version of the EBS
(Emergency Broadcast System] and is required at all radio and
television stations in 1997).
d. Communications Center Equipment - The Emergency
Communications Center is eligible for funding under the SARA
Computer Grant. Brantner would like to purchase two PC's with
CD ROMs and upgrade to 21" monitors, using this grant in 1997.
3. Membership
Colvard passed around an attendance chart showing that some members
have attended few meetings over the past two years. The Committee
feels it is important that Committee members are willing and able
to serve. A Cooper/Mehls MOTION was approved that the Committee
send a letter out to members who have not been attending to
a) resign, b) send an alternate (if unable to attend), c) attend,
or d) recommend a replacement.
4. Plans Submitted for the Ouarter
The following off -site facility plans have been updated this
quarter:
1) Farmers Co-op Fertilizer Plant -Baldwin
2) Foremost Farms USA Co-op - Wilson
3) Baldwin Feed & Seed Co. - Baldwin
4) Fairest Made Foods, Inc. - Baldwin
5. Determination of 2nd Quarter (FFY 1997) Exercise Location
Per Colvard one functional exercise is required per year to qualify
for SARA funding.. January through March is the best time of year
to hold 4n exercise as more personnel are available. A preliminary
or tabletop exercise must also be held as a prerequisite of a
functional exercise.

Discussion followed concerning correlating the exercise to training
being redeived by responders and on past exercise locations. Olson
also spoke regarding the importance of knowing what emergency
functions the exercise would "test". A Cooper/Hawley MOTION was
approved that the Committee hold a tabletop exercise sometime in
January through March in the United Fire District, with Hudson as
an alternate site. Mehls, Mortensen and Cooper will be on the
Exercise Committee and come up with a site before the end of
January.
6. Public Comments
Colvard spoke about his concern regarding fireworks sales and
storage in St. Croix County and the lack of planning for those
businesses as well as for those using explosives. Olson stated
that those businesses fall under the jurisdiction of the BATF
(Bureau of Alcohol, Tobacco and Firearms). Per Olson it would be
unwise for too many people to know the storage locations of
explosives and fireworks due to the potential for vandalism.
Colvard stated that he and Cooper are working on a proposal to
develop an Associate Degree program at WITC in Emergency
Management. Currently there are no Bachelor's or Associate level
training• programs available, only a Master's level program in Risk
Management at UW-Stout.
A full page ad in the 12/3/96 Baldwin Bulletin newspaper featuring
Winter Awareness and safety was shown to the Committee.
Ken Weiske at Farmers Co-op in Baldwin will host the February LEPC
meeting.
