LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
August 28, 1996 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency Government;
John Borup, Health and Human Services; George Hayducsko, Planning; Bill
Hawley, Baldwin Bulletin; Ken Weiske, Farmers Co -op -Baldwin; John
Mortensen, Charles Mehls and Arthur Jacobson, County Board; Daniel J.
Fedderly, Highway Department; Richard Huston, Woodville EMS & Fire; Doug
Van5omeren, Kolpak; Patrick J. Collins, DNR; and Sheila Harsdorf, State
Representative.
The meeting was called to order at 1:00 p.m. by Acting Chairman
Jacobson. The agenda was approved on a Hawley/Mortensen MOTION. The
6/19/96 Minutes were approved on a Mortensen/Mehls MOTION.
The next meeting will be held October 16th at 1:00 p.m.
Rick Huston, newly appointed member of the LEPC, introduced himself to
the Committee. Patrick Collins also introduced himself as representing
the DNR.
UNFINISHED BUSINESS
1. Closeout of 1996 SARA Computer Grant
Colvard spoke regarding the new equipment that was purchased in
this department through the 1996 SARA Computer Grant. Bills have
been received and paid. 80% of the total expenditure, $1982, has
been submitted to the State for reimbursement under the grant.
2. Update on Non -Compliant Facilities
Colvard reported that there are three remaining non -compliant
facilities in the County. This office sent the State a letter on
6/3/96, identifying these non -compliant facilities. To date, no
response has been received from the State. A Mehls/Harsdorf MOTION
was approved that the LEPC send a letter to the SERB (State
Emergency Response Board) inquiring as to the status of the three
remaining non -compliant facilities in St. Croix County.
3. Update on Status of Training Classes Funded Through State Grants
Through State funding and a Hazardous Materials Emergency Planning
subgrant, 465 County, municipal and emergency response personnel
have received various training dealing with hazardous materials.
Three additional hazmat (hazardous materials) classes sponsored by
the Emergency Government Office were also presented. Total
enrollment for these classes was 39 students.
Jacobson brought up the fact that local agencies can save a lot of
money by arranging hazardous materials classes through the
Emergency Government office, which in turn works with WITC and
other training sources.
A Weiske/Mortensen MOTION was approved that Colvard apply for the
1997 State grant for funding courses to local police, fire, EMS and
government employees.

4. Pilot Project - Farm Outreach
Colvard explained the pilot project to all Committee members. The
project involved a local Co-op handing out brochures to farmers
purchasing pesticides, to be filled out and returned to this
office. To date, the results of the project have been very
disappointing. There was concern by the Committee as to whether or
not the Co-op had distributed all of the materials. Colvard will
attend a State planning meeting at Spooner on 9/27/96 to evaluate
this pilot project.
Discussion followed regarding federal guidelines for the reporting
of granular pesticides. Harsdorf stated she believes the focus for
reporting of pesticides should not be at the farm level. Fedderly
stated that the EPA (Environmental Protection Agency) has an
obligation to clarify statements made in the "List of Lists", an
EPA publication. Colvard volunteered to call the Federal EPA
Hotline in Chicago for clarification of the federal guidelines on
granular pesticide reporting.
NEW BUSINESS
1. 1997 HMEP (Hazardous Materials Emergency Planning) Training Sub -
Grant
Colvard stated we have applied for $4400 in funding through this
grant for 1997. This amount applied for is 10% of the total State
grant monies available.
2. Plans Updated this Quarter
To date the following off -site facility plans have been updated
this quarter:

sent
to the facility for review and approval.
3. Spills Reported to the LEPC Committee or Emergency Government
The following spill/release reports have been received since our
last LEPC meeting:
1) On 08/05/96, 4:00 a.m. at Mathy Construction; 1500 gallons hot
asphalt dumped in diked area. Per Collins, Mathy Construction
is able to dispose of so many pounds of contaminated soils,
such as diesel fuel spills, per year.
No report was ever received on the 5/19/96 spill in Glenwood City.
Fedderly stated that spill may have been reported to the Department
of Agriculture and/or Dunn County.

Per Colvard, a State DHSS (Department of Health and Social
Services) survey showed that St. Croix County had four non -
petroleum based hazardous material spills in 1995. In 1995,
Wisconsin had 413 victims of hazardous material spills. The number
of victims has increased every year since 1990.
4. Public Comments
Colvard passed around copies of the computer survey he and Frank
Ivy filled out. He will be sending that survey on to the State.
Colvard next spoke about an ammonia spill that occurred due to
vandalism at Cenex in Chetek.
Hayducsko addressed the Committee on the upcoming Ag Clean-
Sweep/Household Hazardous Materials collection date. This will be
held on Saturday, 9/21/96, from 9 a.m.-2 p.m. at three locations.
The drop-off/collection sites are at the Hammond Highway
Department, the Hudson Highway Department (on Highway 12 close to
Norlake) and at the City Garage in New Richmond. Household,
agricultural, and small quantity generator waste will be collected.
Persons bringing agricultural and generator waste must call Jim
Janke at 684-3301 or 425-4080 before 9/17/96 to pre -register.
Hayducsko then asked for volunteers to hand out information and
direct traffic at the Hudson and New Richmond collection sites.
Colvard, Benson and Brantner have volunteered to assist.
Mehls spoke regarding the Wisconsin Central Railroad track being
"bowed" and needing repair in New Richmond. Also discussed was the
CAMEO (Computer Aided Management of Emergency Operations) computer
program and its possible use for chemical plume determinations.
The Emergency Government Office will be getting an updated version
of CAMEO in 1997 and would be able to do plume mapping. Some
hazardous material equipment (such as absorbent material, booms)
may be funded for local agencies under a grant. This would be
coordinated by Colvard.
Mehls also spoke regarding the need for a form for new businesses
in the area to fill out regarding their use of hazardous chemicals
or materials. Colvard will get forms used by other counties and
make up a sample form for this Committee to review.
