CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES June 19, 1996 Meeting Those present included: Pam Benson, Emergency Government; Frank Ivy, Ayres Associates; Bill Hawley, Baldwin Bulletin; Ken Weiske, Farmers Co -op -Baldwin; John Mortensen and Arthur Jacobson, County Board; Dan Smith, Hudson Fire/Bay West; Steve Schofield, Highway Department; and Sheila Harsdorf, State Representative. The meeting was called to order at 1:00 p.m. by Chairman Ivy. The agenda was approved on a Weiske/Smith MOTION. The 4/17/96 Minutes were approved on a Jacobson/Hawley MOTION. The next meeting will be held August 21st at 1:00 p.m. UNFINISHED BUSINESS 1. Wisconsin Emergency Management Association (WEMA) Conference Comments Benson and Mortensen spoke regarding the WEMA Conference held at the Hudson House on May 16 and 17. Conference introductory statements were given by Bob Boche, Sheila Harsdorf, Cathy Morris (Hudson City Council) as well as Major General Berard, and Steve Sell from the State Division of Emergency Management. Five main presentations were held, including the Weyauwega train derailment, the Stella Cheese Plant fire, the GPS (Global Positioning System), the EAS (Emergency Alert System) and the Internet. 2. Policy for Submission of Non -Compliant Facilities to the State Discussion was held on proposed changes to LEPC Policy Sections 311 and 312, namely adding part IV. Identification of Reporting/Non- reporting Facilities, A through E. These proposed additions mainly deal with internal policy, such as dates for sending non-compliance letters to facilities and dates after which those facilities would be reported to the State for not reporting their hazardous materials. After discussion, a Smith/Mortensen MOTION was approved that the Committee adopt the changes to LEPC Policy Sections 311 and 312. Benson read a letter to the Committee which was sent to the State Compliance Specialist on June 3 regarding seven local facilities that may'not be in compliance with reporting requirements. 3. Update on Training Classes Funded Through State Grants Per Colvard's report, St. Croix County has been allocated approximately $10,550 by the State (from two grants) for training in 1996. These State grants were to fund 21 courses. To date, 18 courses have been presented with 403 students attending them. Seven non -funded courses have also been presented or set up by the Emergency Government Office in St. Croix County. They were: 2 Skywarn/Severe Weather classes, a Hazardous Materials•. Awareness level class, and 4 First Aid classes for St. Croix County employees. These 7 non -funded classes were attended by 140 persons. St. Croix County LEPC, cont. Nomination and Election of Committee Chairperson and Vice Chairperson Hawley made a MOTION that the Committee continue with the same Chairperson and Vice Chairperson. Schofield stated that Fedderly declined to run as Vice Chairperson due to time constraints. MOTION withdrawn. A Hawley/Weiske MOTION was then made to nominate Ivy as Chairperson. No other nominations were made. Following that, a Weiske/Smith MOTION was approved that nominations be closed and the Committee cast a unanimous vote for Ivy as Chairperson. A Harsdorf/Weiske MOTION was made nominating Smith as Vice Chairperson. No other nominations were made. Following that, a Jacobson/Hawley MOTION was approved that nominations be closed and the Committee cast a unanimous vote for Smith as Vice Chairperson. 2. Introduction of New Committee Member The new Committee member was unable to attend today's meeting. Mortensen stated that another Committee member will be retiring soon and will need to be replaced, also. 3. Plans Updated This Quarter Benson reported that 6 facility plans have been updated this quarter: 1) Farmers Union Co-op Oil Company -New Richmond 2) A T & T-Hudson 3) Ameritech -Hudson 4) Fleet Farm -Hudson (final update) Less hazardous materials are on -site. 5) Farmers Union Co-op Oil Company -Roberts 6) Four Seasons FS, Inc. -Hammond (Fithian Street location) (final update for this site, also) The County -Wide SARA (Superfund Amendments and Reauthorization Act) Plan was also updated this quarter. 4. Spills Reported to the LEPC Committee or Emergency Government as of 611196. The following spill/release reports have been received this year: 1) 1/25/96 at Twin Cities East Truck Stop; 500 gallons diesel 2) 3/25/96 on I-94 at milepost 1, Eastbound; 100 gallons diesel 3) 3/25/96 at Glenwood City; vehicle fire with sodium hypochloride, potassium hydroxide and iodine complex on vehicle. Unknown amount of spillage. 4) 3/26/96 at 100th St & Highway 64; 40 gallons diesel 5) 3/27/96 at River Falls facility; 50-75 gallons foam flush St. Croix County LEPC, cont. Minutes, 06/19/96 Page 3 6) 5/17/96 on Hudson I-94 Bridge milepost 275 Eastbound; 120 gallons diesel A committee member asked if we had received information on an unconfirmed report of a spill on 5/19/96 in Glenwood City which involved a semi -load of liquid nitrogen fertilizer. Discussion then followed on spill reporting requirements and on spill containment on the Wisconsin side of the Hudson I-94 Bridge. 5. Public Comments Harsdorf told the Committee to bring any comments or issues we have up to her. Harsdorf also stated the importance of keeping in mind the purpose of Emergency Government, which is to keep people safe from public dangers or threats. Discussion followed on State Level A and B Hazardous Materials Teams. Smith stated that A Teams are equivalent to the CAT (Chemical Assessment Teams) that Minnesota has. Smith also stated the main difference between A and B teams is the suit worn by the responders, the A suit being completely encapsulated, with no outside air entering. Also discussed were liability and workman's compensation issues for A versus B Teams. ANNOUNCEMENTS AND CORRESPONDENCE Adjournment The meeting adjourned at 2:10 p.m. on a Smith/Mortensen MOTION.
