MINUTES
February 28, 1996 Meeting
Those present included: Jack Colvard and Pam Benson, Emergency
Government; Frank Ivy, Ayres Associates; Barbara Nelson, Public Health;
Lee M. Cooper, WITC; Bruce Brantner, Emergency Communications; Bill
Hawley, Baldwin Bulletin; Ken Weiske, Farmers Coop -Baldwin; Chuck Mehls
and Arthur Jacobson, County Board.
The meeting was called to order at 1:04 p.m. by Chairman Ivy. The
agenda was approved on a Jacobson/Hawley MOTION. The 10/18/95 Minutes
were approved on a Jacobson/Nelson MOTION.
The next meeting will be held April 17th at 1:00 p.m.
UNFINISHED BUSINESS
1. Report on New Richmond Tabletop and Functional Exercises
Mehls spoke regarding the New Richmond exercises. He stated that most
departments invited did participate in the exercises. Ron Kasperski,
from the State Division of Emergency Government, came and acted as a
mediator. Much was learned at the exercises by all participants. All
agree that in -place sheltering would be safer for the residents. Two
concerns that were brought up after the exercises were the safety of
vital records and the chain of command if the incident commander was no
longer able to be in charge. The issues of additional training and
planning were discussed.
2. Bylaws and Policies
Changes recommended by the sub -committee on By -Laws and the Section 304
Policy, were approved on a Cooper/Colvard MOTION. The balance of LEPC
policies remained intact with no changes: Procedures for Establishing
311 and 312 Files, Procedures for Receiving and Processing Public
Requests, Procedures for LEPC Notification of a Release, and Procedures
for Review of HazMat Response Expenditures.
NEW BUSINESS
1. Adopt New LEPC Inspector Policy
Colvard stated that Ivy received his credentials as a SARA compliance
inspector effective November 9, 1995. Ivy was appointed the authorized
LEPC inspector for St. Croix County on a Mehls/Cooper MOTION. The
State's policy for SARA compliance inspections was adopted on a
Weiske/Hawley MOTION.
2. Inspector Report
Ivy reported that he has visited several facilities in the area and has
also gone to three new planning facilities at local farms. There will
be a new planning facility in Hudson soon. Another facility was visited
and given assistance in filling out their Tier 2 reporting forms (for
hazardous materials).

3. Member Resignation
Leon Pettee resigned as of 11/1/95 from the LEPC. Discussion followed
regarding having another EMS person on the LEPC. Jacobson will be
talking to a person that may be able to become a member of the LEPC.
4. Hazardous Materials Grants
A total of nearly $30,000 in grant monies from five separate grants has
been approved for St. Croix County. This grant money will pay for
training classes for local Police, Fire, and EMS departments. One grant
is for computer equipment for the Emergency Government and Emergency
Communications Department, over the next five years. The Computer Grant
is an 80/20 grant, with 80% of funds being provided by the State.
4a. SARA Grant
The SARA Grant is $16,649. This grant pays for administration costs
associated with the operation of the LEPC.
4b. SARA Computer Equipment Grant
The SARA Computer Equipment Grant is $2,000 for FFY 1996.
4c. HMEP Training Grant
The 1996 HMEP Training Sub -Grant was approved for $2,389. This grant
will cover the costs for the following courses:
(2) Incident Command System for EMS courses
Unlimited Awareness Refresher classes
(2) Operations Refresher courses
(4) Hazardous Communication (HazCom) courses
(1) CAMEO/ALOHA course
4d. HazMat Training - State Funding
The 1996 Hazmat Training Grant received in St. Croix County is for
$8,164.40. This grant will cover the costs for the following training
to be offered:
(1) NFA-ICS (Fire Service) course
(2) Hazardous Materials for Ambulances courses
(2) Hazmat for Hospitals courses
(3) Operations Level 1 courses, (including Awareness)
(2) Operations Level 2 courses
(2) Incident Command System (ICS) for Law Enforcement courses
4e. SARA Pilot County Grant
A sum of $300 has been requested and approved by the State to cover
outreach expenditures incurred under the SARA Pilot County Outreach
Program.
5. SARA Plans Updated
The following SARA off -site plans have been updated since our last LEPC

City of River Falls Well #5, New Richmond City Pool, Hudson Wells #3,
#4, #5, #6, and #7, and the Hudson Wastewater Treatment Plant plan.
6. SARA Pilot County Farm Outreach
St. Croix County and Dane County, Wisconsin were chosen for a pilot
agricultural outreach program. This program is for educating and
informing farmers of the SARA requirements for reporting hazardous
materials they may use. Cenex in New Richmond agreed to be the pilot
facility in this County. Cenex will be handing out brochures to farmers
purchasing more than the threshold amount of extremely hazardous
materials. Cenex held an open house on February 21, 1996 at the New
Richmond Armory. Jan Grunewald from the State Division of Emergency
Government, Benson and Ivy from this County manned the booth to get the
word out to farmers about planning for hazardous materials on their
farms, both for liability and for the safety of emergency responders.
7. New Farm Planning Facilities
The following are new planning facilities (which are farms) for St.
Croix County: Henderson and Erickson Farm - New Richmond, Ken -Rich
Farms -Baldwin, and Jon -De Farm, Inc. (2 locations) - Baldwin.
8. Public Comments
Colvard stated he held an Awareness Refresher class on February 26, 1996
at New Richmond. Other classes to be held include an Operations
Refresher class March 8th at River Falls and an ICS for Law Enforcement
class to be held April 1 and 2 at the Government Center in Hudson.
Colvard spoke about the Oconto County, Wisconsin incident where a cheese
factory had a serious hazardous materials accident where a 4,000 pound
anhydrous ammonia tank blew up, necessitating an evacuation. Also
discussed were the many recent railroad incidents involving hazardous
materials.
ANNOUNCEMENTS AND CORRESPONDENCE
Ivy spoke regarding the letter he sent on behalf of the LEPC to the
State Lieutenant Governor regarding retaining the State Emergency
Response Board and the reply we received from the Lieutenant Governor.
