Motion by Kellaher to accept minutes of previous meeting as mailed; Second by Richie; carried unanimously. DATE OF NEXT MEETING set by Chair Ray Mealey for Wednesday, October 23, 1996 at 2:OOpm in the Board Room of the Human Services Complex. A FUTURE MEETING WILL BE SCHEDULED FOR WEDNESDAY, FEBRUARY 19TH AT 2:OOPM. If there are any issues that need to be taken care of before February 19, please contact Ron Lockwood or Ray Mealey to schedule a meeting. UNFINISHED BUSINESS: Long Term Care Redesign: Handout from Ron Lockwood related to proposed changes in LTS Redesign. Much discussion relating mostly to the unknown. Objectives are to have a Plan completed by April 1997 and full implemented by the year 2000. The discussion and questions will continue at future meetings and Ron Lockwood will keep this committee informed. 1997 Budget for LTS Programs in St. Croix County: It appears that the LTS Budget request for 1997 has been approved. There has been no request for cutbacks and the request was for the same amount of county levy dollars as 1996. We will know for sure after the finance committee's approval. NEW BUSINESS: Variance and Purchase Requests: NONE LTS Planning Committee Meeting Page 2 September 25, 1996 Financial Report: All programs are within budget limits. Waiting Lists: COP-19, CIP1 B-44, CIP2/COPW-15, FSP-46, ALZ-1 (there is duplication between the numbers on COP and CIP2/COPW waiting lists) Discussion on how this committee could help in soliciting funds. Wisconsin Department of Health and Family Services 1997-99 Biennial Budget Request: Ron Lockwood reported that Secretary Joe Leann is proposing that the counties be able to establish a COP risk reserve of up to $750,000 in order to handle future increases in community -based longterm care services. Any unspent COP funds can be placed in an escrow account for this purpose. Ron said that the secretary's budget would also eliminate the county mandate to administer COP. This provision would allow the state to contract with a not -for -profit corporation to administer COP in counties where the county board of supervisor has refused to run the program. Report on Long Term Support Annual Conference: Regarding the LTS Conference Ron said he presented a workshop to 60 persons on how best to utilize the resources of the COPW program. Ron also reported addressing the conference as a whole as a response to DHFS Secretary Joe Leann's key note address. Ron emphasized the desire of county government to be a full partner with the state in developing and administering the new long term care system. Provider Contract ends 12/31 /96: Adapted Living Programs for contract for residential care will not be renewed for 1997; they will continue with individual SHC/Daily Living Skills Training. Discussion. One main issue was choices for clients. Karen Hall, LTS Coordinator has requested bids from other providers and is hoping that the choices will be there and possibly increased. This committee will be kept informed of activity on this. Alzheimer Memory Walk: Reminder that this weekend (Sept 28) is the Alzheimer Memory Walk in Eau Claire. Pledges are taken by the walkers and money goes to research. Anyone interested contact Marguerite Sumner for information. Motion to adjourn by Darnauer; second by Sumner; carried.
