Meeting called to order by Chair Ray Mealey at 1:30pm
Roll Call: 11 present, 1 excused, 2 absent
Motion to adopt agenda as presented by Robert Stephens, second by
Marguerite Sumner, carried unanimously.
Motion to accept minutes of previous meeting as presented by
Charles Dow, second by Lee Steinberger, carried unanimously.
Date of next meeting set by Chair Ray Mealey at Thursday, April
18th in the Board Room of the Human Services Complex in New
Richmond unless otherwise stated in meeting notice.
UNFINISHED BUSINESS:
There was no unfinished business.
NEW BUSINESS:
Financial Report: 1996 reports are not ready yet, should be by
next meeting. Ron Lockwood handed out and highlighted items in the
1995 Annual Report that is to be submitted for the Human Services
Annual Report.
variance & Purchase Requests: A request made by LTS Social Worker
for services to be provided in a 14 bed CBRF for a woman with
Alzheimer's Disease. Motion made by Charles Dow, second by
Marguerite Sumner to grant variance; carried unanimously.
Waiting List: Waiting list is at 16 for CIP2/COPW with nine in
process. COP waiting list is at 13; ten of which are duplicated in
CIP2/COPW waiting list. There is 1 on the Alzheimer's waiting list.

Billie Loos, Administrator of Indianhead Community Action Agency -
Home Care and Carolyn Kochel, Supervising Nurse reported to the
committee on the strategies and policies/procedures they use to
ensure quality care to residents of St. Croix County.
Indianhead's hiring process goes something like this: Advertise
and receive applications. No experience is necessary as Indianhead
has there own certified training program for Personal Care Workers.
An extensive background check is made on applicants including check
on crime, DHLR, vehicle license check. References are required
from 3 personal and 3 work.
After hired, orientation is given as to agency personnel policies,
confidentiality, wages, et. Then orientation is given on a client
specific bases with on site visits, return demos on transfers, etc.
What to report and who and how to report it is also covered.
The issue of past mental or alcohol problems was questioned, and
basically, if nothing comes through on the 3 work and 3 personal
references, there isn't anything else that would check that. The
issue of discrimination comes into this.
Unannounced spot checks are done when they appear necessary. This
can come in the form of a request by either client, the client's
social worker, family, or anytime something doesn't appear to be
quite normal.
Priority Target Group: Motion made by Robert Stephens to designate
children currently in Child Caring Institutions as a priority
target group for CIP 1B program, Second by Myrtle Munns; carried
unanimously.
Member Appointment Process: It is time for many members to seek
reappointment to this committee. The Chair asked that everyone
indicate by a "yes" or "no" by their names on the roll call sheet
if they would or would not like to be reappointed for another term.
1996 COP Update: Ron Lockwood passed out the 1996 COP Plan Update
for approval by this committee. Motion made by Myrtle Munns to
approve the Plan as written and submit, second by James Craig;
carried unanimously.
Assembly Bill 739: Motion made by Lee Kellaher to draft a letter
of support from this committee in support of this bill to increase
the amount of COP funding, second by Honorine Gedatus; carried
unanimously.

Assembly Bill 772: Motion made by Myrtle Munns to draft letter
supporting this bill to remove caps on COP and COPW funding,
second by Marguerite Sumner; carried unanimously.
Public Hearing: This issue came up again at the end of the
meeting. FSP would be willing to Cosponsor, Council On Aging will
Cosponsor. The committee may need to look at setting up a separate
group to work on this project.
Motion to adjourn by Vern Dull, second by Lee Steinberger; carried.

Thank you for getting in touch with me regarding Medicare
and Medicaid. I appreciate knowing your concerns.
Since their creation thirty years ago, these programs
have helped to preserve the health of millions of Americans.
I am determined to see these programs survive and serve the
American people well in the years to come. Unfortunately,
the congressional majority has proposed cuts to Medicare and
Medicaid that are simply unacceptable -- cuts that would hurt
beneficiaries, their families, and their health care providers
in order to help finance a tax cut for the wealthy.
While we must balance the budget and strengthen the Medicare
Trust Fund to ensure a strong future for our citizens, we can do
so without gutting essential programs and hurting the people they
serve. Our nation has always recognized our obligation to help
care for older Americans and others in need, an obligation that
my Administration will continue to honor.
Even as we work to promote fiscal responsibility, I will
continue to fight to ensure that our nation does not turn its
back on the health and well-being of our citizens, young and old.
I appreciate your interest in these important issues and welcome
your involvement.
