SUBMITTED BY: Debra Kathan Personnel Director DATE: December 4, 1996 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: December 9, 1996 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman William Krueger. Members present: Krueger, John Bradley, Art Jacobson, Tim Filipiak, and Mary Louise Olson. Also present: John Krizek and Debra Kathan. Moved (Bradley, Jacobson) and approved to accept the agenda as presented. The next meeting was set for 1 p.m. on Monday, January 6. Bradley received excused absences for the next two months as he will be out of the area. Moved (Filipiak, Jacobson) and approved to accept the minutes of the November 11 meeting. The Committee discussed the transition at the County Library including phasing out the County's role in 1997. The Books -by -Mail will continue for the first five months of 1997 as an extension of the County's service. Some library employees are assisting with the transition of materials to the New Richmond Public Library. There have been limited job openings in the later part of 1996. Three BBM employees will continue with the program in early 1997. Other employees have not yet been placed in permanent County positions. As was noted previously, laid -off employees will be given consideration for County vacancies for which they meet basic qualifications. The Committee reviewed the standard insurance plan for phase- out in late 1997. Law enforcement employees and non -union employees have been apprised of the phase -out. Moved (Jacobson, Krueger) and approved to include the elected officials in the phase -out with a one-half of one percent "buy-out" to their wage table in 1997. The Committee reviewed the financial aspects of the law enforcement and non -represented settlements for 1997 through 1999. They authorized release of related information to all County Board members through a direct mailing prior to the December County Board session. Discussion regarding the tentative progress of the KIDS program on a state -level and the need for continuing computer support in the Child Support Office. Krizek noted that it may be necessary to return funding for the temporary computer position in the Child Support Office. This item was to be placed on the next committee agenda. Moved (Jacobson, Bradley) and approved to go into closed session per WI Stat. 19.85 (1) c and a for the purpose of reviewing labor negotiations and pending grievances. Roll call vote: all aye; moved into closed session at 2:03 p.m. Moved (Filipiak, Bradley) and approved to come out of closed session at 3:15 p.m. Jacobson moved to adjourn the meeting--3:15 p.m.
