SUBMITTED BY: Debra Kathan Personnel Director DATE: 09-04-96 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members X PERSONNEL COMMITTEE MEETING Date: October 7, 1996 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman William Krueger. Members present: Krueger, John Bradley, Mary Louise Olson, and Tim Filipiak. Art Jacobson arrived at 1:10 p.m. Also present: John Krizek and Debra Kathan. Moved (Filipiak, Olson) and approved to adopt the agenda as presented. Date of next meeting was tentatively set for 1 p.m. on November 4. Olson asked that the September 3 meeting minutes be amended to note that the Personnel Committee chose to not permit the Sheriff to participate in labor negotiations in light of the fact that he is on a waiver from the union to return with full seniority should he not be re-elected. Moved (Bradley, Filipiak) and approved to accept the minutes of the September 3 meeting as amended. The Committee reviewed the work of the Evaluation Team in determining point values for three positions. Moved (Bradley, Olson) and approved to accept a point value of 289 for the position of Recycling Technician and furthermore to authorize that the incumbent's salary be reduced to a Pay Grade 6-H with the next payroll cycle. Moved (Olson, Jacobson) and approved to accept a point value of 268 for the position of Administrative Assistant --Sheriff's Office and furthermore to authorize that the incumbent's salary reflect a Pay Grade 6-H as of January 1, 1997. Moved (Bradley, Filipiak) and approved to accept a point value of 332 for the position of Zoning Specialist and furthermore to authorize that the salary be placed at Pay Grade 7, effective with the filling of the Zoning Administrator position in January, 1997. The Committee reviewed two department head class/comp evaluations done by the Hay Management Group. Moved (Jacobson, Bradley) and approved to accept a point value of 496 for the position of Computer Services Director and furthermore to authorize that the incumbent's salary reflect a Pay Grade 9-G with the next payroll cycle. Moved (Olson, Filipiak) and approved to accept a point value of 551 for the position of Zoning Administrator (recruitment purposes) with the understanding that the new employee be placed within a Pay Grade 10. Motion (Bradley, Jacobson) to go into closed session per WI Stat. 19.85 1) c and e for the purpose of continuing labor negotiations with the law enforcement union, LAW. Roll call vote: all aye; moved into closed session at 2:03 p.m. First Deputy Max Ihrke joined the meeting during negotiations. Representing the union were Mike Bondarenko, Dave Hake, John Shilts, and Jeff Klatt. Moved (Bradley, Filipiak) and approved to come out of closed session at 5:55. The Committee noted discussion regarding the updated accounting job descriptions from Human Services. The Committee indicated that they would not approve the job descriptions; that was the proper responsibility of the supervising committee. The Committee stated that generalized job descriptions with wide-ranging duties and responsibilities tend to be higher wage jobs and conversely very specific job duties tend to narrow the scope of know-how and accountability and therefore decrease the hourly wage rate. It was further noted that under state and federal law, it is necessary for the County to actively "advertise" its Affirmative Action philosophy --noted on job descriptions, want ads, etc. Discussion regarding the November 4 or October 28 dates for a Personnel Committee meeting. Decision would be made one week prior to each date and the members notified by the Personnel Office. Krueger adjourned the meeting at 6 p.m. Respectfully submitted, Mary Louise Olson Secretary
