PERSONNEL COMMITTEE MEETING
Date: September 3, 1996 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 9 a.m.
by Chairman William Krueger. Members present: Krueger, Tim
Filipiak, Art Jacobson, John Bradley, and Mary Louise Olson% Also
present: John Krizek, Board Chairman Bob Boche, and Debra Kathan.
Moved (Olson, Filipiak) and approved to adopt the agenda as
presented. Moved (Filipiak, Jacobson) and approved to adopt the
minutes of the August 5 meeting. The date of the next meeting is
to be set at the end of the day. Motion (Filipiak, Olson) to go
into closed session per WI Stat. 19.85 (1) c and a for the purpose
of reviewing bargaining strategy prior to exchanging initial
proposals with the unions. Roll call vote: all aye; moved into
closed session at 9:05 a.m. Moved (Filipiak, Bradley) and approved
to come out of closed session at 10 a.m.
The AFSCME unions met with the Personnel Committee for the
initial exchange of proposals in open session. Bargaining rules
were agreed to and incorporated into each party's notes. Present
for the union were: Mike Van Keuren, Mike Traynor, Diane Northrup,
Steve Hartmann (business agent), Janet Smith, Dale Kalsow, Lisa
Weiske, Diane Peterson, Joette Davis, and Rodney Kongshaug.
Missing from union representation was Scott Sutton. After
exchanging proposals, additional meeting dates were set to discuss
language issues.
The Committee reviewed budgets for the Personnel Department
and Recruitment. Moved (Bradley, Jacobson) and approved to accept
the Personnel Department budget for 1997. Moved (Bradley, Olson)
and approved to accept the Recruitment budget for 1997. Moved
(Jacobson, Bradley) and approved to recommend that the Personnel
Director be permitted to use excess line item funds from the 1996
Personnel and Recruitment budgets for the purchase of two computers
and related items as part of an overall plan to upgrade the
department's equipment in preparation for W-2 networking and
expanded program capabilities. The Committee recessed at noon,
reconvened at 1 p.m.
The Committee reviewed requests for temporary help in the 1997
budgets. Moved (Bradley, Olson) and approved to permit up to 599
hours for one Office Aide position in the Clerk of Courts Office.
Moved (Bradley, Filipiak) and approved to permit up to 1040 hours
for the Clerk position in the Child Support Office. Moved
(Bradley, Olson) and approved to deny the request for 500 hours for
a Special Projects/Computer Operator in the Child Support Office.
Anne Gustafson and Eric Johnson appeared before the Committee
on behalf of the V/W Specialist position. It was noted that 1997
would be the third year of the position, therefore it would be
eligible for review and permanent status mid -year. Moved
(Filipiak, Olson) and approved to leave the position as status quo
with up to 1044 hours of temporary time scheduled for 1997.
Moved (Jacobson, Bradley) and approved to permit nine Park
Technicians at up to 599 hours each (6-Glen Hills, 3-Troy Beach)
and one Troy Beach Park Supervisor (salaried, May 15 to September
15) for 1997. Moved (Bradley, Jacobson) and approved to permit up
to 4,010 hours of auxiliary deputy hours in the Sheriff's
Department for 1997.
Moved (Filipiak, Olson) and approved to permit one 4-H Summer
Intern for 1997, salaried at $2500 for June 1 through August 15.
Moved (Filipiak, Jacobson) and approved to permit up to 280 hours
for a temporary help Secretary position in Planning and up to 200
hours for a temporary help Real Property Lister Assistant position
in the Real Property Office. Moved (Jacobson, Filipiak) and
approved to permit up to 520 hours for an Office Aide in the
Department of Aging for 1997, with the understanding that the cost
must be absorbed within the block grant limits.
Moved (Bradley, Jacobson) and approved to permit up to 15
summer helpers in the Highway Department at a maximum of 595 hours
each.
The next meeting of the Personnel Committee was scheduled for
1 p.m., October 7. The bargaining team for the Labor Association
of Wisconsin (law enforcement) appeared before the Committee to
exchange initial proposals for a new contract. Members present
included Mike Bondarenko, Dave Hake, and Jeff Klatt. Tom Belongia
was excused because of his candidacy for Sheriff. John Shilts was
not present. Also present for the exchange was Sheriff Paul Burch.
The representatives agreed to ground rules for the bargaining
sessions. After the exchange of proposals was completed, dates for
additional meetings were set, at which time language issues will be
reviewed. Krueger adjourned the Committee at 3:15 p.m.
