PERSONNEL COMMITTEE MEETING
Date: March 13, 1996 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 1:03
p.m. by Chairman John Bradley. Members present: Bradley, Dick
King, Len Nyland, William Krueger, Karen Bailey. Also present:
elected officials Paul Burch, Mary Jean Livermore, Sue Nelson, and.
Kay Walsh. Nelson noted that Lori Meyer was home ill and sent her
regrets for not being able to attend the meeting. Staff members
included John Krizek and Debra Kathan.
Moved (King, Krueger) and approved to adopt the agenda as
presented. The date of the next meeting was left open. Moved
(Bailey, Krueger) and approved to accept the minutes of the
February 20 meeting.
Bradley noted that the Personnel Committee would be bringing
a recommendation. for elected officials' salaries before the County
Board at its March meeting. A memo was distributed on behalf of
the Clerk of Court, County Clerk, County Treasurer, and Register of
Deeds requesting wage increases for 1997 (Clerk of Court: $3,132;
other three positions: $2,370) to move the positions closer to the
19-county average, and a three percent wage increase on January 1
of 1997 and January 1 of 1998.
The Committee expressed concern that the total wage increase
would be more than 10% the first year. The elected officials noted
that county comparisons had been used in the past, and the most
recent comparison showed that these officials were below the
average rate of pay for their positions.
Krueger stated that the Public Protection Committee, on behalf
of the Sheriff's position, was sympathetic to the Sheriff's concern
regarding his rate of pay vs. the Chief Deputy pay rate. The
Committee reviewed a brief history of the involvement of elective
positions in a position classification and compensation study. The
Sheriff presented statistics regarding staff numbers and
supervisors in area law enforcement operations, then compared
salaries with the administrator/sheriff positions. The Committee
thanked the officials for their continuing fine work for the
County.
Discussion regarding the refilling of an Assistant Librarian
position. Moved (Nyland, Bailey) and approved to refill the
position of Assistant Librarian for Community Services, recently
vacated by Martha Mabis. Roll call vote: 4-1 with Krueger
dissenting.
Motion (Bailey, Krueger) to go into closed session per Wis.
Stat. 19.95 (1) b, c, and g for the purpose of reviewing labor
negotiations issues and preparing for contract bargaining. Roll
call vote: all aye; moved into closed session at 2:20 p.m.
Moved (Nyland, Bailey) and approved to come out of closed
session at 2:40 p.m. Roll call vote: all aye. Discussion
regarding the setting of salaries for the elected officials. Moved
(Nyland, Bailey) and approved to recommend to the County Board that
the salaries of the five elected officials be adjusted by a three
percent wage increase as of 1/1/97 and a three percent wage
increase as of 1/1/98. Roll call vote: all aye.
Bradley called for adjournment at 2:45 p.m.
